Be it resolved by the Board of Directors of the DANIEL MOSQUITO IMPROVEMENT DISTRICT that it intends to order improvements to be paid for by special assessment, specified as follows:

• The improvement proposed is to abate mosquito nuisance in the Daniel Mosquito District.

• The improvement proposed is to extend over the area of the Daniel Mosquito District.

• The probable cost will be $125.00 per landowner.

• The assessment will be for $11,875.00 and will be assessed on each parcel within the District.

ANNOUNCEMENT

The Wyoming Water Development Commission (Commission) was awarded a Regional Conservation Partnership Program (RCPP) grant from the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) to provide drought resiliency through enhanced water management in the Upper Colorado River Basin in Wyoming, which includes the Green River and Little Snake River watersheds. The Wyoming Water Development Office (Office) has authority to administer the RCPP grant #3207 on behalf of the Commission. The Office, NRCS, and contributing partners will assist producers and Water Management Entities (WMEs) through the RCPP process with their NRCS Conservation Practices, such as installing sprinklers, converting open canals to pipe, improving diversions, lining conveyances, bank stabilization, etc. WMEs apply directly to the Office for subawards, while producers apply to NRCS for cost- share reimbursement.

The Town Council of the Town of Pinedale met in regular session on Monday, May 20, 2026, in the main conference room of the Pinedale Town Hall. 

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, Scott Kosiba and Dean Loftus. Those in attendance included Tammy Heuck; Ed Wood, Town Attorney; and Town Staff Abram Pearce, Maureen Rudnick, Chelsea Saunders, and Riley Wilson.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to amend the agenda to add G-2, executive session to discuss personnel. Second by Councilman Loftus. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the May 11, 2026, regular Town Council meeting minutes with grammar amendments. Seconded by Councilman Kosiba. Motion passed 5-0.

Councilman Swafford moved to approve changes to the approved alcohol sales locations at Sinclair Station as follows: beer may be moved from the locked room in the northeast corner of the building to coolers in the southeast corner, secured with locking bands and additional cameras; “shooters” may be moved from the same locked room to a bolted, lockable cabinet behind the counter; and a “sloshy” dispensing machine may be placed behind the counter for employee-only dispensing into sealed containers. These conditions apply only to the retail license held by Four Peaks, LLC. Councilwoman Boyce seconded the motion. The motion passed 5-0.

Motion by Councilwoman Boyce to approve an encroachment agreement at 646 N Tyler Avenue allowing certain driveway improvements within the town right-of-way. Seconded by Councilman Kosiba. Motion passed 5-0.

Motion by Councilman Kosiba to approve the acceptance of the Governor’s Infrastructure Matching Funds for the Town of Pinedale Pathway Connectivity Project Phase 1 Construction project in an amount of $92,722.50. Seconded by Councilwoman Boyce. Motion passed 5-0.

Council received an update on the Hangar 37 project. No action was taken.

Motion by Councilman Swafford to approve an application to the USDOT Safe Street and Roads for All 2026 Implementing Grant Program for the Critical Access Corridor and Hospital Support Infrastructure Project, a joint application with Sublette County, for a total project cost of $8,067,825, 80% federal and 20% local match that the town is not fully committing to at this time. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Swafford to approve a six-month renewal of Resolution 2025-06, a resolution approving a temporary nonconforming manufactured home permit pursuant to §160-20(B)(7) temporary use. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilwoman Boyce to approve a Temporary Use Permit application by the Pony Club to close the parking lane along Pine Street in front of the courthouse lawn and in front of 210 W Pine during Rendezvous from July 8, 2026, at 7 a.m. until July 12, 2026, at 7 p.m. Second by Councilman Kosiba. Motion passed 5-0.

Motion by Councilwoman Boyce to approve Resolution 2026-08, a resolution setting rates and fees for various permits, licenses, and services for the Town of Pinedale that includes a 3.5% credit card processing fee with a minimum of $3.00 per transaction for all charges other than water and sewer monthly usage fees. Seconded by Councilman Kosiba. Motion passed 5-0.
