A regularly scheduled public meeting of the Sublette County Planning and Zoning Commission will be held on Thursday, September 17, 2026, at 6:00 p.m. to consider the following applications and discussion items. Should the Planning and Zoning Commission make a recommendation, the applications will be heard before the Sublette County Board of County Commissioners on Tuesday, October 6, 2026. These meetings will be held in the Commissioners’ Meeting Room at the Sublette County Courthouse, 21 South Tyler Avenue, Pinedale, Wyoming. 1. The Dirt Road, LLC have submitted an application requesting a Variance for the Dirt Road Subdivision located in the NE/4 and E/2NW/4 of Section 13, T33N, R109W. The subdivision includes 16 lots totaling 180.47 acres and the lots are zoned Rural-Residential 10 acre (R-R 10). The application requests to allow for a variance from Section 3 - Subdivision Design Standards, (f) Utilities, (4) Fire Protection (b): “Subdivisions and Planned Unit Developments with 10 to 19 lots shall provide two year-round water sources, with a minimum capacity of 10,000 gallons each. One hydrant, connected to each water source shall be provided.” The variance request is pursuant to Chapter VI Variance of the Sublette County Zoning and Development Regulations.

PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost decrease of $0.14454 per dekatherm (Dth), effective for usage on and after December 1, 2025.
The Company’s proposal results in a decrease of $11.56 or 1.38% before taxes in the annual costs for a residential customer using 80 Dth per year.
Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company) for approval of the Piceance Development as a Wexpro II property, as more fully described below.
1. Enbridge is a Utah corporation engaged in the business of supplying natural gas utility service in Idaho, Utah, and Wyoming. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
2. On August 31, 2026, Enbridge filed its Application requesting an order approving the inclusion of the recently acquired properties designated as the Piceance III Development as a Wexpro II property pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA-12 and the initial Piceance and Piceance II properties in 30010-232-GA-25 and 30010-234-GA-25 respectively. The Piceance III Development is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Piceance III Development within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.
3. Enbridge acquired the Piceance Development at its own risk and pending the Commission’s decision whether this acquisition should be included as a Wexpro II property under the agreement. If approved, the acquisition and drilling costs will be passed on to customers. The Company contends that approval of the Piceance Development as a Wexpro II property will provide an opportunity for customers to receive lower cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Enbridge at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.
4. This is not a complete description of the Application. The meeting was held in the Commissioners Meeting Room of the Sublette County Courthouse in Pinedale, Wyoming, on this date at 5:00 p.m. with Commissioners Lynn Bernard, Sam White, and Doug Vickrey present. Commissioners Stephens and Bradley were excused. Jessica Rice, County Clerk, and Laila Illoway, County Assessor, present.
Chairman Bernard led those present in the Pledge of Allegiance.
Commissioner White made a motion to approve the agenda, Commissioner Vickrey seconded, 3-0, motion carried.
Laila Illoway discussed the 2026 mill levy approval. Commissioner White made a motion to approve the 2026 mill levies as presented, Commissioner Vickrey seconded, 3-0, motion carried.
Commissioner moved to approve the budget resolution 2026-001 High Meadow Ranch Water District, seconded by Commissioner Vickrey. Motion carried 3-0. Commissioners presented ML Baxley with a plaque of appreciation for her retirement.
Commissioner Stephens moved to approve accounts payable for the August 18th cycle, seconded by Commissioner White. Motion carried 4-0.
Billy Pape, Road and Bridge provided updates on departmental activities. Commissioner White moved to approve the application for the mag water grant as presented, seconded by Commissioner Vickrey. Motion carried 4-0. Eric asked for clarification on if the board wants him to include Big Piney bike paths in the project, it will cost around $400,000. The board directed Eric to talk to the Town of Big Piney to see if they are willing to take over maintenance once repairs are finished, before including those paths in the project. County chip seal project starts on Aug. 5th.
Andre Irey gave an update on the Maintenance department activities.
Assessor Illoway presented NOVCs in the amount of $2045.76. Commissioner White moved to approve the NOVCs as presented by the Assessor, seconded by Commissioner Vickrey. Motion carried 4-0.
