 The High Meadow Ranch Water District (the District) is governed by its Board of Directors. The District has a total of three (3) Board of Director positions coming up for election in November 2026. All positions will be elected to a four (4) year term. Notice of the upcoming election is being provided pursuant to W.S.B. 22-29-112©. If you reside within the boundaries of the District and meet all other statutory qualifications to run for elective office, you are encouraged to file your application for election.

 W.S.B. 22-29-112 (d) establishes how and when candidates for the director positions must file. All qualified candidates must file their application for election in substantial conformance with the form set forth in W.S. 22-29-110 (b). All applications for election must be received by the District’s Secretary between July 1, 2026, and August 1, 2026.

 If you wish to seek election to the District’s Board, please mail your application for election to the District’s Secretary at P.O. Box 1946, Pinedale, Wyoming 82941. All applications must be post-marked by August 1, 2026, and must be in conformity with W.S. 22-29-110 (b).

INTENT

Be it resolved by the Board of Directors of the DANIEL MOSQUITO IMPROVEMENT DISTRICT that it intends to order improvements to be paid for by special assessment, specified as follows:

• The improvement proposed is to abate mosquito nuisance in the Daniel Mosquito District.

• The improvement proposed is to extend over the area of the Daniel Mosquito District.

• The probable cost will be $125.00 per landowner.

• The assessment will be for $11,875.00 and will be assessed on each parcel within the District.

• The assessment will be paid at the same time and in the same manner as Sublette County property taxes for 2026.

• A resolution authorizing such improvement shall be considered at 5:00 p.m. on July 14, 2026 at the Daniel School House.

ANNOUNCEMENT

The Wyoming Water Development Commission (Commission) was awarded a Regional Conservation Partnership Program (RCPP) grant from the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) to provide drought resiliency through enhanced water management in the Upper Colorado River Basin in Wyoming, which includes the Green River and Little Snake River watersheds. The Wyoming Water Development Office (Office) has authority to administer the RCPP grant #3207 on behalf of the Commission. The Office, NRCS, and contributing partners will assist producers and Water Management Entities (WMEs) through the RCPP process with their NRCS Conservation Practices, such as installing sprinklers, converting open canals to pipe, improving diversions, lining conveyances, bank stabilization, etc. WMEs apply directly to the Office for subawards, while producers apply to NRCS for cost- share reimbursement.

Billy Pape, Road and Bridge provided updates on departmental activities. Commissioner Vickrey discussed the 1500 ft from Meadowlark to Blair Road that has never been adopted as a county road. Eric Sackett with Rio Verde Engineering said we would need a resolution to take it over as a county road, it has a public easement. The county needs consent from the three landowners that the road crosses. Eric Sacket opened four bids for the Reardon Draw project. Titan Construction for $416,240.00, Avail Valley Construction for $467,752.60, Teletractors for $430,294.41, Wylie Construction $308,015.00. Eric will contact the lowest bidder to ensure there aren’t any mistakes and present the project at the next meeting for approval.

Andre Irey provided updates on maintenance activities.

Bob Kladianos, retired Deputy Fire Chief, was presented with a plaque of appreciation from the Commissioners. Shad Cooper, Fire Chief introduced the new Deputy Fire Chief, Mark Bednarik.

Peter Paulin, Visitor’s Center Director gave an update on activities. Jennifer Ricupero, Friends of the Bridger Teton Partnership Manager, presented a funding request for the ambassador program for $57,765. The FY26 amount is $14,343 and FY27 $43,422 and would be funded from the lodging tax. The Visitors Center board voted 4-0 in favor of granting the request, one member recused from the vote. The Commissioners would like to see where we stand on the overall county budget before voting to approve this request. Commissioner Vickrey discussed his concerns regarding a baseball tournament that is happening at the same time as Rendezvous this year. Peter assured Commissioner Vickrey that Sublette County is prepared for that number of visitors.

Rex Walk, CEO of the Hospital, presented an update on activities.

