The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, Joy Ufford representing the Pinedale Roundup and Carrie Long, County Clerk, present. 

The agenda was amended to include a request for an appointment of special prosecutor and approved on motion by Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried. 

The minutes of the previous meeting on May 16th were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Stephens.  Motion carried. 

Billy Pape, Road & Bridge, updated the board on activities. 

Eric Sackett, Rio Verde Engineering, presented the crushing bid from Hughes Enterprise for the North Piney project and recommended the board accept the bid.  Commissioner Bradley stated that he had looked at the airport portion of the project and did not believe it should be included in the project.  Sackett was instructed to remove that portion of the project.  Commissioner Noble made a motion to accept the bid from Hughes Enterprise.  Commissioner Stephens seconded the motion.  Motion carried. 

Sandy Wright, representing the Redstone Upper Green River Improvement District discussed the Green River Bridge with the board.  Commissioner Noble agreed to follow up with the Department of Transportation regarding unanswered questions. 

Andre Irey updated the board on building projects. 

Scott Cheney, Golf Board, and Mike Jackson, Rio Verde Engineering, discussed proposals for the stabilization of the pond at the golf course.  Commissioner White instructed Clerk Long to add the proposal to the Capital Budget for consideration for FY24. 

Mike Henn, Soil Conservation, discussed projects and activities with the board. 

Clayton Melinkovich, County Attorney, requestioned approval of appointment of a special prosecutor, Daniel Erramouspe (Sweetwater County Attorney) to prosecute a Game & Fish violation involving Sweetwater and Sublette Counties.  Commissioner Bradley made a motion to approve the appointment.  Commissioner Noble seconded the motion.  Motion carried. 

Melinkovich presented a contract with Premier Site Development for repairs to the Commercial Building at the Fairgrounds in the amount of $82,042.  Commissioner Noble made a motion to approve the contract, Commissioner Vickrey seconded the motion.  Motion carried. 

Jay Brower, Fairgrounds, presented a modification to the approved bid in the amount of $$7,810.00.  Approved on motion by Commissioner Bradley, seconded by Commissioner Vickrey.  Motion carried. 

Jeness Saxton, County Administrator, updated the board on activities.  She also presented the scholarship renewal applicant, Zane Hayward, for approval.  Commissioner Noble made a motion to approve the renewal, Commissioner Vickrey seconded the motion.  Motion carried.

It was moved by Commissioner Bradley, seconded by Commissioner Noble to approve a catering permit for Boulder Store & Pub for an event at the Fairgrounds on 6/10/23.  Motion carried. 

Commissioner Bradley made a motion to approve a catering permit for Country Lane Liquor for a wedding on 7/29/23 at 29 Sled Runner Rd.  Motion carried. 

Tax Roll corrections for Wexpro Company in the amount of -$13,258.56 and -$716.88 were approved on motion by Commissioner Noble, seconded by Commissioner Bradley.  Motion carried. 

Commissioners updated on old business and adjourned for lunch.

The board reconvened at 1:00 for budget discussions.  Andrea Jean, Human Resources, discussed proposed changes to the pay scale.  Billy Pape reviewed budget proposals for Road and Bridge, Waste Management, Transfer Station, and Recycling.

Pinedale At-Large Trustee Seat

• This vacancy is for an At-Large Trustee seat with Sublette County School District #1 and the appointment will be to fill the vacancy until the next general election in November 2024. Residency within the Pinedale Trustee Area may be verified with the County Clerk’s Office.

• Candidates must submit a letter of interest to the Superintendent’s Office no later than July 12.

• Based on the number of candidates, interviews with the Board of Trustees will be held on July 19, 2023, with the times to be determined. The appointment will be made following the interviews during the July 19th Board Meeting.
