OF
INTENT

Be it resolved by the Board of Directors of the DANIEL MOSQUITO IMPROVEMENT DISTRICT that it intends to order improvements to be paid for by special assessment, specified as follows:

• The improvement proposed is to abate mosquito nuisance in the Daniel Mosquito District.

• The improvement proposed is to extend over the area of the Daniel Mosquito District.

• The probable cost will be $125.00 per landowner.

• The assessment will be for $11,875.00 and will be assessed on each parcel within the District.

• The assessment will be paid at the same time and in the same manner as Sublette County property taxes for 2026.

• A resolution authorizing such improvement shall be considered at 5:00 p.m. on July 14, 2026 at the Daniel School House.

ANNOUNCEMENT

The Wyoming Water Development Commission (Commission) was awarded a Regional Conservation Partnership Program (RCPP) grant from the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) to provide drought resiliency through enhanced water management in the Upper Colorado River Basin in Wyoming, which includes the Green River and Little Snake River watersheds. The Wyoming Water Development Office (Office) has authority to administer the RCPP grant #3207 on behalf of the Commission. The Office, NRCS, and contributing partners will assist producers and Water Management Entities (WMEs) through the RCPP process with their NRCS Conservation Practices, such as installing sprinklers, converting open canals to pipe, improving diversions, lining conveyances, bank stabilization, etc. WMEs apply directly to the Office for subawards, while producers apply to NRCS for cost- share reimbursement.

Separate sealed BIDS for the construction of the Town of Marbleton 2026 Chip Seal Project will be received by Town of Marbleton, Wyoming at the office of Town Hall until 4:00 p.m. local time July 9th, 2026, and then at said office publicly opened and read aloud.

The Project consists of the following work: Cleaning, preparing and installing a chip seal with a flush coat (fog coat) forapproximately 76,500 SY of curb and guttered streets in the town of Marbleton. Associated with this project is asphalt patch work of approximately 185 SY of asphalt. The Contractor will also be required to sweep and remove all chips at the completion of the project.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of FORSGREN ASSOCIATES, INC., at the location noted above, upon payment of $ 75.00 for each hard set, or $ 0.00 for each digital copy, nonrefundable.

Each BIDDER will be required to submit, with his proposal, a certified check, or Bid Bond made payable without condition to the Town of Marbleton in the amount of not less than five percent (5%) of the BIDDER's maximum Bid Price as guarantee that such BIDDER will enter into a contract within fifteen (15) days after the date of the OWNER's Notice of Award.

Preference will be given to resident Wyoming Contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute 16-6-101, et. seq.

Town of Marbleton reserves the right to reject any or all bids or any part of any bid, to waive any formality in any bid, as its best interest may appear.

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost decrease of $0.10401 per dekatherm (Dth), effective for usage on and after June 1, 2026.

The Company’s proposal results in a decrease of $8.32, or 0.99%, before taxes in the annual costs for a residential customer using 80 Dth per year.

Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

Motion by Councilwoman Boyce to approve the award of the 2026 Crosswalk and Striping Project to S&L Industrial LLC in an amount not to exceed $11,200 with an option to renew and extend the contract as an annual service for an additional two years. Seconded by Councilman Swafford. Motion passed 4-0.

Motion by Councilwoman Boyce to approve the amended employee guide including the AI and the IT policy. Seconded by Councilman Swafford Motion passed 4-0.

Motion by Councilwoman Boyce to advertise for the open town council seat with a deadline to apply at the end of business on June 25 and conduct interviews during the July 13 regular town council meeting. Seconded by Councilman Swafford. Motion passed 4-0.

Motion by Councilman Swafford at 5:55pm to recess until 6:00pm. Seconded by Councilwoman Boyce. Motion passed 4-0.

Motion by Councilman Swafford to approve a commercial/non-residential building permit at 618 W Pine Street conditioned upon the final review and approval of the Wyoming State Fire Marshall's Office pursuant to §160.10.C-2. Seconded by Councilwoman Boyce. Motion passed 4-0.

Motion by Councilwoman Boyce to Approve a water and sewer permit for Sublette County Historical Society, Inc. at 700 E. Hennick St. for the installation of a 4" water service and 4" sewer service intended to serve the future Fort Sublette at no cost currently. Connection fees will be assessed at the time of the issuance of a commercial building permit when domestic and fire demands are known. Seconded by Councilman Loftus. Motion passed 4-0.

Motion by Councilman Swafford to approve a waiver from the Town of Pinedale Construction Standards, allowing the construction of an 4" HDPE Sch 11 water service line connection at 700 E Hennick Street conditioned upon the installation of trace wire to Town of Pinedale standards. Seconded by Councilwoman Boyce. Motion passed 4-0.

Motion by Councilman Swafford to not concur the bid award of the 2026 Chipseal Project with Sublette County. Seconded by Councilwoman Boyce. Motion passed 4-0.

Motion by Councilman Swafford to approve Ordinance 739, on first read, an annual appropriation ordinance for the fiscal year ending June 30, 2027. Seconded by Councilman Loftus. Motion passed 4-0.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval to establish baseline standards for electric reliability, as more fully described below:

1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

2 On May 29, 2026, the Company filed its Annual Update containing the Wyoming Service Quality Review and Wyoming Power Quality Reports for calendar year 2025. The Company states the reports provide an overview of reliability and power quality performance delivered during calendar year 2025. The Company requests no changes to the baseline reliability performance standards approved by the Commission in Docket No. 20000-653-EA-23. In this docket, the Commission established baseline performance standards of 175 minutes for the System Average Interruption Duration Index (SAIDI), 1.8 events for the System Average Interruption Frequency Index (SAIFI), and 1.73 events for the Momentary Average Interruption Frequency Index (MAIFI). The Commission also required the Company to continue monitoring established power quality metrics.

3.RMP is required to file these reports, for Commission approval, to establish baseline standards for electric reliability pursuant to Commission Rule, Chapter 3, Section 38(e) and Wyoming Statute §§ 37-18-102(a)(v).

4.This is not a complete description of RMP’s Application. Interested persons may inspect the Application at the Commission, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 18143).

5.Anyone desiring to file a public comment, statement, protest, intervention petition or request for a public hearing in this matter must do so, in writing, to the Commission on or before July 24, 2026.
