Construction Manager at Risk Services for the Sublette County School District No. 1

New Career & Technical Education Facility

Sublette County School District No. 1 is seeking proposals from qualified construction companies to participate in a Construction Manager at Risk delivery method for a new facility. The work consists of, but is not limited to, site clearing, site prep, utility installations; footings & foundations, exterior envelope of an engineered structure; interior build out of technical spaces such as Culinary, Health/Wellness, Welding, Construction, Transportation, and Flex. The construction site, located south of 191 as you drive through town, is approximately 4 acres and adjoins the School Districts existing Bus Maintenance and Storage Facility. The new facility is currently planned to be approximately 20,000 square feet.

Proposals will be received at the office of the Director of Operations, Jeryl Fluckiger, Sublette County School District No. 1, 665 North Tyler Avenue, Pinedale, WY 82941 until 3:00 PM, on October 25th, 2024. Submittals will not be accepted after this date and time under any circumstances. Sublette County School District No. 1 reserves the right to reject any and all proposals at its sole discretion. Project Description:

Sublette County School District No. 1 has retained the services of Plan One/Architects and HDR, to plan and design a new Career & Technical Education Facility to provide greater opportunities to students residing within Sublette County.

Proposals will be accepted until 3:00 PM, October 25th, 2024; (5) hard copies and one (1) electronic copy of the proposal are required.

The Owner will review the submitted proposals and either select from the proposals or invite a short list of prospective CMAR’s to an interview process. If necessary, interviews may take place on November 5, 2024.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from 0.30% to 0.12% per month, and find that the costs incurred from 2022 through August 2024, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102, and the Commission’s rules regarding low-carbon portfolio standards (collectively, HB 200 requirements) were prudently incurred.

1. RMP is a division of PacifiCorp, an Oregon Corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1- 101(a)(vi)(C) and 37-2-112.

2. On October 1, 2024, RMP filed an Application to reduce the Schedule 198 rate from 0.30% to 0.12% per month on an interim basis, beginning January 1, 2025. Schedule 198 is a balancing account mechanism that tracks incremental costs to comply with HB 200 requirements, and revenues collected through a monthly carbon capture compliance surcharge that is based on forecasted costs. RMP requests the decrease as the projected approximate $1.0 million in annual revenue, in addition to the proposed Schedule 198 ending balance, would provide adequate revenue for future investigations into the economic and technical feasibility of carbon capture at Jim Bridger Units 3 and 4.

3. RMP states in its Application that Schedule 198 has collected $3.139 million in revenue and $556,103.33 in deferred costs, an over collection of $2.68 million. RMP requests that costs incurred from January 2022 through August 2024 to comply with the HB 200 requirements, totaling approximately $556,103.33, be found to be prudently incurred. These costs include consultant fees and internal travel expenses for developing and submitting the initial plan, the first update to the initial plan, and the final plan; conducting the Request for Proposals (RFP), and Request for Information (RFI) processes, review of the RFP results; and developing the Jim Bridger FEED study scope of work.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Greylock Production, LLC (CMP100730) to modify and operate the North LaBarge Shallow Unit Tract 16 Tank Battery (F006650) by routing condensate to truck loading and updating emissions, with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the condensate tanks, located in the NE1/4NW1/4 of Section 16, T27N, R113W, approximately four (4) miles north-northwest of Calpet, in Sublette County, Wyoming.  Greylock Production, LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 3.1 TPY from the baseline period and NOx emissions have decreased 5.0 TPY from the baseline period.  These reductions have been added to Greylock Production, LLC’s offset bank to use for future permitting actions.

HEARING NOTICE

Notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a Public Hearing on Monday, November 4, 2024, at 5 p.m. in the main conference room of the Pinedale Town Hall, 205 Entertainment Lane, Pinedale, WY 82941.

The purpose of the hearing is to discuss the following:

1) Pursuant to §475-303, a rezone petition submitted by NC Construction, LLC, for a proposed map amendment to a portion of the parcel currently described as T33N, R109W, SEC 4, SENW(PT), NESW(PT). (REDSTONE REFERENCE PARCEL X) and proposed to be described as Par Avenue Second Addition, from current zoning of R-2 to a proposed zoning of R-4.

2) Pursuant to §400-22, a subdivision application submitted by NC Construction, LLC, for the Par Avenue Second Addition to the Town of Pinedale, Wyoming. A subdivision creating Block 1, Block 2, Block 3, and Block 4 and the creation of nine (9) lots within said Block 1.
