A portion of the J.P. McCarter, Administrator, Hartley Estate Appropriation, Territorial Appropriation, adjudicated under Proof No. 5377, diverting from Horse Creek, tributary Green River, through the Hartley Ditch, with a priority of May 1, 1889.
Said Petition, generally, proposes to change the point of diversion of a portion of the Hartley Estate Appropriation from the currently recorded point to the actual physical Point of Diversion. NOTICE AND ORDER SETTING
PUBLIC HEARING
(Issued October 23, 2026)
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to decrease rates and recover deferred Net Power Cost (NPC) under Tariff Schedule 95; and increase rates under Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Monday, November 23, 2026, at 9:00 am., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
2. On April 15, 2026, RMP filed an Application requesting authority to revise rates pursuant to two different rate schedules. The Company proposes to recover approximately $25.7 million of deferred NPC under its Tariff Schedule 95 Energy Cost Adjustment Mechanism (ECAM) over a 12 month period. The Company also proposes crediting approximately $4.0 million to customers to reflect the RECs and SO2 Revenue Adjustment Mechanism (RRA) forecast and true-up of REC and SO2 revenues under its Tariff Schedule 93.
3. Wyoming Office of Consumer Advocate (OCA) and Wyoming Industrial Energy Consumers (WIEC) intervened and requested a hearing. The Commission granted interim approval of the proposed rates effective for usage on and after July 1, 2026, subject to further review.
4. The combined effect of the modifications to the ECAM and RRA is a decrease of approximately $51.0 million, with decreases varying by individual rate schedules.
5. All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and Wyoming Public Service Commission Rules. All interested persons may appear and be heard in person, by video or telephone conference, or through counsel appearing in person or by video or telephone conference.

Notice #0890 published in the Pinedale Roundup on Nov. 5, 2026
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) to amend its Final Low-Carbon Energy Portfolio Standards Plan (Plan), filed pursuant to the provisions of Wyoming Statute § 37-18-102 and Chapter 3, Section 38 of the Commission’s rules, as more fully described below.
1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
2. On October 2, 2026, RMP filed the Application requesting to amend its final Plan filed in Docket No. 20000-704-EA-26, pursuant to Wyoming Statute § 37-18-102, Commission Rule Chapter 3, Section 38, and Commission directive in Docket No. 20000-616-EA-22. RMP states it committed to submitting an additional filing outlining the Company’s determination on the prudent path to implementing the Plan after evaluating Phase 2 of the front-end engineering and design (FEED) study for Jim Bridger Units 3 and 4 and the pre-FEED study for the Allam-Fetvedt Cycle (AFC) project for Dave Johnston. These units are utility owned, coal-fired generation facilities.
3. The Company states the analyses of the FEED studies reasonably indicate that the carbon capture and storage (CCS) projects are not economically feasible, commercially viable, or operationally reliable at this time, and that the Jim Bridger CCS project would not be included as a least-cost, least-risk resource. Advancing FEED studies to Phase 3 would create significant costs to Wyoming customers and would not meaningfully move RMP toward a final investment decision. As a result, the Company proposes to amend the Plan to discontinue Company-led development of CCS resources at Jim Bridger but explore conducting a request for proposal for third-party developed CCS solutions, and to discontinue the AFC project as the project partner does not plan to move forward with further development. RMP also proposes to maintain the intermediate low-carbon energy portfolio standard at zero, continue to monitor policy, market, technological, and funding opportunities in the CCS field, and provide annual updates to the Commission.
4. This is not a complete description of the Application. The complete Application is available at the Commission’s offices or online at https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 18253), or RMP’s website at www.pacificorp.com.
5. Anyone desiring to file a statement, intervention petition, protest, or request for a hearing must do so in writing, on or before November 20, 2026. Public comments should be submitted to wpsc_comments@wyo.gov. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-720-EA-26 in all correspondence with the Commission.
6. If you wish to participate in this matter and you require reasonable accommodation for a disability, please contact the Commission at (307) 777-7427, or 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002. Communication impaired indivduals may contact the Commission through Wyoming Relay by dialing 711.
