1. Paul and Julia Cook have submitted two applications requesting (1) a Variance and (2) a Conditional Use Permit. The Conditional Use Permit request is pursuant to the following sections of the Sublette County Zoning and Development Regulations: Chapter II, Section 3, Zoning Districts Authorized Uses; Chapter III, Section 41, Development Standards, Standards for Rental of Guest Houses; and Chapter V Conditional Uses.

2. Blue Spruce Operating LLC has submitted an application requesting a Conditional Use Permit. The subject property is located at S2/NE & N2/SE Sec 11, S2/NW & N2/SW Sec 12 of 27N114W, known as 296 Graphite Hollow - BLM 5321, PIDN: 27141110000800. The property is 640 acres total, with 320 acres zoned high industrial (I-H), where the proposed project will take place. The applicant is requesting conditional use approval for equipment exceeding the maximum height of 50 ft in I-H zoning, pursuant to Chapter III Section 9.b(16) of the Sublette County Zoning & Development Regulations. Gas processing plants are an authorized use in I-H zoning so the property is properly zoned per Chapter II, Section 3.m(6).

The Wyoming Public Service Commission approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.49705 per dekatherm (Dth), for all General Service Small (GSS) customers, and a rate increase to $0.09617 per Dth, for all General Service Large (GSL) customers, effective for usage on and after December 1, 2025. The Company submitted additional applications, requesting rate changes to take effect concurrently with this filing, resulting in an overall rate increase of $0.09655 per Dth for GSS customers.

The Company’s proposal results in an annual increase of approximately $17.24 or 2.06% before taxes, for a residential customer using 80 Dth.. Actual bills will vary with usage.

• Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for approval of its Integrated Resource Plan (IRP) for 2025. The public hearing is set to commence on Tuesday, August 25, 2026, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

3. On December 31, 2024, RMP filed its draft 2025 IRP. On March 31, 2025, the Company filed its final 2025 IRP. On April 11, 2025, the Company filed the supporting workpapers. The Company states the Preferred Portfolio, derived from the IRP demonstrates reliable service requires: investment in transmission infrastructure; 3,782 MW of new wind and 5,912 MW of new solar resources; 7,524 MW of storage resources; the conversion of four coal-fired generation units to natural gas-fired peaking units; significant demand response and energy efficiency programs; the addition of carbon capture technology to specific coal-fired resources; the addition of 500 MW in advanced nuclear resources; and the addition of other energy resources.

4. Wyoming Industrial Energy Consumers (WIEC) and Sierra Club (Sierra) filed petitions to intervene in this matter, which the Commission granted by Orders issued on June 17, 2025. Wyoming Office of the Consumer Advocate (OCA) timely petitioned to intervene by matter of right. W.S. § 37-2-402(a).

Town of Pinedale Anaerobic Pond Covers Replacement Project Notice is hereby given that the Town of Pinedale (Town) is accepting sealed bids for the Town of Pinedale Anaerobic Pond Covers Replacement Project at its wastewater treatment facility (WWTF), 61 Pinedale South Rd., Pinedale, Wyoming.

The Work will include all necessary labor, supervision, equipment, tools, and materials for the replacement anaerobic pond covers. Work includes, but is not limited to, insulated floating covers, sand tubes, perimeter skirt for anchoring, access casing, and walkways. Work to include all associated site work related to the project including, but not limited to, HDPE membrane welding, anchor trench excavation, and backfill. The Town will remove the existing covers before the Replacement Project begins.

Bid documents may be obtained from Town Hall or by contacting abrampearce@townofpinedale.us. The Town of Pinedale will not be responsible for full or partial sets of documents, including addenda, obtained from sources other than the Town.

This project will be funded in whole or in part by the State Revolving Fund (SRF) Program. The use of American Iron and Steel (AIS) requirements as contained in Section 436 of H.R. 3547, The Consolidation Appropriations Act, 2014, and as updated and revised in America’s Water Infrastructure Act of 2018, apply. Davis-Bacon wages (29 CFR 5.5) will be required for this Contract.

The public bidding process will be followed per SRF program requirements. A non-mandatory prebid meeting will be held on Tuesday, September 1, 2026, at 2:00 PM at the Town’s Public Works Facility located at 61 Pinedale South Rd., Pinedale, Wyoming.

Sealed bids will be received at the office of the Town Clerk, Town of Pinedale, located at 205 Entertainment Lane, Pinedale, Wyoming 82941, until September 8, 2026, at 2:00 PM, at which time bids will be publicly opened and read aloud. Bids shall be delivered in accordance with the Instructions to Bidders. Any bid received after the time specified or without accompanying Bid

Bid opening will be public in accordance with Wyoming State Statute (W.S.) 16-6-1001(a)(iii). The Bid Security shall be a minimum of 5 percent of the bid and bonded if it exceeds $150,000 following W.S. 15-1-113(f). Contract Securities must be for 100 percent of the contract price per W.S. 15-1-113(d) & (f) and W.S. 16-6-112. Per the Materials Preference Clause pursuant to W.S. 16-6-106, preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. Pursuant to W.S. 16-6-102, a five percent preference will be granted to certified Resident Contractors. Bidders seeking this preference must submit a current Wyoming Resident Contractor Certificate issued by the Wyoming Department of Workforce Services with their bid. The contract shall be awarded to the lowest responsible certified resident bidder if their bid is not more than five percent higher than the lowest responsible nonresident bidder.

The Town of Pinedale reserves the right to reject any and all bids, to waive informalities, and to accept any bid which in its opinion best serves its interests.
