Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to reduce the Carbon Capture Compliance Charge (Schedule 198). The public hearing is set to commence on Thursday, May 1, 2025, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

3. On October 1, 2024, RMP filed an Application requesting authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from 0.30% to 0.12% per month, and find that the costs incurred from 2022 through August 2024, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102, and the Commission's rules regarding low-carbon portfolio standards (collectively, HB 200 requirements) were prudently incurred. RMP has requested an effective date of January 1, 2025.

4. Wyoming Industrial Energy Consumers (WIEC) and the Office of the Consumer Advocate (OCA) petitioned to intervene in this matter, which the Commission granted by Order issued on November 26, 2024.

DESCRIPTION OF WORK

The work includes completing the campus changeover from Medium Voltage ownership. Electrical site work to facilitate new mediumvoltage linesby RockyMountainPower {RMP}. The pathways willcontinue from junction cabinet (SC-3) installedunder phase1 and willroute through the south side of campus and out to a new service point connection (by RMP}. Multiple new junction points will beinstalled. Service laterals will come to a new utility distribution transformer for eachbuilding, also by RMP, Contractor willberesponsible for providingnew pads and vaults for each unit. Sleeves for medium voltage junctions willbe furnished by RMP but installed by this Contractor. New secondary conductors willbeprovided to new exterior service points/ distribution gear; and a new service entrance routed into each building. After service switchover, Contractor will beresponsible to disconnect and remove old transformers and medium voltage cable in their entirety. RMP will take possession of the transformers after removal. Landscaping and hard surfaces shall be repaired/ replaced to match adjacent areas as needed. As an Add Alternate price,Contractor shallremove and replace the conc:rete between Ag/Arts and the Auditorium, replace the stairs into the Auditorium, and provide new asphalt as shown.

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.28151 per dekatherm (Dth), for all General Service Small (GSS) class customers, and a rate increase to $0.05480 per Dth, for all General Service Large (GSL) class customers, effective for usage on and after November 1, 2024. The Company submitted additional applications, requesting rate changes to take effect concurrently with this filing, resulting in an overall rate decrease of $0.24408 per Dth for GSS class customers.

The proposed changes are based on the amortizations of under collected balances of $676,747.14 for GSS and $52,694.56 for GSL as of August 2024, and on a 12-month test year ending October 31, 2025. The Company’s proposal results in an annual increase of approximately $20.44 or 2.43% before taxes, for a residential customer using 80 Dth. However, when combined with other proposed rate changes taking effect on November 1, 2024, the net result is a decrease of $19.53 or 2.32% before taxes, for a residential customer using 80 Dth annually. Actual bills will vary with usage.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources Inc. to permit the existing Produced Water Recycling Facility (formerly known as the Jensen facility), consisting of the following equipment and emissions sources: one (1) 3-in. combustor (FLR001), three (3) evaporation ponds (FUG002, FUG004-FUG005) with approximate surface areas of 2.7 acres, 11.1 acres, and 9.4 acres, one (1) 0.75 MMBtu/hr gunbarrel tank heater (HET008), one (1) 0.75 MMBtu/hr truck offload tank heater (HET009), four (4) 500 barrel (bbl) produced water tanks (TNK007, TNK011-TNK013), three (3) 1,000 bbl gunbarrel tanks (TNK014-TNK016), one (1) 500 bbl condensate tank (TNK017), one (1) 400 bbl truck offload tank (TNK018), and condensate truck loading (LUD001).  In addition, this permitting action acknowledges the facility as a major source of hazardous air pollutants (HAPs) as HAP emissions from the facility exceed 25 tons per year (tpy). The Produced Water Recycling facility is located in the SW¼ SW¼ of Section 18, T31N, R108W, approximately six (6) miles south-southwest of Boulder, in Sublette County, Wyoming. Emission offset requirements have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a public hearing on Monday, April 7, 2025, at 5 p.m. in the Lovatt Room of the Sublette County Library, 155 S Tyler Avenue, Pinedale, WY 82941.

The purpose of this public hearing is to discuss the following: 

1. Pursuant to §160-22, a Conditional Use application regarding Article XIV §475-110 Mixed rental residential use permitted as a conditional use; whereas mixed single-family residential and commercial use within a structure may be permitted as a conditional use subject to the provisions of § 475-109. The application is submitted by Chad Spencer of EA Architecture on behalf of Richard N Reese Family, LLC., regarding COOLEY SECOND ADDN., BLK 7, LOT 1.

2. Pursuant to §160-26, a Variance application regarding Article XXII R-4 District; §475-87 Lot area, requesting the allowance of construction of 6-plex units on these slightly undersized lots. A 6-unit building requires a minimum lot size of 9,000 sq. ft. The proposed lot sizes range from 7,629 sq. ft. to 8,749 sq. ft., which is below the required minimum. The application is submitted by Thomas Lee of Design of Built Environments on behalf of Ruben Corona regarding, REDSTONE NINTH ADDN., LOT 1, LOT 2, LOT 3, LOT 4 and LOT 14 to the Town of Pinedale.

3. Pursuant to §160-26, a Variance application regarding Article XVIII Off-Street Parking and Loading; §475-151 Parking Lot Design, requesting all lots to allow parking placement that mimics the adjacent lots, where parking backs out onto S. Colter Ave. The application is submitted by Thomas Lee of Design of Built Environments on behalf of Ruben Corona regarding REDSTONE NINTH ADDN., LOT 1, LOT 2, LOT 3, LOT 4 and LOT 14 to the Town of Pinedale.

4. Pursuant to §475-303 Hearing before Planning and Zoning Commission; notice:

a. A proposed code amendment of §475-298 Map Amendment Applications.

b. A proposed code amendment of §475-158 to consider inclusion of the RRD Zone District

c. A proposed code amendment to §475 Article XVIIB RRD District to consider inclusion of fencing regulations.
