CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Greylock Production, LLC (CMP100730) to modify and operate the BNG 3 Tank Battery (F016956) by routing condensate to truck loading and updating emissions, with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the condensate tanks and active produced water tanks, located in the NW1/4SW1/4 of Section 28, T28N, R113W, approximately seven (7) miles north of Calpet, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 536.6 tpy and a decrease in actual NOx emissions of 142.6 tpy.  Therefore, Greylock Production, LLC has met the offset requirements for VOCs and NOx.

1. Pursuant to the Wyoming Administrative Procedure Act, Wyo. OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS

SEPTEMBER 17, 2024

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance.

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Vickrey. 

The minutes of the previous meeting held on September 3rd were approved with special note on a difference in the payroll amount due to an adjustment to the previous approved payroll for a vacation payout.  Commissioner Bradly made a motion to approve the minutes as noted, Commissioner Noble seconded the motion.  Motion carried.   

Billy Pape, Road & Bridge, updated the Board on department activities.  He presented a letter to the Board from the Department of Environmental Quality stating the Doyle property is no longer licensed as a gravel pit. 

Eric Sackett, Rio Verde Engineering, updated the Board on projects.

Hubert Morrison, Bridger-Teton National Forest, discussed options regarding the Elkhart Parking lot.  After discussion, it was decided Morrison would bring proposals with options for county matching funds or services.

Andre Irey, Maintenance, updated the Board on projects.

Bob Kladianos, Deputy Fire Warden, presented the monthly fire report. 

Kate Olsen and Cary Swain, Forest Service, met with the Board to answer questions from Commissioner Vickrey about the process requesting small timber sales. 

Janet Montgomery met with the Board to review the Guardian Ad Litem Contract.  Commissioner Noble made a motion to approve the contract. Commissioner Bradley seconded the motion.  Motion carried. 

Andrea Jean, Human Resources, met with the Board to discuss several items.  She asked direction from the Board regarding an EEOC-4 notification to employees.  The Board was agreeable to the notification.  A comp. time policy was discussed along with options for employee mental health services.  Jean was directed by the Board to get more information on both items.   

Commissioner Vickrey made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(ix).  Commissioner Stephens seconded the motion.  Motion carried. 

The Board resumed open session.  Commissioner Bradley made a motion to make an exception to the current policy of a maximum of 40 physical therapy sessions to be covered by health insurance and to pay claims for an employee that had previously not been approved by insurance.  Commissioner Stephens seconded the motion.  Motion carried with Commissioner Noble abstaining from voting. 

Commissioner Bradley made a motion to increase the number of visits allowed by health insurance for physical therapy from 40 sessions to 60 sessions.  Commissioner Noble seconded the motion.  Motion carried.

Commissioner Noble made a motion to approve a letter to the State Lands and Investment Board supporting the Hospital Board’s application for $350,000 for a new ambulance.  Commissioner Vickrey seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, updated the Board on department activities. 

Accounts Payable was approved on motion by Commissioner Noble, seconded by Commissioner Bradley.  Motion carried.

Commissioner Noble made a motion to approve a Catering Permit for Boulder Store for a Wedding at the Daniel Schoolhouse.  Commissioner Bradley seconded the motion.  Motion carried.

Laila Illoway, County Assessor, presented the following tax corrections:  Evolution Petroleum Corp in the amount of -$393.60; Mustang Resources, LLC in the amount of -$685.57.  Commissioner Noble made a motion to approve the corrections.  Commissioner Vickrey seconded the motion.  Motion carried. 

Commissioner Noble made a motion to approve the following tax corrections from Urban Oil & Gas Group, LLC in the amounts of:  -$16,060.68, -$17,155.94, and -$21,316.99.  Commissioner Bradley seconded the motion.  Motion carried.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS

SEPTEMBER 17, 2024

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance.

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Vickrey. 

The minutes of the previous meeting held on September 3rd were approved with special note on a difference in the payroll amount due to an adjustment to the previous approved payroll for a vacation payout.  Commissioner Bradly made a motion to approve the minutes as noted, Commissioner Noble seconded the motion.  Motion carried.   

Billy Pape, Road & Bridge, updated the Board on department activities.  He presented a letter to the Board from the Department of Environmental Quality stating the Doyle property is no longer licensed as a gravel pit. 

Eric Sackett, Rio Verde Engineering, updated the Board on projects.

Hubert Morrison, Bridger-Teton National Forest, discussed options regarding the Elkhart Parking lot.  After discussion, it was decided Morrison would bring proposals with options for county matching funds or services.

Andre Irey, Maintenance, updated the Board on projects.

Bob Kladianos, Deputy Fire Warden, presented the monthly fire report. 

Kate Olsen and Cary Swain, Forest Service, met with the Board to answer questions from Commissioner Vickrey about the process requesting small timber sales. 

Janet Montgomery met with the Board to review the Guardian Ad Litem Contract.  Commissioner Noble made a motion to approve the contract. Commissioner Bradley seconded the motion.  Motion carried. 

Andrea Jean, Human Resources, met with the Board to discuss several items.  She asked direction from the Board regarding an EEOC-4 notification to employees.  The Board was agreeable to the notification.  A comp. time policy was discussed along with options for employee mental health services.  Jean was directed by the Board to get more information on both items.   

Commissioner Vickrey made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(ix).  Commissioner Stephens seconded the motion.  Motion carried. 

The Board resumed open session.  Commissioner Bradley made a motion to make an exception to the current policy of a maximum of 40 physical therapy sessions to be covered by health insurance and to pay claims for an employee that had previously not been approved by insurance.  Commissioner Stephens seconded the motion.  Motion carried with Commissioner Noble abstaining from voting. 

Commissioner Bradley made a motion to increase the number of visits allowed by health insurance for physical therapy from 40 sessions to 60 sessions.  Commissioner Noble seconded the motion.  Motion carried.

Commissioner Noble made a motion to approve a letter to the State Lands and Investment Board supporting the Hospital Board’s application for $350,000 for a new ambulance.  Commissioner Vickrey seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, updated the Board on department activities.
