CHAPTER 6, SECTION 2 CONSRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by WGR Operating, LP to modify the Jonah Compressor Station by installing one (1) 33 hp GM 3.0L generator engine (ENG007) and removing one (1) 17 hp Onan LPG-3 generator engine (ENG006).  The Jonah Compressor Station is located in the SW1/4 of Section 34, T29N, R108W, approximately twenty-two (22) miles east-southeast of Big Piney, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 178.0 tpy and a decrease in actual NOx emissions of 54.6 tpy.  Therefore, WGR Operating, LP has met the offset requirements for VOCs and NOx.

Notice is hereby given that the Town of Pinedale is soliciting proposals for a Macro Cell Tower Project Design Build Contract, located in Pinedale, Wyoming. The Request for Qualifications includes an option to manage the final tower. The Request for Qualifications packages may be obtained at Town Hall or by email. The Town Council of the Town of Pinedale met in regular session on Monday, June 26, 2023, in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Tyler Swafford, Judi Boyce and Scott Kosiba. Those in attendance included: Deputy Greg Allen, representing the Sublette County Sheriff’s Office; Robert Galbreath, representing the Pinedale Roundup; Peg Weber; Jessup Wyman; Dave Harper; Ed Wood, Town Attorney; and Town employees, Abram Pearce and Chad Mitchell.  Councilman Dean Loftus; Maureen Rudnick; and Brian Gray, representing Jorgensen Associates; attended the meeting virtually.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to allow Councilman Loftus to participate in the meeting virtually.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilwoman Boyce to approve the consent agenda items with amendments.  Seconded by Councilman Swafford.  Motion passed 5-0.  Consent agenda items approved were the purchase of traffic delineators from Traffic Safety Warehouse for use on the US Highway 191/Pine Street bulbout trial, in an amount not to exceed $5,000; the ARPA Grant Agreement LG-1184 with the State of Wyoming State Loan and Investment Board, in the amount of $452,659; award of the 205 Entertainment Lane fire safety system upgrade to APi System Integrators, in the amount of $28,340; the waiver of bulk water fees for Sage and Snow Garden Club for the purpose of providing water for the flower barrels; the participation of the Town of Pinedale in the State of Wyoming Master Agreement with Fisher Scientific Co., LLC, for laboratory equipment and supplies; award of park mosquito fogging to Acme Pest Control for the summer of 2023, in the amount of $1838 for two applications; the renewal of all current insurance policies as quoted from Tegeler and Associates, in an amount not to exceed $113,000.

Motion by Councilwoman Boyce to approve the Mayor’s appointment of Jessup Wyman to the Pinedale Park and Tree Board until June 30, 2025.  Seconded by Councilman Loftus.  Motion passed 5-0.

Motion by Councilman Kosiba to approve the Mayor’s reappointment of Ryan Wells to the Pinedale Planning and Zoning Commission until June 30, 2026.  Seconded by Councilman Swafford.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the Memorandum of Understanding between the Town of Pinedale and Sublette County for access to the Mt. Airy tower site, BLM Lease Number WYW 143071.  Seconded by Councilman Kosiba.  Motion passed 5-0.

Motion by Councilman Swafford to approve the Sublette Interoperable Radio System (SIRS) participation agreement with Sublette County, in effect until June 30, 2025.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Council reviewed monthly department reports from Municipal Court, Animal Control & Municipal Code Enforcement, Public Works, Water and Wastewater, Planning and Zoning, and the Airport.

Motion by Councilwoman Boyce to approve Ordinance 705, on first read, the third amended Annual Appropriation Ordinance for the fiscal year ending June 30, 2023.  Seconded by Councilman Swafford.  Motion passed 5-0.
