Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval to adjust Category 1, 2, and 3 Demand Side Management (DSM) Surcharge Rates in electric service Schedule 191, the Customer Efficiency Service Charge, effective April 1, 2024.

1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.

2. On February 2, 2024, RMP filed an Application requesting the Commission approve its proposed adjustment to Category 1, 2, and 3 DSM surcharge rates in tariff Schedule 191. The Company stated, in the Application, the adjustment is to align with the 2024-2026 DSM plan approved by the Commission in Docket No. 20000-632-ET-23, and to comply with the 2023 Order issued with that docket in which the Company is to file updated rates intended to recover costs associated with the approved offerings.

3. RMP submitted exhibits reflecting over and under collected balancing account amounts, actual balancing account results through November 2023, and forecasted results through December 2026 using current Category 1 and 2 rates in tariff Schedule 191. Category 1 is estimated to be over collected by $872,943 and Category 2 is estimated to be under collected by $270,247.

4. To address the over and under collected balances, the Company proposed revisions to Schedule 191 decreasing Category 1 and increasing Category 2 rates to 2.33 percent and 2.27 percent, respectively, effective April 1, 2024. RMP also proposed to decrease rates for Category 3 customers to 1.03 percent, 1.12 percent, and 1.21 percent in compliance with the 2023 Order. The revised rates for Category 3 customers will be effective April 1, 2024, and then January 1st of each following year of the 3-year DSM plan.

PUBLICATION OF GROSS SALARIES

Pursuant to Wyoming Statute 21-3-110 (a) (ii) (A), Duties of Boards of Trustees, individual yearly gross salary payments shall be published during the month of March of each year.  Each individual annual gross salary shall be identified by category and each individual salary shall be published as a gross dollar amount without identification other than category.

REQUEST FOR PROPOSALS

The Sublette County Commission (hereinafter “Commission”) is accepting bids for consultants in the following areas:

Road Engineering Services, to include surveying, design, contract administration, staking, inspections, geotechnical/materials testing, attendance of meetings, document preparation, and any other necessary activity related to maintenance or construction of County roads in Sublette County. These duties are not exhaustive and may be revised by the Commission according to need and budgetary constraints.

1. Proposal Contents.

Each proposal shall include, at a minimum, the following:

a. Cover letter: Limited to one (1) page, create a cover letter that succinctly explains the Consultant’s interest and qualifications for the project and contains the name, address, phone number, and email address of the principal contact person.

b. Qualifications of the Consultant:

• Describe the Consultant’s qualifications and relevant or related experience. One overall team should be proposed even when separate contractors are proposed. Include the location of the Consultant’s home office and the locations where services would likely be performed.

• Include a list of related or similar projects that the Consultant has completed in the last three (3) years. Identify the year of each project, the owner’s contact person, and telephone number. Projects which are referred to as having been accomplished by your firm shall be projects which were managed by personnel who are currently on your staff.

• A description of your familiarity with Sublette County.

c. Name and Qualifications of Project Team:

• A current resume for each professional person who would perform work under a contract which includes a description of qualifications, skills, and responsibilities.

• List any outside consultants who may perform services for this project. Describe what services each outside consultant would provide.

d. Costs

• Fully describe all occupations and rates to be charged for work performed.

• Fully describe all ancillary costs to be charged, including but not limited to any per diem rates, travel/mileage expenses, fees for outside services, etc.

• Fully describe any other costs or charges Consultant reasonably expects to bill the County.

2. Confidential Information.

All materials submitted in response to this RFP shall ultimately become public record. Any material to be treated as confidential or proprietary in nature must be clearly identified with the words “Confidential Disclosure,” placed in a separate envelope marked “Confidential,” and shall include a justification for the request. Neither cost nor pricing information nor the total proposal shall be considered confidential or proprietary.

3. Material Ownership.

All proposals and related materials become the property of the Commission upon receipt and shall not be returned to the proposer.

4. Right to Cancel.

The Commission reserves the right to cancel the RFP at any time when it is in the best interest of the County.

The Commission further reserves the right, without prior notice, to supplement, amend or otherwise modify this RFP or otherwise request additional information from any or all consultants/firms. By submitting a proposal, the consultant/firm thereby agrees that the County’s decision concerning any submittal in any respect is final, binding and conclusive for all purposes, and acknowledges that the County in its sole and unqualified discretion may waive or deviate from the procedures and/or timeline outlined.

The Commission also reserves the right to accept or reject any and all submittals for any reason and to waive minor defects or irregularities in any submittal. The Commission is not statutorily bound to accept the lowest bid in the bidding process, and may award this contract in the best financial interests of Sublette County.

5. Authorization to Begin Work.

Notice to proceed will be given to the Consultant chosen by the Commission as soon as the contract is approved by the Sublette County Attorney and the Commission and signed by the Commission Chairman and Consultant.

6. Selection Criteria

Proposals will be evaluated based upon how well each meets the goals, tasks, and deliverables identified in this RFP. A maximum of 100 points is available for each proposal.

• Thoroughness and Neatness of the Proposal.

A maximum of 10 points is available for this section.

• Qualifications of the Consultant/Firm.

A maximum of 35 points is available for this section.

• Familiarity with Sublette County and other potential stakeholders

A maximum of 35 points is available for this section.

• Approach to the Project.

A maximum of 20 points is available for this section.

7. Project Timeline and Deadlines.

8. Contract Award.

Sublette County may negotiate a contract with one or more firms as selected. If the County is unable to negotiate a satisfactory contract with any selected firm, negotiations shall be terminated and the County may undertake negotiations with other qualified firms or individuals. In no case shall the County be exclusively bound to any single firm or individual during the term of any contract as provided herein.
