PUBLIC NOTICE OF VOLUNTARY CLEANUP

Pursuant to W.S. 35-11-1604, notice is hereby given that Crossroads of the West Council (Volunteer) has been accepted by the Wyoming Department of Environmental Quality (DEQ) for participation in the Voluntary Remediation Program (VRP) Independent Cleanup Process (ICP). The VRP was established to provide a safe and efficient method for cleaning up contaminated sites and putting them back into productive use. The ICP is a streamlined administrative process for sites where contamination is limited to soil.

The DEQ has determined that the Volunteer’s property located at 50 S Scout Camp Road, Cora, Sublette County, WY is eligible for participation in the VRP based on eligibility criteria contained in W.S. 35-11-1602. The site is contaminated with lead in soil. The Volunteer will excavate all contaminated soil to levels that are appropriate for unrestricted site uses. When cleanup is finished and it has been confirmed that cleanup levels are met, the Volunteer may request that the DEQ issue a certificate of completion or other liability assurance for the property.

This is the only Notice that will be published about this cleanup action. The DEQ and Crossroads of the West Council welcome your comments. In accordance with W.S. 35-11-1604, this Notice will be published for four consecutive weeks. A thirty (30) day public comment period will start on the date of the final publication. The thirty (30) day public comment period will end on July 13, 2024. If you would like to comment on the cleanup, you must do so in writing by July 13, 2024. DEAR PROPERTY OWNER:

Crossroads of the West Council was recently accepted for participation in Wyoming’s Voluntary Remediation Program (VRP), to clean up Camp 50 S Scout Camp Road, Cora, Sublette County, WY. The VRP was established in 2000 by the Wyoming Legislature in order to safely and efficiently reach decisions about cleanup of contaminated sites or potentially contaminated sites. The Camp New Fork Rifle Range was accepted into the program because it met conditions for eligibility as outlined in Wyoming law (Environmental Quality Act).

You are receiving this letter because the Environmental Quality Act requires that, when investigation or cleanup begins, Volunteers must give notice to people with property next to the VRP Site. This notice is required even when property next to the VRP Site has not been contaminated. In addition, contamination sometimes moves onto properties next to or close to VRP Sites. In these instances, the Environmental Quality Act also requires that the Volunteer provide notice to people whose property may have been affected by the VRP Site.

Crossroads of the West Council is participating in a streamlined administrative process under the VRP. This process is called the Independent Cleanup Process or ICP and is available only for sites where contamination is limited to soil. The primary contaminants at Camp New Fork Rifle Range is lead in soil. Under the ICP, the Volunteer will excavate all contaminated soil to levels that are appropriate for unrestricted site uses. This means the area or areas cleaned up will be safe for any potential use. When cleanup is finished and it has been confirmed that cleanup levels are met, the Volunteer may request that the DEQ issue a certificate of completion or other liability assurance for the property.

This is the only Notice that you will receive about this cleanup action. The DEQ and Crossroads of the West Council welcome your comments. If you would like to comment on the cleanup, you must do so in writing by [DATE (insert date 30 days from last newspaper notice)]. If you do not want to comment on the cleanup, no response to this letter is needed. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct a new substation adjacent to the existing Deer Creek substation and approximately 100 yards of transmission line southwest of Glenrock, Wyoming (the Project), as more fully described below:

1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility and subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.

2. On May 14, 2024, the Company filed an Application together with supporting exhibits requesting a CPCN to: [i] construct a new two feeder 69/13.2-kV substation; [ii] construct approximately 100 yards of new transmission lines; [iii] upgrade two supporting poles for transmission lines; and [iv] to install or construct other upgrades, as necessary, to existing switchgear and control equipment.

3. RMP states the existing Deer Creek substation is at the end of its design life and its replacement is necessary to provide reliable electric service to customers in Glenrock, Wyoming. The Project will be located 800 feet southeast of the I-25 East entrance ramp from Deer Creek Road in Converse County, 2 miles southwest of Glenrock, and approximately 800 meters west of the existing substation. The Project will be entirely on state property and no new rights-of-way are required.

