NOTICE SETTING PUBLIC HEARING
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given that a public hearing is scheduled regarding the Application of Pinedale Natural Gas (PNG or Company) for approval of an increase of 10.8% to its retail natural gas service rates. The public hearing is set to commence on Wednesday, November 18, 2026, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
1. PNG is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
2. On July 15, 2025, PNG filed the Application, pursuant to Wyoming Statute § 37-3-106 and Commission Rule Chapter 3, Section 21(k) and Section 23, for authority to revise its tariffs and increase its residential class rates by 14.3%, increase its commercial class rates by 3.4%, and increase its school class rates by 1.4%, with a proposed effective date of November 1, 2025. PNG states the request is primarily driven by investment in infrastructure and distribution system upgrades, changes in wholesale gas procurement costs, and increased costs of doing business.
3. On October 23, 2025, the Commission approved the proposed rate, effective for service on and after October 28, 2025, while the Commission continued to review the Application.
4. At the Open Meeting on August 18, 2026, PNG presented an oral Motion to modify the requested effective date from November 1, 2025, to December 28, 2026. The Commission granted the Motion at the Open Meeting.

Notice #0884 published in the Pinedale Roundup on Oct. 22, 29, 2026
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from a charge of 0.05% to a customer credit of 0.62% per month, and find the Company prudently incurred the costs sustained between September 2025 and August 2026, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102 and Commission Rules Chapter 3, Section 38, regarding low-carbon portfolio standards.
1. RMP is a division of PacifiCorp, an Oregon Corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
2. On October 1, 2026, RMP filed the Application to reduce the Schedule 198 rate from a 0.05% monthly customer charge to a 0.62% per month customer credit on an interim basis, beginning January 1, 2027. Schedule 198 is a balancing account mechanism that tracks incremental costs to comply with low carbon energy portfolio standard requirements, and revenues collected through a monthly carbon capture compliance surcharge that is based on forecasted costs. RMP requests the change as the forecasted costs and revenues resulted in an over-collection, which the Company proposes to reimburse through customer credit by distributing approximately $5.1 million to Wyoming customers throughout 2027. The proposed rate, the forecasted collections and incurred costs through 2026, the forecasted 2027 Wyoming Energy Authority’s Wyoming Energy Matching Funds (EMF), and customer credit reimbursements in 2027 are expected to produce an ending account balance of $0.00 as of December 31, 2027.
3. RMP states that, pursuant to Schedule 198, the Company recorded $633,125.56 in revenue and $602,222.43 in deferred costs from September 2025 through August 2026 and since inception has over collected a total of $4.7 million. RMP requests the Commission find the costs incurred during this period comply with the low carbon energy portfolio standard requirements and were prudently incurred. These costs include consultant fees, internal travel expenses, and EMF reimbursements for the Bridger FEED study.
4. This is not a complete description of the Application. Interested persons may inspect it at the Commission’s office or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 18251).
5. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before November 13, 2026. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-719-EM-26 in all correspondence with the Commission.
6. If you wish to intervene in this matter or request a public hearing which you will attend and you require reasonable accommodation for a disability, call the Commission at (307) 777-7427 or write to the Commission, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002. Communication-impaired individuals may contact the Commission through Wyoming Relay at 711.
