ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Ralph Wenz Field – Reconstruct S GA Apron Project, will be received at the Office of the Town Clerk, 205 Entertainment Lane, Pinedale, Wyoming 82941, until 2 p.m. local time on April 18, 2024, at which time the Bids received will be publicly opened and read.   

The project will include the construction of the Reconstruct S GA Apron Project which includes earthwork, grading, P-209 base course, P-401 asphalt, striping, and concrete work. Bids will be evaluated for each Bid Package and awarded to the lowest responsive bidder.

No bids will be received after the specified hour and date and may not be withdrawn after the time fixed for opening them. The owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.

Bids will be received for one prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.

Each bid must be accompanied either by a certified check, payable to the Town of Pinedale in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company.  The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.

Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project.

The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Safety and Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan. There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor’s personnel. All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.

The Town of Pinedale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Bidder is hereby notified that this project is subject to FAA Federal Contract Provisions, including, but not limited to: Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for Drug-Free Workplace.

MAD NO. 2 PROCLAMATION

MOSQUITO ABATEMENT DISTRICT NO. 2 BOARD ELECTION

In Accordance with Wyoming statutes 22-29, the board of directors of Mosquito Abatement District No. 2 has directed that there shall be a mail-ballot election for one MAD No. 2 Board of Directors position on the Tuesday after the first Monday in May, (May 7, 2024).

Only members of MAD No. 2 are eligible to run for the board and to vote in the election.

One Board Member position will be open for a three (3) year term.

One Board Member position will be open for a one (1) year term.

Between 60 and 30 days prior to the election (between March 6 and April 12, 2024), interested parties must file for the positions using a format that substantially conforms to the form set forth in W.S. 22-29-110(b). Copies of that form may also be obtained by contacting the Election Filing Officer (Board Clerk Linda Morton) at (307)780-6073, or by writing to the MAD No. 2 Board at P.O. Box 154, Big Piney, Wyoming, 83113-0154.

A list of candidates will be published in the newspaper no less than 10 days prior to the election and voters may write in votes.

Between 25 and 15 days prior to the election (between April 12 and April 22, 2024), the election filing officer will mail a mail-ballot packet to each MAD No. 2 member complete with instructions for completing and returning the ballot.

Ballots must be received by the election filing officer no later than 5 p.m. on Election Day.

Ballots may be mailed to the election filing officer, or dropped off on Election Day at a polling place and time to be laid out in the mail-ballot package.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS

MARCH 19, 2024

The Board of County Commissioners met in regular session at the Marbleton Town Hall on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Cali O’Hare (vie Teams) representing The Pinedale Roundup and Carrie Long, County Clerk, present.

Chairman White led those present in the Pledge of Allegiance.

Commissioner Noble made a motion to amend the agenda with the removal of the S.I.R.S. Committee and the addition of the audit representation letter for signature.  Commissioner Bradley seconded the motion.  Motion carried. 

The minutes of the previous meeting on March 5 were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Vickrey.

Billy Pape, Road & Bridge, updated the Board on department activities. 

Mike Jackson, Rio Verde Engineering, presented a report from Inberg-Miller Engineers regarding two sand and salt storage structures.  The report indicated the structures do not appear to be sound but that further evaluation would need to be conducted before a definitive conclusion could be made. Jackson was directed by the Board to get estimates on repair and / or replacement. 

Jackson also requested clarification regarding the paving of the parking lot at Fremont and Mill streets.  He was instructed to get an estimate that would overlay the current chip seal and parking lot, to include part of the existing attached park, leaving as many trees as possible.

Jeness Saxton, County Administrator, updated the Board on the bike path discussions.  Saxton stated that the towns are favorable to maintaining paths that are within town limits if the county is willing to repair them to an acceptable condition.  Chairman White instructed Mike Jackson to put together a list of the paths that need the most repair and get estimates of the cost for the repair. 

Commissioner Bradley made a motion to give authorization to Chairman White to sign the annual audit Representation Letter.  Commissioner Noble seconded the motion.  Motion carried.  Chairman White signed the letter. 

Renne Reed, Upper Green River Cemetery District, presented a plat for the Daniel Cemetery for Commissioner signature.    

Zach Wenz, Tegeler and Associates, presented the annual renewal for comprehensive and liability insurance.  The quote from Travelers with complete comprehensive had an increase of 17% at $476,038, the second quote having liability on older vehicles had an increase of 12% at $457,785.  Commissioner Stephens expressed an interest in reviewing the insurance schedules prior to the end of the year.  Clerk Long said she would send the schedules to the Board for their review.  Commissioner Noble made a motion to approve option #2.  Commissioner Bradley seconded the motion.  Motion carried. 

Commissioner Noble made a motion to approve a Surety Bond for Margaret Shelly Walker (Court Reporter, State of Wyoming).  Commissioner Bradley seconded the motion.  Motion carried. 

Accounts Payable was approved as presented on motion by Commissioner Noble, seconded by Commissioner Bradley.   

Dennis Fornstrom, Planning & Zoning, presented a request to vacate a conditional use permit previously issued to Jason & Melinda Moyes on 5/04/2021.  Commissioner Bradley made a motion to vacate permit # 5125.  Commissioner Noble seconded the motion.  Motion carried. 

Mike Jackson, Rio Verde Engineering, updated the Board with the Engineer’s Estimate for the proposed golf course shop.  He stated the building with restroom project cost would be approximately $1,099,211.  Commissioner Bradley stated he would like to hear from the Mayor of Pinedale regarding their interest in the golf course.  Mayor Matt Murdock stated the Town of Pinedale was interested in making a proposal for the ownership and / or management of the golf course.  Chairman White stated that county planning for taking over the management of the golf course would be put on hold until the Town of Pinedale had an opportunity to make a proposal. 

Andrea Jean, Human Resources, discussed the need to change vendors for employee life insurance.  She was instructed to proceed with the change. 

Public Comment: Mike Schmidt, Labarge, commented on the pronghorn migration corridor. 

Linda Merigliano, Cary Swain, Gary Hayward (Forest Service), Jessica Western and others met with the Board to share the results of the social survey conducted by Jessica Western and University of Wyoming.  An update on the status of the Assessment, timeline, and cooperating agency agreement was also discussed. 

The meeting adjourned at 2:10 p.m.

Harmon Pfisterer, and Harmon Pfisterer died in Bonneville County, Idaho, a resident of Sublette County, Wyoming.  Gene Harmon Pfisterer was the Trustor /Settlor of the Harmon Pfisterer 1985 Family Trust dated July 31, 1985, as amended (the “Trust”).  The Trust, by its terms, became irrevocable upon the death of Gene Harmon Pfisterer.
