Sealed proposals will be received for the Reconstruct West Apron, Taxiway A/A2, and South Apron project, addressed to the Big Piney-Marbleton Airport, PO Box 307, Big Piney, WY 83113, until 2:00 pm local time on, March 12, 2025, and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered.

The project consists of, but is not limited to, reconstruction of the western portion of the north General Aviation (GA) apron and Taxiway A and A2 Connector (approximately 8,900-SY) including pavement and tie-down removal, replacing existing aggregate base materials, placing new asphalt, pavement markings, grading shoulders and installing aircraft tie-downs and retroreflective markers. Also included as a separate Additive Option Bid Schedule is reconstruction of the South GA apron (6,100-SY) including pavement removal, replacing existing aggregate base materials and placing new asphalt.

The successful Bidder must provide written confirmation of participation from each of the DBE firms the Bidder lists in their commitment. This Bidder must submit the DBE’s written confirmation of participation with the proposal documents as a condition of bid responsiveness.
All required Federal Clauses including the labor provisions, and wage rates are included in the specifications and bid documents. Each bidder must supply all of the information required by the bid documents and specifications.
This project includes Federal funds and is subject to the wage provisions of Federal Davis-Bacon, and related acts. Payments to the Contractor will not be made until all required documentation has been submitted and approved for the Prime contractor and all subcontractors.
Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of their competency to perform the work contemplated with the bid.
The Big Piney-Marbleton Airport Joint Powers Board reserves the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed One Hundred Fifty (150) days, and accept the proposal that is in the best interest of the Big Piney-Marbleton Airport Joint Powers Board. The award of the Bid is contingent upon the receipt of Federal funding.

1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase its retail electric service rates by approximately $123.5 million per year or 14.7 percent, to establish an Insurance Cost Adjustment (ICA) rider, to revise the Energy Cost Adjustment Mechanism (ECAM), to approve the Wildfire Mitigation Plan (WMP), and to approve a voluntary Renewable Energy Credit (REC) program. The public hearing is set to commence on Monday, March 10, 2025, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. WYO STAT. §§ 37-l- 101(a)(vi)(C) and 37-2-112.
3. On August 2, 2024, RMP filed an Application requesting authority to increase its Wyoming retail electric utility service rates by 14.7 percent, or $123.5 million per annum; establish an ICA rider to recover excess liability insurance premium costs and support a self-insurance mechanism; revise its ECAM to develop separate cost categories and implement a symmetrical sharing band of 85/15 for Category 1 costs and 95/5 for Category 2 costs; implement a WMP; and implement a voluntary REC program. RMP has requested an effective date of June 1, 2025, for all requests except the proposed revisions to the ECAM, which has a requested effective date of January 1, 2025.
4. Wyoming Industrial Energy Consumers (WIEC) and the Office of the Consumer Advocate (OCA) petitioned to intervene in this matter, which the Commission granted by Order issued on August 26, 2024.
5. The Commission held virtual Public Comment hearings on October 29, 2024, and January 28, 2025.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Lynn Bernard, Doug Vickrey, Sam White, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, and Carrie Long, County Clerk, present.
Chairman Bernard led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Vickrey, seconded by Commissioner Bradley.
The minutes from the previous regular meeting held on January 21, 2025, were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner Vickrey.
Andrea Jean, Human Resources, presented a video recording of Governor Mark Gordon giving recognition to Fire Warden, Shad Cooper.
Doug Vickrey gave a speech on his interpretation of integrity.
Commissioner White addressed the elected officials and department heads, in attendance in person and online, regarding the projected shortfall of revenue for FY26.
Billy Pape, Road & Bridge, updated the Board on department activities.
Commissioner Bradley made a motion to approve the restaurant lease for the golf course with the addition of a $1000 deposit for cleaning or damages. Commissioner Stephens seconded the motion. Motion carried.
Becky Gregory, Children’s Learning Center, met with the Board to request additional funding in the amount of $188,755.00 for FY25. There was no motion to approve the request.
Public Comment: Casey Fairbanks, Jeff Goltz, and Katie White gave public comment.
Julie Belton and Bree Burton, representing the REAL Center and the proposed Mountain Sprouts Non-Profit preschool, met with the Board to introduce themselves and give notice they would be requesting funding during upcoming budget discussions.
Janet Winslow and Kari Bousman, representing The Food Basket, introduced themselves to the Board and gave an overview of the services offered. They also stated they would be back during budget discussions to request repairs to the building.
Clayton Melinkovich, County Attorney, presented the Doyle Property Lease. Commissioner Bradley made a motion to approve the lease with Barney Snyder. Commissioner Vickrey seconded the motion. Motion carried.
Melinkovich also discussed the Highland Irrigation District Amendment for Operating Fremont Lake Dam and Reservoir. He stated he is in communication with other entities involved and requested the Board give him liberty to meet and negotiate with the other entities. Commissioner White made a motion to give Melinkovich authority to represent the Board during the discussion. Commissioner Bradley seconded the motion. Motion carried.
Commissioner White made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii). Commissioner Bradley seconded the motion. Motion carried.
Open session reconvened with no action from the Executive Session.

