INVITATION FOR BIDS

PINEDALE I&I REDUCTION AND CONVEYANCE PROJECT

Sealed Bids are requested for work described in the project manual for the Pinedale I&I Reduction and Conveyance Project for the Town of Pinedale, Wyoming, prepared by and available from Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826, (email: rioverde@wyoming.com).

Bids will be received by the Town of Pinedale, located at 205 Entertainment Lane, Pinedale, Wyoming, until 2 p.m. local time on July 16, 2024, at which time said Bids will be publicly opened and read aloud.

This project consists of 700 SY of concrete & asphalt removal, 1,085 LF of 6” N-12 ADS pipe, 166 LF of 6” SDR 11 HDPE pipe, 575 LF of 12” N-12 ADS Pipe, 10 - 4ft manholes, an Agri Drain, connections to existing underdrain manhole and 4” pipe, concrete & asphalt repair, pipe valving, and other miscellaneous items and appurtenances.

A mandatory pre-bid meeting will be conducted on July 9, 2024, at 10 a.m. at the Boyd Skinner Park fishing pond near the intersection of S. Franklin Avenue and Charles Street in Pinedale, WY.

Pursuant to W.S.16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".

Bidders shall be required to accompany each bid with a Bid Bond with sufficient surety payable to the Town of Pinedale for at least five (5) percent of the total amount of the Bid.  The bond shall be forfeited as liquidated damages, if the Bidder, upon the letting of the contract to him, fails to enter into the contract within 30 days after it is presented to him for that purpose or fails to proceed with the performance of the contract.  The Bid Bond shall be retained by the Town of Pinedale until proper bond to secure performance of the contract has been filed and approved.  All the above will be in accordance with 15-1-113, 16-6-101 to 121, and the Wyoming Preference Act 16-6-201 to 16-6-206, Wyoming Statute, 2023.

The right is reserved by the Town of Pinedale to reject any and all Bids, and to waive any irregularity or informality in the bidding.  Bids may not be withdrawn for thirty days after the date of opening.

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Ralph Wenz Field – Reconstruct S GA Apron Project, will be received at the Office of the Town Clerk, 205 Entertainment Lane, Pinedale, Wyoming 82941, until 2:00 PM local time on July 25th, 2024, at which time the Bids received will be publicly opened and read.   

The project will include the construction of the Reconstruct S GA Apron Project which includes earthwork, grading, P-209 base course, P-401 asphalt, striping, and concrete work. Bids will be evaluated for each Bid Package and awarded to the lowest responsive bidder.

No bids will be received after the specified hour and date and may not be withdrawn after the time fixed for opening them. The owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.

Bids will be received for one prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.

Each bid must be accompanied either by a certified check, payable to the Town of Pinedale in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company.  The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.

Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project.

The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Safety and Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan. There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor’s personnel. All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.

The Town of Pinedale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Bidder is hereby notified that this project is subject to FAA Federal Contract Provisions, including, but not limited to: Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for Drug-Free Workplace.

BE IT RESOLVED BY the board of Directors of the Big Piney Cemetery District that it intends to order improvements to be paid for by special assessment, specified as follows:

1. The improvement proposed is the maintenance and upkeep of the cemeteries in the Big Piney Cemetery District;

2. The improvement proposed is to extend to all properties within the district;

3. The probable cost $699,200.00 budget amount and proposed mill levy as estimated by the Board of Directors.

4. The assessment will be for $588,200.00 and will be assessed by mill levied.

5. The assessment will be paid at the same time and in the same manner as Sublette County Property taxes for 2025.

6. The resolution authorizing such improvements shall be considered.

Notice is hereby given that a public hearing on the proposed budget for:

Sublette County School District # 1 for the fiscal year ending June 30, 2025, which is now being considered by the Board of Trustees of Sublette County School District # 1, will be held in Pinedale, Wyoming on the 17th day of July, 2024 at Seven-thirty o’clock p.m. (7:30), at which time any and all persons interested may appear and be heard respecting such budget.

