REQUEST FOR BIDS

2025 SUBLETTE COUNTY

CATTLEGUARD FOUNDATION PROJECT for SUBLETTE COUNTY, WYOMING

Sealed bids are requested for work described in the Project Manual for the 2025 Sublette County Cattleguard Foundation Project, dated March 5, 2025, prepared by Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.  Please call or email rioverde@wyoming.com if you would be interested in the Project Manual.

Bids will be received by Rio Verde Engineering until 2:00 pm local time on Thursday, April 10, 2025, at which time said bids will be opened and read aloud.

The work consists of removing 4 existing cattleguards, constructing a concrete foundation for each cattleguard and setting 4 new cattleguards with miscellaneous appurtenances. 

CONTRACTORS shall be required to accompany each bid with a Bid Bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the bid.  The bond, check or bank draft shall be forfeited as liquidated damages, if the CONTRACTOR, upon the letting of the contract to him, fails to enter into the contract within ten (10) days after it is presented to him for that purpose or fails to proceed with the performance of the contract.  The Bid Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved.  All the above is to be in accordance with 15-1-113 and 16-6-101 to 121, Wyoming Statutes, 2024.

The right is reserved by Sublette County to reject any and all bids, and to waive any irregularity or informality in the bid process.  Bids may not be withdrawn for thirty days after the date of opening.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources, Inc. (CMP100826) to modify and operate the Rainbow 15-32 (F015935) by updating the equipment list, with one reboiler overheads condenser and one smokeless combustion device to control the volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit and produced liquid tanks, located in the SE1/4SE1/4 of Section 32, T30N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming.  PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 0.6 TPY from the baseline period and NOx emissions have decreased 0.4 TPY from the baseline period.  These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

The Board of County Commissioners met in regular session in the Commissioners' Meeting Room of the

Sublette County Courthouse on this date at 9:00 a.m. with Lynn Bernard, Doug Vickrey, Sam White, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, and Jerun Kerback, Chief Deputy Clerk, present.

Chairman Bernard led those present in the Pledge of Allegiance.

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Stevens. Motion carried

The minutes from the previous regular meeting held on February 4, 2025, were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Bradley. Motion carried

Billy Pape, Road & Bridge, updated the Board on department activities.

Andre Irey, Maintenance, updated the Board on department activities.

Andrea Jean, Human Resources, updated the Board on department activities. Commissioners decided to continue doing performance reviews starting in March.

Shad Cooper, Fire Warden, updated the Board on department activities. Commissioner Vickrey requested a motion to move up Cooper plate letter seconded by Commissioner White. Commissioner Bradley requested a motion to sign the letter for Shad to have license plate seconded by Commissioner Vickrey.

Jeness Saxton, County Administrator, updated the Board on department activities. She also informed the Board that we received the $127,000 sustainability grant. Commissioners decided to send comments about Grizzly bear recovery comments. Commissioners requested to pull out of the Regional Transportation Taskforce.

Clayton Melinkovich, County Attorney, updated the Board on department activities and upcoming contracts.

Accounts Payable, in the amount of $85,8122.47 was approved on motion by Commissioner White, seconded by Commissioner Bradley. Motion carried.

Commissioner Bradley made a motion to approve a Catering Permit for Waterhole #3 Muley Fanatics and Lakeside Lodge for Titan Ventures. Commissioner White seconded the motion. Motion carried.

Commissioner Bradley made a motion to approve a surety bond for Elizabeth Carlin as Treasurer for the BOCES Region V, for Craig J. Smith as Treasurer for the REC Board, for Larry Kasten as Vice President for the REC Board and for the REC Board. Commissioner Stevens seconded the motion. Motion carried.

Laila Illoway, County Assessor, presented the following tax corrections: Wapiti Operating in the amount of -$253.58 and in the amount of -$1801.60 for tax year 2022. Commissioner White made a motion to approve the corrections. Commissioner Stevens seconded the motion. Motion carried.

Emily Paravicini, County Treasurer, updated the Board on department activities and finances.

Old Business: Commissioner White gave an update on the joint power report. Lisa Copeland and Dave Smith gave an update on the sound system and adding TV to commissioner room. Chairman Bernard read a letter from Pastor Terry Smith. Public comment was made by Mike Crosson Meeting adjourned at 11 :37 A.M.
