FORECLOSURE SALE NOTICE

Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the "Note") dated September 30, 2014, executed and delivered by Lester Jacob Maurer (“Mortgagor”) to Wells Fargo Bank, N.A., and a real estate Mortgage (the "Mortgage") of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagor, to said Mortgagee, and which Mortgage was recorded on September 30, 2014, at Reception No. 374594, in Book 206 Mtg, at Page 451 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Sublette County, Wyoming.

PUBLIC NOTICE OF PROPOSED REMEDY

UNDER THE VOLUNTARY REMEDIATION PROGRAM (VRP)

Pursuant to W.S. 35-11-1604, notice is hereby given that Urban Oil and Gas Group, LLC, and the Wyoming Department of Environmental Quality (DEQ) are proposing to enter into a Remedy Agreement under the VRP for Tip Top T23-13G Well Site located along Pine Grove Creek Road approximately 15 miles southwest of Big Piney in Sublette County, Wyoming.

The VRP was established to provide a safe and efficient method for cleaning up contaminated sites and putting them back into productive use. The Tip Top T23-13G Well Site entered the VRP on June 24, 2015. The Site is contaminated with petroleum hydrocarbons in groundwater. DEQ and Urban Oil and Gas Group, LLC propose to remedy this contamination by passive bio-venting and monitored natural attenuation.

In accordance with W.S. 35-11-1607, the requirements and remediation standards set forth in a remedy agreement are permanent, except for certain situations where the agreement may be reopened or terminated. Notice is hereby given that the Town of Pinedale is soliciting Statements of Qualifications for a qualified Construction Manager At Risk (CMAR) firm to provide pre-construction and construction services for the implementation of a new aircraft storage hangar at Ralph Wenz Field (PNA) in Pinedale, Wyoming. When selected, the CMAR will function as part of a team composed of the Owner, and/or Owner’s Representative(s), Architect(s) and others, as determined by the Owner.

This Request for Qualifications (RFQ) shall not commit the Owner to enter into any agreement; to pay any expenses incurred in preparation of any response to this request; or to procure or contract for any supplies, goods, or services. The Owner reserves the right to accept or reject any or all responses received as a result of this RFQ if the Owner believes such to be in its best interest to do so.

It is anticipated this project will be partially funded by a series of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants and will follow FAA guidance and policies. By offering to perform services under this procurement, all Proposers also agree to be bound by the laws of the State of Wyoming.

A fee proposal must be completed on the fee proposal form provided in the RFQ documents. The fee proposal shall be provided as a separate and sealed submission from the main Proposal response and submitted after the initial ranking of firms that are selected for interview. All received Fee Proposals will be opened after the interview ranking. Negotiations will proceed with the highest-ranked firm. If Owner and contractor are unable to negotiate a satisfactory fee with the highest-ranked firm, Owner will formally terminate negotiations and undertake negotiations with the next highest-ranked person or firm.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost increase of $0.18976 per dekatherm (Dth), effective for usage on and after July 1, 2025.

The Company’s proposal results in an increase of $15.19 or 1.85% before taxes in the annual costs for a residential customer using 80 Dth per year.

Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Commissioners Lynn Bernard, Sam White, Dave Stephens, Mack Bradley, and Doug Vickrey present, Jeness Saxton, County Administrator, and Jessica Rice, County Clerk, present. 

Chairman Bernard led those present in the Pledge of Allegiance.

Commissioner Bradley made a motion to approve the agenda, Commissioner Vickrey seconded, 5-0, motion carried. 

The minutes of the prior meetings held on Sept.2,2025, were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Bradley, 5-0, motion carried.

Commissioner Bradley made a motion to approve accounts payable and payroll liabilities in the amount of $1,049,268.57, seconded by Commissioner Stephens, 5-0, motion carried.

Billy Pape, Road & Bridge, gave an update on activities. The department is preparing for winter. Temporary fixes have been made to the bike paths. Mike Jackson with Rio Verde Engineering gave an update on projects.

Andre Irey, Maintenance, department update. Fire systems and panels have been tested, and all concrete jobs have been completed. A contractor has looked at the Proactive building and is preparing quotes for the repairs needed on the building.

Shad Cooper, Fire Chief, introduced Josie Valette the new WUI coordinator. Fire department update given including reading a letter written to the Fire Chief of Teton County thanking them for the support provided to Sublette County on the Dollar Lake and Haystack fires. There are sixteen new recruits starting training soon.

