FORMATION OF DANIEL MOSQUITO IMPROVEMENT DISTRICT
On October 3, 2023, a petition was filed with the board of County Commissioners of Sublette County, Wyoming, for the formation of Daniel Mosquito Improvement District, to provide mosquito abatement.
The petition will be heard at a public hearing before the Board of County Commissioners in the Commissioners Meeting Room, Sublette County Courthouse, Pinedale, Wyoming at the hour of 10:45 a.m. on the 21st day of November, 2023.
The petition may be inspected in the Office of the County Clerk, Sublette County, Wyoming, during regular business hours.
The proposed method of financing the improvements or services will be by the levy of a tax upon future residents living within the addition to the existing District.
All interested person will be heard at the hearing. Written request for exclusion from, or inclusion of, land in the proposed district will be heard and considered.
The boundaries of the proposed district, generally, are:

The Wyoming Public Service Commission (Commission) has approved Pinedale Natural Gas, Inc.’s Application for authority to pass on a wholesale natural gas cost increase of $0.126 per therm and to reduce the emergency Gas Cost Reconciliation (GCR) Surcharge by $0.050 per therm, subject to notice, protest, intervention, possible hearing, refund, change, further investigation, and further order of the Commission.
1. A typical residential gas customer using 113 therms per month for the rate-effective period of October 2023 through March 2024, may expect a monthly gas bill increase of $8.62, or 6.1%, before taxes. Actual bills will vary with usage.

NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to maintain the tariff Schedule 198, Carbon Capture Compliance Charge, at 0.3 percent per month, as more fully described below:
1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
2. On September 27, 2023, the Company filed its Application requesting authority to maintain the tariff Schedule 198, Carbon Capture Compliance Charge, at 0.3 percent per month to recover costs incurred to comply with Wyoming Statute §§ 37-18-101 and 37-18-102 and Commission Rule Chapter 3, Section 38, the HB200 low-carbon energy standards. The Company has incurred approximately $700,000 in planning, consulting, and reviewing expenses to meet HB 200 requirements.
3. The Application states no harm to customers comes from maintaining the current surcharge, and that RMP requests the Commission defer a prudency review of the incremental costs associated with the surcharge until a final 2024 plan is submitted via a separate Application in the future as actual costs versus estimated costs or Commission review may alter the final plan.
4. This is not a complete description of RMP’s Application.