Bill Ames, member of the Wyoming Mule Deer Alliance, would like the board to contact the BLM and voice their opposition to a bike trail proposal. Public comment given by Mary Lynn Worl, Jocelyn Moore, Ryan Grove, Nat Patterson, Noah Chutz, Luke Schultz, Mark Anselmi, Dan Bailey, Chris, Jana Weber, Kelly Ravner, Dan McGilvrey. Commissioner White summoned Dave Richy, acting BLM Field Manager, to answer questions regarding the bike path proposal. Commissioner Stephens voiced his opinion in opposition to the trail, and welcomed the public to visit with him, and said he will write a letter in opposition to the trail. Commissioner White moved to write a letter to the BLM requesting that they follow the whole NEPA process and when appropriate and/or cooperating agency status is attained, be invited to the table in this decision-making process, seconded by Commissioner Vickrey. Motion carried 4-0.
Rex Walk, CEO of the hospital gave an update on activities.
Kristie Bain, Planning and Zoning department presented a guidance document that the Planning and Zoning Department, Clerk, Treasurer, County Surveyor, County Engineer, County Attorney, County Assessor came up with for approval of the following zoning applications, and for future use. Kristi presented the Partial Vacation and Subdivision plat amendment of the Boulder Lake Country Estates ninth filing. Commissioner White moved to approve the Final Plat of Boulder Lake Country Estates Ninth Filing, vacating Lots A10 and Lot A11 and creating Lot 103, subject to recording of the approved plat with the Sublette County Clerk, seconded by Commissioner Stephens. Motion carried 4-0. Kristi presented the Caddy Minor Subdivision Third Amendment. Reese from Rio Verde Engineering spoke on behalf of the applicant. Commissioner White moved to approve the final plat of the Caddy Minor Subdivision Third Amendment including the vacation of Lot 5 and the creation of Lot 6, subject to recording of the approved plat with the Sublette County Clerk, seconded by Commissioner Stephens. Motion carried 4-0.
Damon Debernardi, Deputy County Attorney and Laila Illoway, County Assessor, presented a contract for mapping services from Oxide Mapping LLC. Commissioner White moved to approve the contract between Sublette County and Oxide-Mapping, LLC, seconded by Commissioner Stephens. Motion carried 4-0. Commissioner Stephens moved to enter executive session, seconded by Commissioner Vickrey. Motion carried 4-0. No action was taken after reconvening from executive session.
Jeness Saxton, County Administrator gave an update on activities. Commissioner White moved to ratify the sage grouse comments, seconded by Commissioner Vickrey. Motion carried 4-0. Commissioner White moved to allow Jeness to work with Fire Chief Cooper on the comments for the proposed rule revisions for chapter 5 fire protection revolving account, and the Rocky Mountain Power fire mitigation plan, seconded by Commissioner Vickrey. Motion carried 4-0. Jeness presented her update from attending the NACO conference. Cassie Crumpton, Treatment Court Coordinator, invited the board to a meeting that the Wyoming Business Council is having on Aug. 12th.

Public comment: Jackie Hillen, resident of Daniel, voiced her concern for the county surplus auction that happened in June, and two of the sitting board members were involved with it. She will submit a records request to receive data on the auction from the County Clerk.
Commissioner White moved to adjourn, seconded by Commissioner Vickrey. Motion carried 4-0.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a Public Hearing on Monday, October 5, 2026, at 5:00 p.m. in the Main Conference Room of the Town Hall, located at 205 Entertainment Lane, Pinedale, WY 82941. The purpose of the public hearing is to consider the following application:
Pursuant to §160-26 of the Town Code, the Commission will consider a request for variances to allow construction of an Accessory Dwelling Unit (ADU) on the property legally described as Cooley Second Addition, Block 1, Lots 1-5. The applicant is requesting the following variances:
a. Article XI, R-2 Residential District, §475-67 (Yards) – A variance from the required twenty-foot (20’) front yard setback and seven-foot side yard setback.
b. Article XI, R-2 Residential District, §475-63 (Accessory Uses) – A variance to allow the proposed accessory structure to be located less than ten feet (10’) from the existing primary structure.
The application has been submitted by Charles and Ashley Lederer for the property legally described as COOLEY SECOND ADDITION, BLOCK 1, LOTS 1-5.
All interested persons are invited to attend the public hearing and provide testimony regarding the proposed application.
