NOTICE OF FORECLOSURE SALE NOTICE IS HEREBY GIVEN that pursuant to WYO. STAT. §§ 34-4-101 through 34-4-113, Peter D. Holdings, LLC on May 12, 2014 and recorded on October 14, 2014, in the County Clerk's Office of Sublette County, Wyoming at O & G Book Volume 155, Page 318 Document #0374747. The Mortgage will be foreclosed by sale to the highest bidder at a public auction of the equipment and inventory described pursuant to a power of sale contained in the Mortgage. Black Diamond Energy of Delaware Inc.(Mortgagor) has defaulted under said Mortgage. The amount of the Note now due and owing under the Mortgage is $9,927,858.30. The Oil Field Equipment, including pipelines, separators, tanks and contents (Oil Inventory) to be foreclosed are Parcel ID Number 90006824OG Local ID number 09PP06824 in Tax District 900, and can also be found attached to the Mortgage set forth above, and the amendments thereto, on file with the County Clerk's Office of Sublette County, Wyoming. NOTICE-IS –HEREBY-GIVEN, pursuant to Wyoming Statues Section 34-4-109 (2003) that the foreclosure sale of the above Mortgage will take place at 10:00 a.m. on Friday morning @ 10am September 24, 2021 at the Sublette County Courthouse in Pinedale, Wyoming 82941. The property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale and any prospective purchaser should research the status of title before submitting a bid. August 3, 2021
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
The agenda was approved on motion by Commissioner Vickrey, seconded by Commissioner Stephens with the addition of Bill Kluck at 9:45 and the deletion of High Meadow Ranch Water District at 10:30. Motion carried.
The minutes from the prior regular session were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner White. Motion carried.
The minutes from the July 19 Budget Hearing were approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. Pape presented bids for two side dump trailers. Commissioner White made a motion to approve the purchase and accept the bid from Peterbilt. Commissioner Vickrey seconded the motion. Motion carried.
Eric Sackett, Rio Verde Engineering, updated the Board on Horse Creek Box Culvert project and discussed Class 1 roads. He stated the landfill was approved for the second tier by D.E.Q.
Matt Gaffney, County Administrator, discussed several items:
• It was moved by Commissioner Noble, seconded by Commissioner White to modify the RFP for the Rendezvous Point demolition and repair to reflect the insurance company findings that the building was not a total loss and can be repaired. Motion carried.
• The Board instructed Gaffney to draft a resolution to form a standing committee to oversee the implementation and maintenance of the S.I.R.S. system.
Chairman Bousman presented Bill Kluck, representing EMS, and ML Baxley, representing Unified Fire, with certificates of appreciation from the State Fire Marshall of Missouri for the response of both agencies during a fatal vehicle accident.
Mark Pedri and Carrie McCarthy, representing Burning Torch Productions, presented a request for a PBS sponsorship for a documentary filmed in and about Sublette County. Commissioner White made a motion to approve $15,000 funding over a three-year period of $5000 each year upon approval and review of the Historical Committee with the funding to be added to their budget. Commissioner Stephens seconded the motion. Motion carried.
The settlement agreement between Sublette County and Grizzly Operating, LLC f/k/a Vanguard Operating, LLC was approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Dennis Fornstrom, Planning and Zoning, requested the addition of a full-time position. The position was approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried 3 to 2 with Commissioners Vickrey and Stephens voting nay.
Payroll, in the amount of $1,018,246.45 was approved on motion by Commissioner White, seconded by Commissioner Stephens. Motion carried.
Commissioner White made a motion to approve accounts payable in the amount of $1,185,448.21. Commissioner Noble seconded the motion. Motion carried.