In addition to the mandatory school levies, set by statue, the Board of Trustees will consider the levying of ½ (.5) mill for the Sublette B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a). This mill rate was in effect during the 2023-2024 fiscal year and does not represent an increase in the tax rate for the ensuing 2024-2025 fiscal year. The Board of Trustees will also consider the levying of one (1) mill for the purpose of recreational expenditures as permitted under Wyoming Statute 18-9-201. This mill was in effect during the 2023-2024 fiscal year and does not represent an increase for the ensuing 2024-2025 fiscal year.

The Board of Trustees will not levy a mill for the Region V B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a). During the 2023- 2024 fiscal year the Board of Trustees levied 0.115 mill. This represents an decrease of $4.67 on a resident with a market value of $400,000 for the ensuing 2024-2025 fiscal year.

The Board of Trustees will also consider the levying of 0.200 mill for the Hot Springs Early Childhood B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a). This represents and increase of $1.37 on a resident with a market value of $400,000 for the ensuing 2024- 2025 fiscal year.

The hearing will be held in the Board Room located in the Administration Building; 665 North Tyler Ave., Pinedale, Wyoming.

ONE-HALF (1/2) MILL FOR WESTERN SUBLETTE NINE B.O.C.E.S.

 

 

Notice is hereby given that a public hearing on the proposed budget for Sublette County School District Number Nine for the fiscal year ending June 30, 2025, which is now being considered by the Board of Trustees of Sublette County School District Number Nine, will be held in Big Piney, Wyoming on the 16th day of July, 2024 at seven o’clock pm at which time any and all persons interested may appear and be heard respecting such budget.

In addition to the statutorily mandated school levies, the Board of Trustees will consider the levying of one-half (.5) mill for Western Sublette Nine B.O.C.E.S as permitted under Wyoming Statute 21-20-109(a). The Board of Trustees will also consider the levying of one (1) recreation mill for the Sublette Nine Recreation Board expenditures as permitted under Wyoming Statute 18-9-201. These mill levy rates were in effect during the 2023-2024 fiscal year and do not represent an increase in the tax rate for the ensuing 2024-2025 fiscal year.

The hearing will be held in the school district’s Board Room in the Fine Arts Administration Building located at 115 South Nichols Street, Big Piney, Wyoming.

NOTICE OF COMMENT PERIOD

Under Sec. 601(a): Secure Rural Schools and Community Self-Determination Act of 2000, reauthorized as part of Public Law 115-141, there is a requirement that Sublette County must hold public comment for forty-five days on the uses of Title III County Funds.   In accordance with this Act, Sublette County will begin its Public Comment period, beginning July 3, 2024 and ending August 17, 2024 by 5:00 p.m.  Comments may be submitted by mailing them to Sublette County Commissioners, PO Box 250; Pinedale, WY 82941 or emailed to carrie.long@sublettecountywy.gov.  The Board of Sublette County Commissioners will review all comments and finalize the list of projects during their Regular meeting of August 23, 2024 at 10:30 a.m.

Title III funds may be used to carry out activities under Sublette County Wildfire – Hazardous Fuels, to reimburse the County for Search and Rescue and other emergency services on federal lands and to develop Community Wildfire Protection Plans.  Counties allocating funds for Title III projects must annually submit a certification that the funds were used in accordance with Title III.

The following projects are being proposed for Sublette County for Calendar Year 2024:

PROCLAMATION

Notice is hereby given that in accordance with an order of the Board of Directors of HIgh Meadow Ranch Water District, a general election of qualified electors of High Meadow Ranch Water District, will be held in Sublette County, Wyoming. Ballots will be mailed to property owners within the High Meadow Ranch Subdivision with a postmark deadline of 5th day of November, A. D. 2024. These ballots will be counted at the regular monthly meeting on November 21, 2024. There are two board positions that are up for election. Both positions are for a voluntary 4-year term. Laura Whicker is the Secretary for the District and anyone wishing to be placed on the ballot must contact Laura via email: hmrwater@gmail.com between July 1, 2024, through August 1, 2024.