Carla Seely and Erin Hastey with MESA presented a draft lease for 12 acres at the property at the Cora Gravel pit. The board will review the lease along with Clayton and decide at the meeting on June 16th.

Clayton Melinkovich presented a MOU between UW and Sublette County. Commissioner Bradley moved to approve the MOU, seconded by Commissioner Vickrey. Motion carried 5-0. Clayton introduced Emaline Boen as the summer intern for the County Attorney’s office. Clayton presented a grant for Office of State Lands and Investments for $10,869.56. Commissioner White moved to approve the grant agreement between SLI and Sublette County, seconded by Commissioner Stephens. Motion carried 5-0. Clayton presented a lease agreement with Rendezvous Pointe. Commissioner Bradley moved to approve the lease between Rendezvous Pointe and Sublette County, seconded by Commissioner White. Motion carried 5-0. Clayton discussed the draft lease for Proactive. Clayton is going to invite Proactive to the next meeting for a decision on the final lease.

Aaron Seehafer, with Rio Verde Engineering, opened the only bid that came in from HK Contractors for the county chip seal project for $4,979,669.00, the county portion $4,728,385.00 and the town portion is $251,284.00. Commissioner White confirmed that this project is funded by the County Road Tax.

Gayle Hamner, with the Special Olympics, along with Megan White presented a funding request for $10,000. Commissioner White informed Gayle that she should approach the REC board for funding. The board concurred that has been the precedent we should follow.

Laila Illoway presented a final number for the aerial photography from Eagleview for $170,370.00 each year for 6 years. The board will decide about this contract on June 16th. Laila presented NOVCs, Commissioner Bradley moved to approve NOVC for $7,636.60, seconded by Commissioner White. Motion carried 5-0, seconded by Commissioner Vickrey. Motion carried.

Clerk Rice asked to amend the accounts payable from the morning session to $509,410.65. Commissioner Bradley moved to amend the accounts payable, seconded by commissioner Vickrey. Motion carried 5-0.

The board reviewed budget requests for Road and Bridge, Waste Management, Transfer Station, Recycling, Golf Course, Capital Projects, Information Technology, Maintenance, Ice Arena, and Soil Conservation. No action was taken on budget discussions.

Commissioner White moved to adjourn, seconded by Commissioner Bradley. Motion carried 5-0.

 Sublette County is soliciting Statements of Qualifications from qualified consulting firms to assist with a Comprehensive Plan Refresh and Zoning and Development Regulations Update. The project includes updating and modernizing the County's 2003 Comprehensive Plan and reviewing and updating the County's Zoning and Development Regulations. Statements of Qualifications are due no later than 5:00 PM MT on July 13, 2026. Questions regarding the RFQ must be submitted no later than June 26, 2026, at 5:00 PM Mountain Time. Notice is hereby given that a public hearing on the proposed budget for:

Sublette County School District # 1 for the fiscal year ending June 30, 2026, which is now being considered by the Board of Trustees of Sublette County School District # 1, will be held in Pinedale, Wyoming on the 11th day of July, 2026 at Seven-thirty o’clock p.m. (6:30), at which time any and all persons interested may appear and be heard respecting such budget. 

In addition to the mandatory school levies, set by statue, the Board of Trustees will consider the levying of ½ (.5) mill for the Sublette B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a).  This mill rate was in effect during the 2025-2026 fiscal year and does not represent an increase in the tax rate for the ensuing 2026-2027 fiscal year.  The Board of Trustees will also consider the levying of one (1) mill for the purpose of recreational expenditures as permitted under Wyoming Statute 18-9-201.  This mill was in effect during the 2025-2025 fiscal year and does not represent an increase for the ensuing 2025-2026 fiscal year.

The Board of Trustees will also consider the levying of 0.400 mill for the Hot Springs Early Childhood B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a).  This mill was in effect for 2025-2026 fiscal year and does not represent and increase for the ensuing 2026-2027 fiscal year.

The hearing will be held in the Board Room located in the Administration Building; 665 North Tyler Ave., Pinedale, Wyoming.
