1. That the following sum of money is anticipated as cash on hand and revenue for the Town of Pinedale for the fiscal year beginning July 1, 2021, and ending June 30, 2022.

Cash on Hand at 05/01/2022: $15,695,505 Revenue: See attached budget document.

2. The following sums of money are hereby appropriated to defray the expenses and liabilities of the Town of Pinedale, Wyoming for the fiscal year beginning July 1, 2022, and ending June 30, 2023.

Expenditures: See attached budget document.

3. The amount of general taxes upon all property within the Town of Pinedale, to provide for the current expenses of the Town is 8 mill; the Town Clerk shall, under supervision of the Mayor, certify the foregoing amounts of money to be collected by taxes upon all property within the Town of Pinedale to the County Clerk of Sublette County, Wyoming;

4. This Ordinance shall be in full force and effect from and after its approval, passage, and adoption in accordance with the provision of Section 15-2-201 Wyoming Statues.

In Accordance with Wyoming statutes 22-29, the board of directors of Mosquito Abatement No. 2 has directed that there shall be a mail-ballot election for one MAD No. 2 Board of Directors position on the Tuesday after the first Monday in November, (November 7, 2023). 

Only members of MAD No. 2 are eligible to run for the board and to vote in the election.

One Chairman position will be open for a three (3) year term and one Board Member position will be open for a two (2) year term.

Between 90 and 70 days prior to the election (between August 9 and August 29, 2023), interested parties must file for the position using a format that substantially conforms to the form set forth in W.S. 22-29-110(b).  Copies of that form may also be obtained by contacting the Election Filing Officer (Board Clerk Linda Morton) at (307)780-6073, or by writing to the MAD No. 2 Board at P.O. Box 154, Big Piney, Wyoming, 83113-0154.

A list of candidates will be published in the newspaper no less that 10 days prior to the election and voters may write in votes.

Between 25 and 15 days prior to the election (between October 13 and October 23, 2023), the election filing officer will mail a mail-ballot packet to each MAD No. 2 member complete with instructions for completing and returning the ballot.

Ballots must be received by the election filing officer no later than 5 p.m. on Election Day.

Ballots may be mailed to the election filing officer, or dropped off on Election Day at a polling place and time to be laid out in the mail-ballot package.

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for a temporary increase in turbidity in the Green River and New Fork River near Pinedale, Wyoming. The temporary increases in turbidity are associated with proposed bank stabilization.

Activity in cold water streams like the Green River and New Fork River is normally limited to a ten (10) NTU increase over background. Approval of this request would allow an exceedance of this limit for up to ten (10) total working days in each river, subject to monitoring and reporting. This activity will follow the procedures in Chapter 1, Section 23(c)(ii), of the WDEQ Water Quality Rules, which allow for temporary elevated levels of turbidity in certain circumstances. The applicant has applied for U.S. Army Corps of Engineers 404 permits for both projects. 

Requests for information about the proposed temporary turbidity increase should be directed to Eric Hargett by email (eric.hargett@wyo.gov) or phone (307-777-6701). The Board of County Commissioners met on this date at 5:30 p.m. in the Commissioners Meeting Room of the Sublette County Courthouse for the final public hearing on the FY2024 budget, in accordance with Wyoming Statute 16-4-109(b) with Sam White, Tom Noble, Dave Stephens, Doug Vickrey, Mack Bradley, Cat Urbigkit, Tanya McNeal, Joy Ufford representing the Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance. 

County Clerk, Carrie Long, presented the FY24 budget with the total being $267,328,772.  Long reviewed changes discussed during budget week and subsequent changes to budget requests up until the time of publication on July 13.  There were no changes after publication. 

The Board reviewed reserve accounts with request to move $6 million to the Landfill Reserve line item and $2 million to Fire Hall Capital Reserve line item. 

The Board entertained questions from the public. 

Meeting adjourned at 6:15 p.m.

The Board of County Commissioners met in regular session in the Commissioners Meeting room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Joy Ufford, representing the Pinedale Roundup, Carrie Long, County Clerk present. 

Chairman White led those present in the Pledge of Allegiance. 

The agenda was amended on motion by Commissioner Noble to add the golf course during road & bridge discussions.  Commissioner Vickrey seconded the motion.  Motion carried. 

The minutes of the preceding regular meeting on July 5, 2023 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner Bradley. 

The Board reviewed the Final Budget Summary, the Appropriation Resolution, and the Resolution To Provide Income Necessary to Finance the Budget.  Commissioner Noble made a motion to approve the Final Budget in the amount of $267,328,772.  Commissioner Stephens seconded the motion.  Motion carried. 

Commissioner Bradley made a motion to approve R23-100468W (To Provide Income Necessary to Finance the Budget) Commissioner Stephens seconded the motion.  Motion carried. 

Commissioner made a motion to approve R23-100469W (Appropriation Resolution).  Commissioner Noble seconded the motion.  Motion carried and the Resolutions were signed. 

Billy Pape, Road & Bridge updated the Board on activities. 

Eric Sackett, Rio Verde Engineering, reviewed the list of culverts that will be replaced on the North Piney project.  He informed the Board he recommended trading the culverts for the offer of relocating the ditch.  The consensus of the Board was to move forward with the project and for Sackett to get with the County Attorney’s office to create a contract. 

