WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of June 19, 2023 being the total sum of $95,125.99, plus interest, costs expended, late charges, and attorneys' fees accruing thereafter through the date of sale;

WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;

The Pinedale Inflow and Infiltration Reduction and Storm Water Conveyance Project

Notice is hereby given that the Town of Pinedale is soliciting Statements of Qualifications for engineering services for the Pinedale Inflow and Infiltration Reduction and Storm Water Conveyance Project in Pinedale, Wyoming. The project is to provide engineering services for the evaluation, design, and construction of a storm water conveyance system, diverting water away from the Town of Pinedale sanitary sewer collection system and conveying runoff water to Pine Creek. The Request for Qualifications packages may be obtained at Town Hall or by email. Per §400-23, notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a public hearing on Tuesday, July 18, 2023, at 5:30 p.m. in the Lovatt Room of the Sublette County Library, 155 S Tyler Ave., Pinedale, WY 82941.

The purpose of the hearing is to discuss the following:

1) A subdivision application submitted by Rio Verde Engineering on behalf of Casey Dauwen, Hat Creek Land Co, LLC., regarding Crosswinds Lot Division,  Lot 2.

Be it resolved by the Board of Directors of the BOULDER MOSQUITO IMPROVEMENT DISTRICT that it intends to order improvements to be paid for by special assessment, specified as follows:

1. The improvement proposed is to abate mosquito nuisance in the Boulder Mosquito District.

2. The improvement proposed is to extend over the area of the Boulder Mosquito District.

3. The probable cost will be $100.00 per landowner plus $3.00 per acre as Estimated by the Board of Directors based on actual expenses in Previous years.

4. The assessment will be for $25,405.00 and will be assessed on each Residence within the district.

5. The assessment will be paid at the same time and in the same manner as Sublette Cou8nty property taxes for 2023.

Notice is hereby given that a public hearing on the proposed budget for Sublette County School District Number Nine for the fiscal year ending June 30, 2024, which is now being considered by the Board of Trustees of Sublette County School District Number Nine, will be held in Big Piney, Wyoming on the 18th day of July, 2023 at seven o’clock pm at which time any and all persons interested may appear and be heard respecting such budget.

In addition to the statutorily mandated school levies, the Board of Trustees will consider the levying of one-half (.5) mill for Western Sublette Nine B.O.C.E.S as permitted under Wyoming Statute 21-20-109(a). The Board of Trustees will also consider the levying of one (1) recreation mill for the Sublette Nine Recreation Board expenditures as permitted under Wyoming Statute 18-9-201. These mill levy rates were in effect during the 2022-2023 fiscal year and do not represent an increase in the tax rate for the ensuing 2023-2024 fiscal year.

The hearing will be held in the school district’s Board Room in the Fine Arts Administration Building located at 115 South Nichols Street, Big Piney, Wyoming.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, Cali O’Hare representing the Pinedale Roundup (via Teams) and Carrie Long, County Clerk present. 

Chairman White led those present in the Pledge of Allegiance. 

The agenda was amended on motion by Commissioner Noble, to add the used equipment sale to old business and an Executive Session by request of the County Attorney, Clayton Melinkovich, at 11:00.  Commissioner Bradley seconded the motion.  Motion carried. 

The minutes from the budget discussions on June 7, 8 and 9 were approved on motion by Commissioner Vickrey, seconded by Commissioner Stephens.  Motion carried. 

The minutes of the previous regular meeting on June 6th, were approved and ordered filed on motion by Commissioner Noble, seconded by Commissioner Stephens. 

Billy Pape, Road & Bridge, updated the board on activities.  He discussed bids he received for the proposed shop at Waste Management.  The board instructed Clerk Long to leave the requested amount in the upcoming budget. 

Mike Jackson, Rio Verde Engineering, and Scott Cheeney, representing the Golf Committee, discussed options regarding water pond improvements and maintenance. Jackson stated he could give better estimates if he could visit the site and take measurements.  The board agreed to this proposal with the understanding the fees would be paid out of road & bridge engineering budget.

The board also discussed options for expanding the indoor work area for golf cart maintenance other than building a new shop with a restroom.  The board requested Cheeney look at 3 different options and bring back estimates.

Andre Irey, Maintenance, updated the board on projects.  He stated the Marbleton Senior center remodel is almost complete, the SAFV house repair is finished, and Circuit Court hallway repair will start later in the week. 

Shad Cooper, Unified Fire, updated the board on Fire Department activities and Recruit Academy #9.  He thanked Chairman White for speaking at the graduation. 

Commissioner Bradley said he had been speaking with the Big Piney / Marbleton Airport Board regarding a trade of 80 acres of land in exchange for county funding of a new building.  County Attorney, Clayton Melinkovich, will update the board after discussing with BLM and the board’s attorney. 

Peter Paulin, Visitor Center, updated the board on recent activities. 

Toni David, representing the Green River Valley Museum, presented a proposal to prepare the roof of the Old Texaco in Big Piney with Expandothane Seamless roofing in the amount of $39,000.  Chairman White requested Clerk Long add the amount to the museum’s proposed budget request. 

Clayton Melinkovich, County Attorney, presented contracts for approval.  Commissioner Bradley made a motion to approve the annual contract with Greenwood Mapping.  Commissioner Noble seconded the motion.  Motion carried. Commissioner Noble made a motion to approve the contract with Rich Stem for $20,000 using a FNRPA grant and 20% county match.  Commissioner Stephens seconded the motion.  Motion carried.  Commissioner Noble made a motion to approve the golf cart lease with Yamaha Financial Services, Commissioner Vickrey seconded the motion.  Motion carried. 

Resolution No. 23-100465W, MASA Life Flight Insurance, was passed on motion by Commissioner Noble, seconded by Commissioner Stephens.  Motion carried.

Resolution No. 23-100466W, VSP Vision Care, was passed on motion by Commissioner Bradley, seconded by Commissioner Noble.  Motion carried. 

Adrian Kowalski, Deputy County Attorney, presented contracts for approval.  Commissioner Noble made a motion to approve a lease for office space at the Visitor Center with Friends of Bridger Teton in the amount of $50 per month.  Commissioner Bradley amended the motion to $100 per month, Commissioner Noble was favorable to the amendment.  Motion carried 4 to 1 with Commissioner Vickrey voting nay. 

The lease for Mallards with Jason and Elizabeth McDonald was approved on motion by Commissioner Noble, seconded by Commissioner Bradley.

The contract with Jeremy Christiansen as pro-shop manager was approved on motion by Commissioner Bradley, seconded by Commissioner Noble. 

The contract with Jeremy Christiansen as golf course manager was approved on motion by Commissioner Vickrey, seconded by Commissioner Noble. 

The contract with Whiskey Rock Planning & Consulting to review the Planning & Zoning regulations was approved on motion by Commissioner Bradley, seconded by Commissioner Noble.

Mary Lankford read a summary of the Centennial Committee activities and thanked the board for the opportunity to serve on the committee. 

It was moved by Commissioner Noble, seconded by Commissioner Bradley to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii).

The board resumed open session.  Commissioner Noble made a motion to give the County Attorney’s office authority to resolve the Black Diamond Bankruptcy.  Commissioner Vickrey seconded the motion.  Motion carried.

Peter Stinchcomb, WYDOT, updated the board on the State Transportation Improvement Plan.