4. RMP further states the Project will allow the Company to provide cost effective reliable service and the ability to support increasing demand in the town of Glenrock. The Company estimates construction of the Project to begin on or around December 1, 2024, with an estimated completion date in September 2025. The estimated total cost for the Project is approximately $9.2 million. The Company intends to finance the Project through its normal internal and external sources of capital. The Company has not requested any rate change or ratemaking treatment in the context of this Application.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS

MAY 21, 2024

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, Cali O’Hare, representing the Pinedale Roundup, and Carrie Long, County Clerk, present. 

The agenda was approved as presented on motion by Commissioner Noble, seconded by Commissioner Vickrey. 

The minutes from the prior meeting on May 7, 2024, were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Stephens. 

Resolution No. 24-100482-W, creating the Daniel Mosquito Improvement District, was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried. 

Billy Pape updated the board on department activities.  He stated that he was going to dismantle the fixtures in the Big Piney sand shed and use his crew to demolish the remaining structure. 

Eric Sackett, Rio Verde Engineering, updated on the North Piney project.  He stated that the grants for the federal projects were approved, and the bids had been submitted.  Sackett recommended approval of S & L Industrial in the amount of $52,213.00 for the 2024 Sublette County Delineator Project.  He recommended approval of All Star Striping, LLC in the amount of $23,221.54 for the 2024 Sublette County Centerline Striping Project.  Commissioner Noble made a motion to approve both bids.  Commissioner Bradley seconded the motion.  Motion carried. 

Pape updated on Waste Management and Golf Course activities.  He stated sod had been put in where it was needed, fences built, and crush added to supplement some of the pathways at the golf course.  He also stated that one of the new golf carts had been left with the key in it at the end of the day and someone took it out joyriding around the golf course and ended up destroying the cart. He said the Sheriff department was investigating the incident. 

Pape also stated that the cleanliness of the restroom was still in question.  He said he had requested that the county janitorial crew clean the restroom to the standard of other county restrooms so the restaurant lessees would have a guide as to the expectations of cleanliness.  Chairman White instructed Billy to make sure the lessees understood the cleanliness of the restroom is part of their contract and is their responsibility.   

Pape asked direction from the Board regarding free memberships to golf board members, their families, and employees of the golf course.  The consensus of the Board was that there are no free memberships allowed, effective immediately.  Pape also requested direction from the Board regarding discounts to non-profit organizations for their tournaments.  The consensus of the Board was that the fee was reasonable, and no discounts would be offered. 

Mike Jackson, Rio Verde Engineering, and Pape discussed the golf course water situation with the Board.  Jackson reminded the Board that the Capital Water Project had approximately $350,000 left and could be used to address some of the issues with the use of contractors specific to each issue.  The consensus of the Board was to start with the diversion issue and address other issues after discussion with other water right owners.

Chairman White discussed a request from Main Street Pinedale with Andre Irey regarding the use of the Courthouse lawn from May to September on Fridays for Farmers Market; June 1st for Community Cleanup, July 10-14 for Green River Rendezvous vendors.  Main Street also requested use of the Visitor Center area for Farmers Market during Rendezvous. Irey said there were no conflicting events.

Irey updated the Board on department activities. 

Shad Cooper, Fire Warden, presented his monthly department update. 

Clint Gilchrist, Museum of the Mountain Man – presented the Board with Museum expansion plans over the next few years along with a phased funding campaign.

Amber Anderson, Pinedale Aquatic Center, and Brian Gray, County Representative on the Joint Powers Board, reviewed the projected annual budget and requested general fund funding in the amount of $20,000.  The Board said the funding request would be considered during budget discussions with the Recreation Board. 

Public Hearing for the Renewal of Liquor Licenses, as advertised in the Pinedale Roundup on May 9 and May 16, was held at 11:30 a.m.  Public comment from Sublette County resident, Kelly Ravenor, was heard by the Board.  Chairman White instructed individuals participating by Microsoft Teams that public comment from non-Sublette County residents would be heard at the end of the meeting. 