Jeness Saxton, County Administrator, discussed the grant policy that is being drafted for the board to review. Industrial siting process was discussed. Updates from the WCCA monthly meeting were given. Jeness was instructed to continue to advertise for the Visitor’s Center board vacancy. Letter for the Museum of the Mountain Man has been signed by Chairman Bernard and forwarded to them. Chairman Bernard requested a spreadsheet be created to track expenditures of awarded projects. Mike Jackson and Clerk Rice will collaborate to create this document and share with the board at the completion of each project.

Monte Bolgiano, Sublette County Recreation Board, Billy Pape, Road and Bridge, and Mike Jackson, Rio Verde Engineering, pathway discussion. A map was provided to the commissioners with color coded by level of importance. Commissioner White made a motion for Billy to move forward with repairs on the bike path in the amount of $12,848.56, Commissioner Stephens seconded, 5-0, motion carried.

Pinedale Aquatic Center, Chris Nelson, Chairman, Amber Anderson, Director and Andrew Currah, board member, discussed the feasibility study that was conducted for an operating agreement between the PAC and the Ice Arena. No further action was taken.

Jay Brower gave a Fairgrounds update. Informed the board of the successful operations over the summer, the Aug. deposit is over $30,000. Jay plans to come up with an updated user-cleaning and no dog policy with the County Attorney. Commissioner White made a motion to update the lease agreement between Sublette County and Jay Brower with the agreement that it be signed by Chairman Bernard upon completion, seconded by Commissioner Bradley, 5-0, motion carried.

Clerk Rice informed the board of two expired leases, with the County Attorney’s absence the board decided to table the discussion. Commissioner Bradley made a motion to sign the MOU with Town of Pinedale for the chip seal project, Commissioner White seconded, 5-0, motion carried. Clerk Rice proposed a resolution for a fee schedule for public records requests. Commissioner Bradley made motion to approve resolution 25-100503B, Commissioner Stephens seconded, 5-0, motion carried. Clerk Rice, Treasurer Paravicini and Andrea Jean were present to discuss the Clerk’s account closures. The board was informed that there will be a budget transfer necessary to make the 901-180 GL account whole in June of 2026. This was an informational item with no action required.

Commissioner Bradley made a motion to sign a surety bond for Kellie Sellers, Commissioner Vickrey seconded, 5-0, motion carried.

Hayley Ruland, Planning and Zoning update given. Hayley informed the board of the agenda items for the 9-18-25 Planning and Zoning meeting.

Newspaper discussion with local newspapers. Mayor Murdock in attendance and was asked what newspaper the Town of Pinedale designated when the Roundup closed, the Town had also designated the Rocket Miner. Robb Hicks and Rob Mortimore from The Roundup discussed their recent purchase of the newspaper and their plans. Flo McDonald from the Rocket Miner(online) answered questions from the audience. Public comment given by Paul Rock, Terry Allen and Bettina Sparrowe. Commissioner Bradley made a motion to move from the Rocket Miner to the Pinedale Roundup for all the county’s legal notices, seconded by Commissioner White, 5-0, motion carried. State of the County magazine was discussed with the Pinedale Roundup, and they will come up with a proposal for the board to review.

Assessor Illoway presented NOVCs. Commissioner Bradley made a motion to approve NOVCs for $10,325.62 as presented, seconded by Commissioner Vickrey, Commissioner White recused himself from the vote, 4-0, motion carried.

Old business was discussed. Commissioner Bradley made a motion to have Chairman Bernard sign an engagement letter for appraisal that costs $3500, on the Proactive building outside of a board meeting, seconded by Commissioner Vickrey, Commissioner White opposed, 4-1, motion carried. Training will be given to the board by Human Resources at an upcoming meeting. Commissioner Bernard would like all the departments to attend a meeting starting in October to discuss each department’s budget. Public comment given by Bettina Sparrowe in support of designating 9/16/25 as voter registration day.

Commissioner Bradley made a motion to adjourn, Commissioner Vickrey seconded, 5-0, motion carried.

SUBLETTE COUNTY CONSERVATION DISTRICT LONG RANGE PLAN 2026-2030

Public Notice is hereby given of the Sublette County Conservation District (SCCD) Board of Supervisors intent to adopt a new Long Range Plan by authority [§11-16-122(xvi); § 16-3-103(a)(i)(B)].

The Long Range Plan 2026-2030 will be adopted as a guide for the SCCD’s activities for the next 4 years. Individuals wishing to review and provide comment on the 4-Year plan may request a copy by contacting the District’s office at 307-367-2364. 

A public comment period will begin on October 16th 2025 and continue for 45 days, scheduled to end on December 1st 2025.
