NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of the 2024 budget and modifications to the ThermWise® Energy Efficiency Programs.
1. Dominion is currently a wholly owned subsidiary of Dominion Energy Questar Corporation, which is a wholly owned subsidiary of the parent company, Dominion Energy, Inc.; a Virginia corporation engaged in the business of supplying energy and natural gas services in 16 states including Wyoming. Dominion serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. Dominion is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
2. On October 31, 2023, Dominion submitted its Application requesting approval of its 2024 budget and modifications to the ThermWise® Energy Efficiency Programs. The Company requests an effective date of January 1, 2024.
3. Dominion proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
4. In addition to making minor tariff language changes to improve accuracy in each of the ThermWise® Programs, the Company proposes modification or elimination of certain rebate-qualifying equipment specifications including the elimination of HVAC monitoring/diagnostic systems and reclassification of duel-fuel heating systems. Dominion also proposes the addition of a Variable Refrigerant Flow (VRF) system rebate and allowing annual participation in Tier 1, 2, and 3 boiler tune-up measures for businesses.
5. Dominion projects the total 2024 budget for the Programs and Market Transformation Initiative to be $118,220, a decrease of 24% from the 2023 budget. Dominion states the proposed budget decrease is primarily due to lower forecasted 2024 participation in the Appliance, Builder, Weatherization, and Business programs than was projected in 2023. The Company projects a total natural gas savings of 3, 949 Dth per year, 31% below its projected 2023 natural gas savings estimates.
6. This is not a complete description of the Application. Dominion’s Application is available for inspection at the Commission’s offices in Cheyenne, Wyoming, or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17442).

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, Joy Ufford representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
The agenda was approved on motion by Commissioner Noble with the addition of an Executive Session under W.S. 16-4-405(a)(ix) Confidential Information and the addition of the approval of a grant for the Historical Preservation Board. Commissioner Bradley seconded the motion. Motion carried.
The minutes of the previous meeting held on October 17 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner Stephens.
Billy Pape, Road & Bridge, updated the Board on department activities. Eric Sackett with Rio Verde Engineering discussed the East Green River Road project with the Board. He stated that he was concerned about the presence of sandstone in the bank and recommended a geo-tech study by Inberg-Miller. The Board was favorable with conducting the study.
Commissioner Vickrey led a discussion regarding procurement policy. Billy Pape and Andre Irey also participated in the discussion.
Andre Irey, Maintenance, updated the Board on department activities.
Andrea Jean, Human Resources, and Janna Lee with Public Health met with the Board to discuss staffing shortage in Public Health. Lee informed the Board she could find certified personnel interested in part-time positions and requested funding for the part-time positions with funds budgeted for county portion of full-time staff. The Board was favorable to the request.
Jean updated the Board on department activities. She also requested direction from the Board regarding using the Professional Development funds for fire personnel who want to become EMT certified. The Board was favorable to the request but requested a cap be put on the number of attendees and a condition of repayment if an individual doesn’t complete the training.
Gaston Gosar, Deputy County Attorney, presented a Settlement Agreement and Release between Sublette County and Eiden Construction, LLC. It was moved by Commissioner Vickrey, seconded by Commissioner Bradley to approve the settlement. Motion carried.
Clayton Melinkovich, County Attorney, presented a contract with RJA, Inc. for site planning work for a potential justice center for approval. Commissioner Bradley made a motion to approve the contract, Commissioner Stephens seconded the motion. Motion carried.
Commissioner Noble made a motion to approve signature by Commissioner White on the Historic Preservation Board grant. Commissioner Stephens seconded the motion. Motion carried.
Melinkovich presented a Term Extension for Contract of Services with the State of Wyoming and University of Wyoming Survey & Analysis Center. Commissioner Noble made a motion to approve the extension, Commissioner Bradley seconded the motion. Motion carried.
Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii) – litigation. Commissioner Vickrey seconded the motion. Motion carried.
The Board reconvened open session with no action resulting from the Executive Session.

Emily Paravicini, County Treasurer, along with Paul Ulrich and Ashly Wolicki, representing Jonah Energy, discussed a ten-year repayment proposal from Jonah Energy. After discussion, Chairman White instructed the group to consult with the County Attorney’s office to draft a contract reflecting the 10-year proposal.
Paravicini reviewed the Property Tax refund program with the Board.

Any interested party is entitled to appear and be heard by the Commission at the time and date listed above. Protests to applications shall be in writing and filed with the State Oil and Gas Supervisor at least three (3) business days prior to the date of hearing pursuant to Wyoming Oil & Gas Conservation Commission Rules & Regulations, Chapter 5, Section 11 and Chapter 5, Section 26.
Pursuant to Chapter 5, Section 12 of the Wyoming Oil & Gas Conservation Commission Rules & Regulations, the written protest must state the grounds of the protest and include information and evidence to demonstrate that: (a) the protestant is a party entitled to notice or relief under Wyo. NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revise Rule 3 to provide for updated provisions regarding liability for damages, as more fully described below:
1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
2. On October 24, 2023, the Company filed an Application requesting authority to revise Electric Service Rule 3 to update provisions regarding liability for atypical damages.
3. Specifically, RMP seeks authority to limit damages to actual damages arising from providing electric services and to exclude atypical damages such as special, noneconomic, punitive, incidental, indirect, or consequential damages. RMP’s Application states that to ensure reasonable rates and services, and financial backing to support operations, limitation of liability provisions is necessary.
4. This is not a complete description of RMP’s Application. Interested persons may inspect the Application at RMP’s Wyoming offices or website at: https://www.rockymountainpower.net/about/rates-regulation/wyoming-regulatory-filings.html. 1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase rates to recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Tuesday, December 19, 2023, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. WYO. STAT. §§ 37-l-101(a)(vi)(C) and 37-2-112.
3. On April 17, 2023, RMP filed an Application requesting authority to revise rates pursuant to two different rate schedules. The Company proposes to increase its Tariff Schedule 95 Energy Cost Adjustment Mechanism (ECAM) rates by approximately $50.3 million to recover deferred NPC. The Company also proposes to decrease its Tariff Schedule 93 REC and SO2 Revenue Adjustment Mechanism (RRA) rates by approximately $1.5 million to account for sales of RECs and SO2 emission allowances.
4. Wyoming Industrial Energy Consumers (WIEC) and the Public Service Consumer Advocate Staff petitioned to intervene in this matter, which the Commission granted by Orders issued on May 9th and 22nd, 2023, respectively. On June 29, 2023, the Commission granted interim approval of the proposed rates effective for usage on and after July 1, 2022, subject to further review, refund and hearing.
5. The Commission held Public Comment hearings in Rock Springs, Casper, Riverton, Laramie and Casper on July 17, August 24, September 18, September 25 and October 12, 2023, respectively.
