Sealed BIDS are requested for work described in the Project Manual for the North Piney Cottonwood CR 23-143 Road Reconstruction Project, dated July 21, 2023, prepared by Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.

BIDS will be received by Rio Verde Engineering until 2 pm local time on Thursday, August 31st, 2023, at which time said BIDS will be opened and read aloud.

The work consists of approximately 5 miles of road reconstruction; including milling the existing asphalt, culvert replacements, placement of 71,000 CY of Pitrun, 41,500 TN of Crushed Base a 22,100 TN of Asphalt and miscellaneous appurtenances.

CONTRACTORS shall be required to accompany each bid with a BID Bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the BID.  The bond, check or bank draft shall be forfeited as liquidated damages, if the CONTRACTOR, upon the letting of the contract to him, fails to enter into the contract within ten (10) days after it is presented to him for that purpose or fails to proceed with the performance of the contract.  The BID Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved.  All the above is to be in accordance with 15-1-113 and 16-6-101 to 121, Wyoming Statutes, 2023.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, Joy Ufford, representing the Pinedale Roundup, and Carrie Long, County Clerk, present.

Chairman White led those present in the Pledge of Allegiance.

The agenda was amended to add Board of Equalization during the County Attorney time slot and to move accounts payable to the time slot with the budget transfer.  Commissioner Noble made a motion to approve the amended agenda, Commissioner Vickrey seconded the motion.  Motion carried. 

The minutes of the previous regular meeting on June 20th, were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Vickrey. 

Billy Pape, Road & Bridge, updated the board on activities.  He informed the board that the DEQ had denied the request to extend the Sheriff Department gun range and move the fire training tower to Daniel.  Chairman White requested Pape get the test results from the monitoring wells. 

Commissioner Stephens asked Pape about Road & Bridge hauling topsoil for the cemetery district.  Pape stated he had been directed by prior seated Commissioners to accommodate the request.  The consensus of the board was for Road & Bridge to continue helping the cemetery district as convenient for R&B.  Commissioner Vickrey asked about having the Hospital District give some discount to the county for medical services in exchange for their portion of the chip seal project.  Chairman White instructed Clerk Long to add the Hospital District to the next agenda for discussion regarding funding the chip seal projects.

Eric Sackett, Rio Verde Engineering, advised the board that a landowner associated with the North Piney Road project was interested in trading culverts for a ditch re-route easement.  Chairman White requested Sackett inventory the culverts to put a value on the trade. 

Ryan McGuire, M & M Disposal, discussed proposed changes at the Transfer Station.  McGuire was directed to discuss options with Billy Pape. 

Commissioner Vickrey led a discussion on a proposal to purchase the Crossfire Arena and surrounding acreage.  After discussion, County Administrator Saxton was instructed to get an appraisal and calculate costs associated with using the facility for equine events.  Commissioner Stephens said he would like public input. 

Commissioner Noble made a motion to convene as the Board of Equalization.  Commissioner Vickrey seconded the motion.  Motion carried.  County Attorney, Clayton Melinkovich informed the board that there was one tax protest.  A hearing date of September 5th was set.  Commissioner Noble made a motion to reconvene as the Board of County Commissioners.  Commissioner Vickrey seconded the motion.  Motion carried. 

In accordance with public notice published in the Pinedale Roundup on June 30, 2023, public hearing was held for the transfer of funds in the amount of $347,430.00 from the following accounts: Unanticipated General Fund Revenue, $332,430.00; Depreciation Reserve-Budget Reserve, $15,000 to supplement the following accounts:  Depreciation Reserve- County R&B Projects, $5,200; Courthouse & Maintenance – Vehicle Maintenance, $3,682.00; Capital Projects – Horse Creek Bridge, $180.00; Commissioner Consultants, $594.00; Equipment Reserve, $34,310.00; Depreciation Reserve – Fire, $157,852; Wildland Fire – Salary, $114,527.00; Wildland Fire – Equipment, $16,085; Emergency Coordinator Salary, $15,000. It was moved by Commissioner Noble, seconded by Commissioner Bradley, to approve Resolution 23-100467W.  Motion carried. 

Payroll, in the amount of $1,073,447.89, was approved on motion by Commissioner Noble, seconded by Commissioner Stephens.  Motion passed.

Accounts payable was approved as presented on motion by Commissioner Noble, seconded by Commissioner Bradley.  Motion passed.

Andre Irey, Maintenance, updated the board on activities and projects. 

The board made the following County Board Appointments: 

• Van Huffman to a 3-year term on the Museum Board on motion by Commissioner Noble, seconded by Commissioner Bradley.  Unanimous.   

• Adele Legerski to a 3-year term on the Library Board on motion by Commissioner Bradley, seconded by Commissioner Noble.  Unanimous. 

• Jessica Rice to a 3-year term on the Visitor Center Board on motion by Commissioner Noble, seconded by Commissioner Stephens.  Unanimous.

Commissioner Vickrey made a motion to appoint Pat Burroughs, Chris Lacinak to the 3-year terms on the Planning & Zoning Board and Gretchen Dale to the remainder term (10/23 – 6/30/24).  Motion died for lack of a 2nd.

Commissioner Noble made a motion to appoint Holly Roberts to the remainder term.  Commissioner Bradley seconded the motion.  Motion passed 3 to 2 with Commissioners Vickrey and Stephens voting nay.

Commissioner Vickrey made a motion to appoint Pat Burroughs to a 3-year term.  Commissioner Stephens seconded the motion.  Motion failed with Commissioners White, Noble and Bradley voting nay.

Commissioner Stephens made a motion to appoint Chris Lacinak to a 3-year term.  Commissioner Vickrey seconded the motion.  Motion passed 4 to 1 with Commissioner Noble voting nay.

Commissioner Noble made a motion to appoint Chase Harber to a 3-year term.  Commissioner Bradley seconded the motion.  Motion passed 3 to 2 with Commissioners Vickrey and Stephens voting nay. 

Clayton Melinkovich presented the following contracts for approval:  Lease agreement with the Hospital District to use the old Daniel Fire Hall with the utilities in their name.  Approved on motion by Commissioner Noble, seconded by Commissioner Bradley.  Contracts for fire protection for a duration of 2 years with Big Piney, Marbleton and Pinedale.  Approved on motion by Commissioner Noble, seconded by Commissioner Bradley. Contracts for law enforcement for each municipality for the duration of the current Sheriff’s term.  Approved on motion by Commissioner Noble, seconded by Commissioner Bradley. An agreement with the Wyoming Survey Center (FNRPA Grant) approved on motion by Commissioner Noble, seconded by Commissioner Bradley.   A contract with Jessica Western (Big Goose Creek Resolutions) for survey and data analysis approved on motion by Commission Noble, seconded by Commissioner Bradley.  A 5-year lease with Weed & Pest for use of a county building approved on motion by Commissioner Noble, seconded by Commissioner Stephens.    

Jeness Saxton, County Administrator, updated the board on activities.

Mike Henn, Soil Conservation District, met with the board to discuss the budget request regarding vehicles.  After discussion, the board tentatively agreed to 2 trucks at $65,000 each and a sport utility vehicle at $85,000. 

Michelle Humber, Sublette County Library, discussed the library policies for use and fees regarding the Lovatt Room and the public room at the Big Piney Library.

The board convened to Executive Session per W.S. 16-4-405(a)(ii) – personnel, on motion by Commissioner Noble, seconded by Commissioner Stephens.
