PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to decommission and sell the Paris Hydroelectric Project generating facilities (Paris Project), as more fully described below.

1. RMP is a division of PacifiCorp, an Oregon corporation engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.

2. On February 6, 2025, the Company filed an Application for authority to decommission the Paris Project and offer the associated, Company-owned land for sale. The Paris Project is located in Bear Lake County, Idaho near the Company’s Bear River, Soda, Grace and Oneida Hydroelectric Developments.

3. Pursuant to the Bear River Relicensing Settlement Agreement and the Paris Creek Restoration Agreement the Company plans to return flow back to Paris Creek. This results in a reduction in minimum stream flow at the nearby Grace Development to provide additional water for generation to offset a portion of the lost generation from the proposed decommissioning.

The Company filed the “Notice” based upon a Commission directive to file an Application after discussions with the Company at open meetings held on October 10, 2024, and October 17, 2024.

3. On February 18, 2025, RMP submitted an amended filing pursuant to the provision of Commission Rule, Chapter 3, Section 21(f)(i). The Amended Application seeks Commission approval to allow RMP authority to enter and participate in the CAISO’s EDAM stating that the Company’s participation will result in certain reliability, economic and environmental benefits to its Wyoming Customers. The EDAM is an extension of CAISO’s Western Energy Imbalance Market (WEIM) RMP has participated in the WEIM since its inception in November of 2014.

(CMP100826) to modify and operate the Antelope 4-4 PAD (F020495) by updating the equipment list, with one reboiler overheads condenser and two smokeless combustion devices to control the volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and emergency tank, located in the NW1/4NW1/4 of Section 4, T29N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming.  PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 4.1 TPY from the baseline period and NOx emissions have decreased 0.8 TPY from the baseline period.  These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

The Town Council of the Town of Pinedale met in regular session on Monday, February 24, 2025, in the conference room of the Pinedale Town Hall.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Dean Loftus, Judi Boyce, and Scott Kosiba.  Those in attendance included: Sheriff KC Lehr, representing Sublette County Sheriff’s Office; Emily Lucas, representing Pinedale Park & Tree Board; Peter Paulin, representing the Finis Mitchell Working Group; Chauncey Goodrich, representing Wind River Resorts; Shelbi Paulson, representing Jorgensen Associates; Max Lockett; Patricia Washburn; Jessup Wyman; Ed Wood, Town Attorney; and Town Staff Abram Pearce, Emily Leniger, Riley Wilson, and Chelsea Saunders.  Councilman Tyler Swafford participated in the meeting digitally.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Loftus to allow Councilman Swafford to participate digitally.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilman Kosiba to approve the Mayor’s proclamation of February 24-28, 2025, as Wyoming Professional Water and Wastewater Operators Week.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilman Loftus to approve receipt of Wind River Resorts, LLC., Letter of Intent for consideration and holding financial information confidential.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve a one-year extension request for the preliminary filing of Wind River Resorts per §400-26 of the Town Municipal Code, requiring filing of the final plat no later than February 27, 2026.  Seconded by Councilman Loftus.  Motion passed 4-0-1; Councilman Swafford abstained.

Motion by Councilman Kosiba to approve Amendment No. 4 to the Professional Service Agreement between the Town of Pinedale and Jorgensen Associates for the Town of Pinedale Pedestrian Safety Project, amending the contract from $245,150 to $259,650 and changing the final completion date to August 31, 2025, contingent upon concurrence by WYDOT.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilman Swafford to approve sending the recommendation of language amendments to the Town of Pinedale Planning and Zoning Commission to address signage and fences for consideration at a Public Hearing for §475-298, and §47 Article XVIIB RRD District. Seconded by Councilman Loftus.  Motion passed 5-0.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources, Inc. (CMP100826) to modify and operate the Rainbow 10-32 (F015378) by updating the equipment list, with one reboiler overheads condenser and two smokeless combustion devices to control the volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and produced liquid tank, located in the NW1/4SE1/4 of Section 32, T30N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming.  PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 3.0 TPY from the baseline period and NOx emissions have decreased 0.3 TPY from the baseline period.  These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F015378 and permit number P0039709 under permits.  This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sublette County Clerk’s Office, Pinedale, Wyoming.

Notice is hereby given that Western Wyoming Food Cooperative, consisting of Sweetwater County School District #2, Sweetwater County School District #1, Lincoln County School District #2, Uinta County School District #6, Uinta County School District #4, Uinta County School District #1, Sublette County School District #9, Sublette County School District #1, Teton County School District #1, and Boces 5 have issued a Request for Proposal (“RFP”) to Food Service Distributors to provide food and non-food for the 2025-2026 school year.
