The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, Joy Ufford, representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
The agenda was amended to modify the discussion regarding the equestrian center to a discussion of strategic planning and an Executive Session (W.S. 16-4-405 (a)(iii) (litigation) was added by request of County Attorney, Clayton Melinkovich. Commissioner Noble made a motion to approve the agenda, Commissioner Vickrey seconded the motion. Motion carried.
The minutes of the Budget Hearing on July 17th and the regular Commissioner meeting on July 18th were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Vickrey.
Billy Pape, Road & Bridge, updated the Board on activities. Mike Jackson, Rio Verde Engineering, also discussed the Skyline Drive construction and the possibility of damage to the existing road. Gary Hayward, Forest Service, added discussion regarding the white bark pine and the impact of its presence on the continued construction of the road.
Hubert Morrison, Forest Service, and Gary Hayward discussed the planned construction of the Upper Green River Road and Union Pass.
Andre Irey, Maintenance, discussed the proposed replacement of cement at Shelter Park. Chairman White questioned Irey about replacing the cement and still having the tree roots heave and crack the cement. It was suggested by Commissioner Bradley to remove the two trees that cause the problem. The rest of the Board concurred.
Irey stated the Fairgrounds roof is still an issue and has turned the discussion with the builder over to the County Attorney’s office.
Abram Pearce, Town of Pinedale, met with the Board to review contracts.
• It was moved by Commissioner Noble, seconded by Commissioner Vickrey to approve the MOU giving the Town of Pinedale access to the Mt Airy Tower site. Motion carried.
• It was moved by Commissioner Noble, seconded by Commissioner Vickrey to approve the Agreement to allow the Town of Pinedale access to the Sublette Interoperable Radio System (S.I.R.S.) for communication needs. Motion carried.
John Labuda, Circuit Court Judge, met with the Board to request the appointment of Richard Stout as a Circuit Court Magistrate. Commissioner Noble made a motion to appoint Stout, Commissioner Vickrey seconded the motion. Motion carried.
Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii), Commissioner Vickrey seconded the motion. Motion carried.
Open Session reconvened with no action from the Executive Session.
Dagan Montgomery, Extension Office, presented the Annual Compensation Agreement, in the amount of $25,912.00, for the 4H Educator. Commissioner Noble made a motion to approve the agreement, Commissioner Bradley seconded the motion. Motion carried.
Commissioner Noble made a motion to approve Resolution #23-100471W adopting the Employee Handbook. Commissioner Bradley seconded the motion. Motion carried.
Jeness Saxton, County Administrator, updated the Board on recent activities. Scholarship criteria was also discussed.
Dennis Fornstrom, Planning & Zoning, presented a proposed conditional use permit application from JLC Wyoming LLC, The Little Jenny Ranch to allow for the operation of an Outfitting Business on/from property describes as the Little Jenny Ranch, located within Township 38 N., Range 112 & 113. After discussion, Commissioner Noble made a motion to approve the permit with the condition “1. If future overnight lodging structures are built for guests specific to the outfitting business, the applicant shall amend the conditional use permit.” The following findings were also included in the motion to approve:
(a) That the proposed location of the use is in accordance with the purposes of this resolution and the district in which the site is located.
(b) That the proposed location of the use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety or welfare, or materially injurious to properties or improvements in the vicinity.
Commissioner Vickrey seconded the motion. Motion carried.
Commissioner Bradley made a motion to approve a Catering Permit for the Boulder Bar for the dates of July 26 through July 30. Commissioner Noble seconded the motion. Motion carried.
Chairman White’s signature to the Pinedale Anticline Project Office (Beaver Creek Ranch Wildlife Friendly Fencing) in the amount of $70,000 was approved on motion by Commissioner Noble, seconded by Commissioner Bradley. Motion carried.
Commissioner Noble made a motion to approve payroll, Commissioner Bradley seconded the motion. Motion carried.

Laila Illoway, County Assessor, presented an abatement in the amount of -$79.22. Commissioner Bradley made a motion to approve the abatement, Commissioner Noble seconded the motion. Motion carried.
Dan Jones and members of the public discussed the Doyle Gravel Pit with the Board. Jones presented a Resolution for adoption by the Board. The Board declined to act on the Resolution. Commissioner Stephens made a motion to cease the gravel pit operation and not pursue mining operations on that property. Commissioner Bradley seconded the motion. Motion carried.
Commissioner updated on Old Business and Courthouse Security was discussed.

Sublette County School District #1 today announced its policy for free and reduced price meals for children unable to pay the full price of meals served under the National School Lunch Program, and/or School Breakfast Program. Each school office and the administration office have a copy of the policy, which may be reviewed by any interested party.
The following household size and income criteria will be used for determining eligibility. Children from households whose income is at or below the levels shown are eligible for free or reduced price meals.

Students can be eligible for free or reduced lunches and breakfasts by completing a meal benefit income application. It must include all members of the household and their income, the last four digits of the primary adult’s social security number and signature. Forms can be obtained through the school or online at linqconnect.com.
Information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year by school or other program officials. Applications may be submitted at any time during the year.
Under the provisions of the free and reduced price policy, Food Service Director will review applications and determine eligibility. Parents or guardians dissatisfied with the ruling of the official may wish to discuss the decision with the determining official on an informal basis. Parents wishing to make a formal appeal may make a request either orally or in writing to Shannon Harris Po Box 549 Pinedale WY 82941 307-367-2139 for a hearing on the decision.
If a household member becomes unemployed or if the household size increases, the household should contact the school. The household may now be eligible for benefits if the household’s income is at or below the levels shown.
The information provided by the household is confidential and will be used only for purposes of determining eligibility and verifying data unless specific written consent is given.
