CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by PureWest Resources, Inc. (CMP100826) to modify and operate the Warbonnet 11-10 PAD (F014617) by updating the equipment list, with two reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NE1/4SW1/4 of Section 10, T30N, R108W, approximately eleven (11) miles south of Boulder, in Sublette County, Wyoming. PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 5.2 TPY from the baseline period and NOx emissions have decreased 2.7 TPY from the baseline period. These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.
For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F014617 and permit number P0038030 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming. The Board of Count Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, and Carrie Long, County Clerk, present.
Chairman White led those present in the Pledge of Allegiance.
The agenda was amended on motion by Commissioner Noble, seconded by Commissioner Vickrey to remove the Guardian Ad Litem contract. Motion carried.
The minutes from the previous meeting on August 23, 2024, were approved an ordered to be filed on motion by Commissioner Bradley, seconded by Commissioner Stephens.
Billy Pape, Road & Bridge, updated the Board on Road & Bridge, Waste Management, and Recycling Activities. He stated the watering system had inadvertently been turned off at the golf course, but the issue had been addressed. He also stated the roof at the Club House had been damaged during the recent windstorm and he is getting estimates for repair.
Mike Jackson, Rio Verde Engineering, updated the Board on projects.
Kevin Mitchell, Town of Pinedale, requested the Town be allowed to purchase a county owned 2004 Chevrolet Suburban for $3000. Commissioner Noble made a motion to approve the purchase. Commissioner Bradley seconded the motion. Motion carried.

Commissioner Bradley made a motion to approve payroll, in the amount of $1,260,588.28. Commissioner Noble seconded the motion. Motion carried.
A Surety Bond for Ashley Jones, Clerk/Town of Marbleton, was approved on motion by Commissioner Noble, seconded by Commissioner Bradley.
Andre Irey, Maintenance, updated the Board on department activities. He asked for direction regarding older trees on county property. The general direction from the Board was to leave the trees unless they have damage. Irey also asked for direction regarding hiring a position with an overlap from the retiring position for training purposes. The Board was agreeable to the overlap of personnel in this instance.
Laila Illoway, Assessor, presented a tax roll correction in the amount of -$25.24 from GPO Operations, LLC. Commissioner Bradley made a motion to approve the correction. Commissioner Stephens seconded the motion. Motion carried.
Chairman White presented two letters to the Board on behalf of the Hospital District, confirming the existence of the Hospital Board to the State Land & Investment Board. Commissioner Noble made a motion to sign both letters. Commissioner Vickrey seconded the motion. Motion carried.
Becky Gregory, Patty Boyd, Nicole Feldman, and Stacy Jones from the Learning Center met with the Board to discuss budget funding and the Board’s decision process in the FY25 funding amounts.
Jeness Saxton, County Administrator, met with the Board to present 4 applicants for the open Fair Board position. The applicants were: Rachel Staley, Tess Soll, Jenna Mergl, and Cody Post. Commissioner Vickrey stated he would like to have someone on the Board from the Boulder area and nominated Cody Post. Commissioner Bradley seconded the motion. Motion carried.
Commissioner Noble made a motion to appoint Kinsey Voss to the Visitor Center Board. Commissioner Noble seconded the motion. Motion carried.
KC Lehr, Sheriff, updated the Board on staff shortages.
Dennis Fornstrom, Planning & Zoning, presented an application from Joseph Scott requesting a Partial Vacation and Replat of the Bakes Subdivision, pursuant to Chapter XII, Subchapter IV, Section 4, Vacation/Modifications to Filed Plats, of the Sublette County Zoning & Development Regulations. The request would create the Bakes Subdivision, Scott Amendment. Commissioner Noble made a motion to approve the application, Commissioner Vickrey seconded the motion. Motion carried.
Andrea Jean, Human Resources, discussed exempt employees with the Board. After discussion, the Board confirmed that the exempt employees include Jeness Saxton, Dennis Fornstrom, Billy Pape, Shad Cooper, Lisa Copeland, Andre’ Irey, Cassie Crumpton, Jay Brower, Andrea Jean, Brianne Brower, Peter Paulin, Bob Kladianos, Craig Harmon, Grant Golden, Dave Siefkes, Stephen Dunning, Damon Debernardi, and Gaston Gosar.
Rich Greenwood, Greenwood Mapping, met with the Board via Microsoft Teams to discuss the sale of the different components of Greenwood Mapping and the transition plan of each. The sale will be effective October 1, 2024.
Clayton Melinkovich, County Attorney, requested an Executive Session pursuant to W.S. 16-4-405(a)(iii) – Litigation.
Commissioner Noble made a motion to adjourn to Executive Session, Commissioner Bradley seconded the motion. Motion carried.
Open Session reconvened with no action from the Executive Session.

The Town Council of the Town of Pinedale met in regular session on Monday, August 26, 2024, in the conference room of the Pinedale Town Hall.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Dean Loftus, and Judi Boyce. Scott Kosiba, absent; excused. Those in attendance included: Sheriff KC Lehr; Janel Scurlock, representing SAFV Task Force; Aaron Seehafer, representing Rio Verde Engineering; Max Lockett; Pat & Jan Bernethy; Ed Wood, Town Attorney; Kevin Mitchell, Public Works Supervisor; and Spencer Hartman, Water-Wastewater Supervisor. Sheriff KC Lehr reported on calls for service for July 2024 and expressed his appreciation for the assistance given by Public Works employees clearing a fallen tree on Pine Street.
A contract for services presentation was given by Janel Scurlock on behalf of the SAFV Task Force.
Motion by Councilman Loftus to approve the consent agenda items as published. Seconded by Councilwoman Boyce. Motion passed 4-0. Consent agenda items approved were a Temporary Use permit application for the Pinedale High School Homecoming Parade; a Mineral Royalty Grant agreement between the State of Wyoming Office of State Lands and Investments and the Town of Pinedale for the Wastewater Treatment Facility Phase 1 Project, in the amount of $425,000; an SF-424 Application for Federal Assistance for the construction of the S GA Apron Project at Ralph Wenz Field for total federal assistance in the amount of $1,558,682, state assistance in the amount of $103,912, and a local match of $69,275; a construction contract with Teletractors, Inc. for the completion of the Pinedale I&I Reduction and Conveyance Project, in the amount of $358,605; and the purchase of a 2004 Chevrolet Suburban from Sublette County, in the amount of $3,000.
Council discussed the 2025 Wyoming Aviation Capital Improvement Plan (WACIP).
Council reviewed monthly department reports from Municipal Court, Animal Control & Municipal Code Enforcement, Public Works, Water and Wastewater, Planning and Zoning, the Airport, and Travel & Tourism.
Motion by Councilman Swafford to approve Resolution 2024-10, a Resolution amending dates in 2024 that liquor license holders within the Town of Pinedale may operate for up to twenty-four (24) hours. Seconded by Councilwoman Boyce. Motion passed 3-0-1; Councilman Loftus abstained.
Motion by Councilman Swafford to approve Resolution 2024-11, a Resolution correcting Resolution 2024-05, approving the placement of a lodging tax question on the next general election ballot, in the amount of 2%. Seconded by Councilman Loftus. Motion passed 4-0.