Payroll, in the amount of $1,262,285.17 was approved on motion by Commissioner White, seconded by Commissioner Bradley. Motion carried.
Laila Illoway, County Assessor, presented two tax roll corrections to the Board: Hilcorp Energy Company in the amount of -$848.60 and Buffalo Resources, LLC in the amount of -$46,412.28. Commissioner White made a motion to approve the tax roll corrections as presented. Commissioner Bradley seconded the motion. Motion carried.
Commissioner Bradley made a motion to approve a surety bond for Cat Urbigkit as Secretary/Treasurer for the Predator Board. Commissioner White seconded the motion. Motion carried.
Peter Paulin, Visitor Center, and Jennifer Ricupero, Friends of Bridger Teton, met with the Board to discuss Visitor Center updates and a request from Paulin to use a portion of the Lodging Tax funds to fund the Campground Ambassador program in conjunction with the Friends of Bridger Teton. Paulin requested that $7800 from the current budget be appropriated to the program and $23,000 from the next fiscal year budget. Commissioner White made a motion to approve the diversion of funds to the Friends of Bridger Teton, Commissioner Stephens seconded the motion. Motion carried 3 to 2 with Chairman Bernard and Commissioner Vickrey voting nay.
Dennis Fornstrom, Planning & Zoning, presented two items for consideration.
The first item was an application from Happy Endings Animal Rescue, requesting a Conditional Use Permit pursuant to Chapter II Section 3.b.(6.j) of the Sublette County Zoning & Development Regulations to operate a kennel Facility within the Agricultural Zoning District, within an existing building at 8 S. James Lane, Pinedale, WY. The facility would be for the temporary housing of stray cats. Fornstrom explained that the Planning & Zoning Board had made recommendations for approval with a 3-year time constraint. Commissioner White made a motion to approve the permit with the recommended 3-year period. He stated he had considered the appropriate findings. Commissioner Bradley stated he had also considered the findings and seconded the motion. Motion carried.
The second application was from Union Telephone Company & Julie Bain, requesting a Conditional Use Permit pursuant to Chapter II Section 3.b.6.g of the Sublette County Zoning & Development Regulations, to construct a new 50 ft. tall, fixed Wireless Broadband Communication facility located on the Bain Ranch, within the NWNW/4, Section 8, T35N, R113W of the 6th PM, Sublette County, WY. Fornstrom explained there were no opposition letters and the Planning & Zoning Board recommended approval with the stipulation of following the recommendations for noxious weeds. Commissioner White stated he had considered the findings and made a motion to approve the permit. Commissioner Bradley stated he had also considered the findings and seconded the motion. Motion carried.
Teresa Persinger and Michelle Humber met with the Board to discuss county maintenance on Wild West Road. They were instructed to complete the Class One road application and work with Billy Pape and Rio Verde Engineering during the budget process for consideration of becoming a Class One road maintained by the County.
Jeness Saxton, County Administrator, updated the Board on department activities. She also informed the Board that Brian Gray had resigned from the PAC Joint Powers Board. Commissioner White volunteered to fill in as interim until the position could be advertised for a replacement.
Chairman Bernard requested discussion and consideration for issuance of county credit cards for department heads and elected officials. There was no motion.
