Notice #0479 published in the Pinedale Roundup on Dec. 24, 31, 2025, Jan. 8, 2026
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval of the Water Use and Conveyance Agreement (Agreement), as more fully described below.
1. RMP is a division of PacifiCorp, an Oregon corporation engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.
2. On October 17, 2025, the Company filed an Application requesting Commission approval of the Agreement with US SFR Owner, LLC (US SFR), a subsidiary of TerraPower for the conveyance and use of water rights and infrastructure from the Company owned Lake Viva Naughton Reservoir (Reservoir) and related delivery systems in Lincoln County, Wyoming. RMP states the Agreement is in the public interest and a unique opportunity to support continued facility operations at RMP’s Naughton Generation Plant (Naughton) and the development of US SFR’s Natrium Commercial Demonstration Plant (KU1 project) in Kemmerer, Wyoming; a 345- megawatt sodium- cooled fast reactor being constructed in proximity to Naughton. RMP has also filed a concurrent Application for a full execution Power Purchase Agreement (PPA) between US SFR and the Company dependent on the approval of the Water Rights Use and Conveyance Agreement.
3. Per the Application, PacifiCorp holds rights to store water in the Reservoir under Wyoming State Engineer’s Office Permit Nos. 6418R and 7476R. The Reservoir and water conveyance infrastructure delivers water to Naughton but can simultaneously provide the estimated 6,323 acre-feet of water needed annually to cool and operate the KU1 project. Utilizing existing infrastructure avoids duplicative development costs and optimizes use of Wyoming and Company water resources. RMP states approval of the Agreement will not impact current rates.
4. This is not a complete description of the Application. You may review the Application at RMP’s Wyoming offices, at the Commission’s office, or online at https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17989).
5. Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before January 16, 2026. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please mention Docket No. 20000-695-EA-25 in your communications.
6. If you wish to intervene in this matter and you require reasonable accommodation for a disability, please contact the Commission at (307) 777-7427, or write to the Commission at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002. Communications impaired persons may contact the Commission by accessing Wyoming Relay at 711.

Notice #0484 published in the Pinedale Roundup on Dec. 24, 31, 2025, Jan. 8, 2025
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to sell the Santa Clara Hydroelectric Project generation facilities (Santa Clara Project or Project), as more fully described below.
2. On December 12, 2025, the Company filed an Application for authority to sell the Santa Clara Hydroelectric Project and the associated 37 acres of Company-owned real property, various easements, and generation facilities to the Washington County Water Conservancy District (Washington County) in Utah for $320,000. RMP states selling the Project is a lower cost option for customers as it saves the Company plant decommissioning costs and eliminates future operation and maintenance costs. The Santa Clara Project is located on the Santa Clara River near St. George, Utah and consists of the Veyo, Sand Cove, and Gunlock generating plants along with multiple penstocks of varying diameter.
3. Per the Application, these facilities are exempt from the Federal Energy Regulatory Commission (FERC) conduit licensing requirements under the federal 1986 Order, however, the Project also consists of the Santa Clara Aqueduct, Santa Clara Dam, Veyo Dam, and other facilities which are not included in the FERC 1986 Order exemption.
4. Washington County intends to continue operations at the Veyo, Sand Cove, and Gunlock generating plants and has an interconnection agreement pending with RMP. Overall, the Project has 2.05 Megawatts (MW) of generation capacity, a de minimis amount of PacifiCorp’s overall 11,700 MW portfolio. Per the Application, the transaction will require no construction, ground-disturbing activities, or reclamation costs, and will not impact any other public utility. Completion of the transaction requires RMP obtain all necessary state and federal regulatory approvals and meet all requirements.
5. This is not a complete description of the Application. You may review the Application at RMP’s Wyoming offices or at the Commission’s office in Cheyenne, or online at https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 18019).
6. 20000-697-EA-25 in your communications.
Dated: December 18, 2025.