Scott Cheeney, Golf Board, updated the Board on the water situation at the golf course. 

Ryan McGuire, M & M Disposal, updated the Board on the changes at the Transfer Station and stated he was satisfied with the proposals.  He did not wish to extend the current contract beyond the three years left on it. 

Andre Irey, Maintenance, updated the Board on projects and activities. 

Shad Cooper, Unified Fire, presented the monthly report.  He also updated the Board on the scheduled public meetings regarding the proposed Boulder / Barger fire station. 

Dennis Fornstrom, Planning & Zoning, met with the Board, along with Jeremy Grimm (Whiskey Rock Consulting), to discuss the process of the review of the Planning and Zoning Regulations and proposed timelines and goals. 

Commissioner Noble, along with Sheriff Lehr, led a discussion with several members of the community; Todd Stevie, Ryan Hudson, and Chris Hays, regarding possible regulation of water access for professional fishing guides. 

KC Lehr also presented the Equitable Sharing Contract for approval.  Commissioner Noble made a motion to approve the contract.  Commissioner Bradley seconded the motion.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner Bradley to approve the signature of Chairman White on the Pinedale Anticline Project Office agreement regarding the Huston to Sommers Habitat Restoration in the amount of $40,000.  Motion carried. 

Dave Doorn, Hospital District, met with the Board to discuss payment of chip sealing the Marbleton Clinic parking lot.  The project had inadvertently been left on the county’s scope of work for the FY24 Chip Seal Project.  Commissioner Noble said he believed the county should pay for the paving and try to remember not to include it in the county’s portion next year.  The rest of the Board concurred.

Commissioner Noble made a motion to adjourn as the BCC and convene as the Board of Equalization.  Commissioner Stephens seconded the motion.  Motion carried. 

Damon DeBernardi, Deputy County Attorney, presented a contract for Sharon Rose, hearing officer for the tax protest.  Commissioner Noble made a motion to approve the contract, Commissioner Bradley seconded the motion.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner Stephens to adjourn as the Board of Equalization and reconvene and the Board of County Commissioners.  Motion carried.

Andrea Jean, Human Resources, requested approval on proposed changes to the Employee Handbook.  Commissioner Noble made a motion to approve the changes, Commissioner Vickrey seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, informed the Board she had met with the Fire Marshall’s office regarding fire suppression at the Cross Fire Arena.  Commissioner Bradley said the county should get the property under contract before looking into the costs of renovation.  Chairman White instructed Clerk Long to put an item on the next agenda requesting public opinion on regarding the need for a county owned equestrian arena.   

Accounts payable, in the amount of $395,928.92 was approved on motion by Commissioner Bradley, seconded by Commissioner Stephens.  Motion carried.

Dear Parents/Guardians,

Sublette County School District #1 today announced its policy for free and reduced price meals for children unable to pay the full price of meals served under the National School Lunch Program, and/or School Breakfast Program.  Each school office and the administration office have a copy of the policy, which may be reviewed by any interested party.

The following household size and income criteria will be used for determining eligibility.  Children from households whose income is at or below the levels shown are eligible for free or reduced price meals.

Students can be eligible for free or reduced lunches and breakfasts by completing a meal benefit income application.  It must include all members of the household and their income, the last four digits of the primary adult’s social security number and signature.  Forms can be obtained through the school or online at linqconnect.com.

Information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year by school or other program officials.  Applications may be submitted at any time during the year.

Under the provisions of the free and reduced price policy, Food Service Director will review applications and determine eligibility.  Parents or guardians dissatisfied with the ruling of the official may wish to discuss the decision with the determining official on an informal basis.  Parents wishing to make a formal appeal may make a request either orally or in writing to Shannon Harris Po Box 549 Pinedale WY 82941 307-367-2139 for a hearing on the decision.

If a household member becomes unemployed or if the household size increases, the household should contact the school.  The household may now be eligible for benefits if the household’s income is at or below the levels shown.

The information provided by the household is confidential and will be used only for purposes of determining eligibility and verifying data unless specific written consent is given.

Building Painting

Notice is hereby given that the Town of Pinedale is accepting bids to paint the Town Hall exterior, located at 205 Entertainment Lane, as well as an alternate bid for the microbiology laboratory interior painting at 55 Pinedale South Road.

Sealed Bids will be received at the office of the Town Clerk, Town of Pinedale, P.O. Box 709, located at 205 Entertainment Lane, Wyoming, 82941 (Town Hall) until Thursday August 17, 2023 at 2 p.m.  Bids must be delivered according to the attached specifications and will be publicly opened and read at Town Hall.

This project generally consists of cleaning, prepping, repairing, and painting the exterior of 205 Entertainment Lane. The building measures approximately 100 lf x 100 lf. An alternate bid is included with the bid package for painting the interior of the Town of Pinedale microbiology laboratory.

Paper or digital bid documents will be available from Town Hall. The Town of Pinedale will not be responsible for full or partial sets of bid documents, including addenda if any, obtained from sources other than the Town of Pinedale.