Commissioner Bradley made a motion to approve the following Retail Liquor Licenses: Green River Bar (LLN Limited Company, LLC), Boulder Store & Pub (Burke A. Steele), Elkhorn Trading Post (Elkhorn Trading Post, LLC), Lakeside Lodge (Titan Adventures, LLC), Daniel Junction (Myers Corporation Inc.), WPR Acquisition LLC (White Pine Resort), Kendall Valley Lodge (Mule Shoe Outfitters, LLC), Half Moon Lake Lodge (JCM Estate, LLC), Nona’s Place, LLC (The Place), Rim Station (Mooper Management), Boulder Lake Lodge (Boulder Lake Lodge, Inc.).  Commissioner Noble seconded the motion.  Motion carried. 

Commissioner Noble made a motion to approve the following Restaurant Liquor Licenses:  Fort William Recreation Area (Fort William, Inc.), Big Sandy Lodge (Big Sandy Lodge, LLC).  Commissioner Bradley seconded the motion.  Motion carried. 

Commissioner Noble made a motion to approve the Limited Retail Liquor License (Special Club License) to Rendezvous Meadows Golf Course (Sublette County Golf Committee).  Commissioner Vickrey seconded the motion.  Motion carried.

Commissioner Noble made a motion to approve the Satellite Manufacturer Permit for Cowboy Country Distilling (Cowboy Country Distilling, Inc.) Commissioner Noble seconded the motion.  Motion carried.

Laila Illoway, County Assessor, presented a property tax correction from Jonah Energy in the amount of -$13,165,99.  Commissioner Bradley made a motion to approve the correction, Commissioner Stephens seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, along with members of the Strategic Planning Committee updated the Board with a draft summary of a Mission Statement, Vision Statement, and goals.  The consensus of the Board was to give Saxton authority to take the plan to the next level with implementation of documenting current Board projects and issues.  Saxton requested direction regarding sideboards and guidelines.  Chairman White instructed her to consult the Board if any money needed to be spent.

Saxton also updated the Board on department activities. 

Andrea Jean, Human Resources, and KC Lehr, Sheriff, met with the Board to request vacation payout to three current employees who would not be able to use their vacation before the end of the fiscal year.  The Board was not inclined to grant the request. 

Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(vii) – Real Estate.  Commissioner Vickrey seconded the motion.  Commissioner Noble excused himself from the room. 

The Board resumed the open meeting with Commissioner Noble present.  Commissioner Bradley made a motion to have the County Attorney prepare a purchase agreement and to give Chairman White authority to sign the agreement. Commissioner Stephens seconded the motion. Motion carried. 

Janna Lee, Public Health, presented the Public Health Emergency Preparedness and the County Health Officer Contract for approval.  Commissioner Noble made a motion to approve both contracts.  Commissioner Vickrey seconded the motion.  Motion carried. 

KC Lehr, Sheriff, met with the Board to discuss Courthouse Security.  Lehr reported that the Courthouse Security Committee had met on May 6 and presented a recommendation of a single point of entry to the Courthouse with a Law Enforcement presence at that entry.  Jim Mitchell, Emergency Management, informed the Board that an assessment had been completed in the past by Kenny Longfritz with Homeland Security with the recommendation of a single point of entry.  Commissioner Noble made a motion to move forward with the recommended security measures.  Commissioner Bradley seconded the motion.  Motion carried. 

Commissioner Noble made a motion to approve a Surety Bond for Shannon McCormick (Clerk/Treasurer for the Town of Marbleton).  Commissioner Vickrey seconded the motion.  Motion carried.

IMPROVEMENT DISTRICT

Be it resolved by the Board of Directors of the DANIEL MOSQUITO IMPROVEMENT DISTRICT that it intends to order improvements to be paid for by special assessment, specified as follows.

1.  The improvement proposed is to abate mosquito nuisance in the Daniel Mosquito Improvement District.

2. The improvement proposed is to extend over the area of the Daniel Mosquito Improvement District.

3. The probable cost will be $125.00 per parcel as estimated by the Board of Directors based on spraying expenses and additional expenses from previous year and additional new district expenses.

4. The assessment will be for approximately $11,750.00 and will be assessed on each parcel within the district.

5. The assessment will be paid at the same time and in the same manner as Sublette County property taxes for 2025.

6. A resolution authorizing such improvement shall be considered at 5:30 pm on July 9th, 2024 at the Daniel Community Center.
