AIR QUALITY DIVISION (WDEQ-AQD)

MEANINGFUL ENGAGEMENT SESSION FOR OIL AND GAS METHANE RULE - OOOOC

The Wyoming Department of Environmental Quality/Air Quality Division (AQD) will hold Meaningful Engagement Sessions for the Oil and Gas Methane Rule, 40 CFR Part 60, subpart OOOOc for existing sources throughout the State of Wyoming. On October 14, 2024, a Meaningful Engagement Session will be held at 1:00 p.m., at the U.S. Bureau of Land Management, 280 US-191, Rock Springs, Wyoming. On October 15, 2024, a Meaningful Engagement Session will be held at 1:00 p.m., at the Sublette County Public Library, 155 S Tyler Avenue, Pinedale, Wyoming. On October 16, 2024, a Meaningful Engagement Session will be held at 1:00 p.m., at the Fremont County Public Library, 200 Amoretti Street, Lander, Wyoming. These meetings will include presentations led by the AQD covering the above topic. At the conclusion of these presentations, there will be opportunities to engage and provide input that may help inform the Division’s State Plan development. The Division is seeking input from all interested parties, including affected facilities under the rule and the general public. The Division will provide prompts to help direct the conversation rather than limit discussions.  Discussion topics can be found at https://deq.wyoming.gov/aqd/oil-and-gas-methane-rule/

The AQD will conduct this meeting in the development process for the creation of a State Plan as required by the Environmental Protection Agency’s (EPA) March 6, 2024 Final Rule, “Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review.” All oral comments made during the engagement session will become a part of the public record. OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS

AUGUST 23, 2024

The Board of County Commissioners met in regular session at the Marbleton Town Hall on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance.

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Stephens. 

The minutes of the August 5 mill levy meeting was amended on motion by Commissioner Bradley to show he was not at the meeting.  Commissioner Noble seconded the motion.  Motion carried. 

The minutes of the previous meeting on August 9 were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Stephens. 

Billy Pape, Road & Bridge, updated the Board on department activities. 

Eric Sacket, Rio Verde Engineering, updated the Board on current road projects. 

Bob Kladianos, Unified Fire, gave department updates and reviewed the monthly report.  He also presented a Modification of Grant or Agreement from the forest service, allocating an additional $10,000 to continue support and cover costs at Monument Ridge.  Commissioner Noble made a motion to approve the grant, Commissioner Bradley seconded the motion.  Motion carried. 

Brian Woody, Union Wireless, updated the Board on fiber installation and upgrades. 

Andrea Jean, Human Resources, and Tiffany Monk with Tegeler Insurance reviewed the Health Plan Renewal Report with recommendation for the adoption of the ACA Wellness Schedule, adoption of MDLIVE Telehealth Services and several plan documents updates.

Commissioner Noble made a motion to accept the 2024 stop-loss renewal offer from Gerber Life, Adopt the ACA wellness schedule on January 1, 2025; Implement MD Live Telehealth on January 1, 2025, and approve the following plan document changes effective September 1, 2024:

1. Abortion as required by state law: Update booklet verbiage to clarify that abortion coverage is subject to applicable Federal and State Law.

2. Nutritional Counseling:  Add nutritional counseling under mental Health and Substance Use benefit and limited to the diagnosis of eating disorders.

3. Learning Disability Exclusion:  Remove disability learning exclusion to ensure compliance under the Mental health Parity Act. 

Commissioner Bradley seconded the motion.  Motion carried.

Jean asked for permission to officially start the mental health wellness committee consisting of Cassie Crumpton, Michelle Humber, and Public Health staff, along with County Administrator, Jeness Saxton.   The Board was favorable to the formation of a committee.

Commissioner Noble made a motion to approve the Cooperative Forest Road Agreement between Sublette County and the USDA, Forest Service Bridger -Teton National Forest. Commissioner Vickrey seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator updated the Board on department activities. 

Accounts payable was approved on motion by Commissioner Noble with the addition of a voucher from the Hospital District in the amount of $1,766,815.84 from the Hospital District bringing the total amount of accounts to $3,840,915.34.  Commissioner Vickrey seconded the motion.  Motion carried.
