The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton (via Teams Meeting), Clayton Melinkovich, Joy Ufford (via Teams Meeting) representing the Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance. 

The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Stephens.

The minutes from the previous meeting on January 2, 2024, were approved and ordered filed on motion by Commissioner Noble, seconded by Commissioner Vickrey. 

Billy Pape, Road & Bridge, updated the Board on department activities.  Members of Mainstreet Pinedale requested Pape haul snow for the winter carnival.  The Board had no issue with the request. 

Commissioner Vickrey requested Pape stop putting salt in the sand to combat winter ice.  Pape stated he would prefer not to use the salt and sand mixture and would rather use a product called Ice Slicer.  The Board directed Pape to use the product and the amount he felt was necessary to prevent vehicles from sliding off the road. 

Andre Irey, Maintenance, updated the Board on department activities.  Audrey and Clayton Wallace were also present to discuss parking issues on Mill Street.  They requested the county not use public parking across from their business as storage for county vehicles.  The Board directed Irey to remove 3 or 4 of the 8 vehicles currently stored on Mill Street. 

Shad Cooper, Fire Warden, reviewed the 2023 Annual Report with the Board. 

Dagan Montgomery, Extension Office, updated the Board on 4H activities as well as agricultural and natural resources activities. 

Dennis Fornstrom, Planning & Zoning, presented an application from JLC Wyoming, LLC and Faith Hamlin for a Conditional Use Permit to allow for a Special Events Permit to host the 2nd Annual Skijor Race at the Little Jenny Ranch located at 332 Dell Creek 23-114.  Commissioner Noble made a motion to approve the permit, Commissioner Vickrey seconded the motion.  Motion carried. 

Lindsey Bond, Dr. Dave Burnett, Kari Dewitt, Dawn Walker, and attorney (Lena via Teams Meeting) met with the Board to update on construction and the Sublette Center merger. Commissioner Vickrey made a motion to fully cease monthly payments in the amount of $35,150.00 to the Sublette County Hospital District supporting the Sublette Center effective June 30, 2024. Commissioner Stephens seconded the motion.  Motion failed 2 to 3 with Commissioners Vickrey and Stephens voting yes and Commissioners Noble, White and Bradley voting nay.   

Resolution No. 24-100477W was signed by the members of the Board.   

Clayton Melinkovich, County Attorney, presented the Doyle Property Lease to the Board for signature.  Commissioner Vickrey made a motion to approve the signature by Chairman White, Commissioner Noble seconded the motion.  Motion carried. 

Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii) – Litigation.  Commissioner Vickrey seconded the motion.  Motion carried. 

The Board reconvened Open Session with no action from the Executive Session. 

Andrea Jean, Human Resources, reported to the Board that she had received one application for the position of County Health Officer: Dr. Brendon Fitzsimmons.  Commissioner Bradley made a motion to appoint Dr. Fitzsimmons to the position.  Commissioner Stephens seconded the motion.  Motion carried. 

Jeness Saxton, County Administrator, updated the Board on department activities.

Commissioner Noble made a motion to approve accounts payable.  Commissioner Bradley seconded the motion.  Motion carried.

Public Comment:  Joy Ufford informed the Board they could not be heard on the Teams Meeting.

A special formation election shall be held on Tuesday, May 7, 2024, for the formation of the DANIEL MOSQUITO ABATEMENT DISTRICT and to elect three directors of the proposed district.  The election will be conducted by mail ballot.  Ballots will be sent from the County Clerk’s Office by April 22, 2024.

The purpose of the proposed formation will be to provide mosquito abatement.

A qualified voter is a person, who is an owner of land in the proposed formation, or a qualified elector, including any corporation, partnership or association owning land in the district, provided the individual who casts the vote for a corporation, partnership or association presents written authorization to vote for the corporation, partnership, or association.  No person is a qualified voter who is under eighteen (18) years of age, a mentally incompetent person, or who has been convicted of a felony and his civil rights have not been restored.

1. The annual election for one district Director will be held Tuesday May 7, 2024.  As required in W.S. 22-29-116 (b) a polling place will be provided at the St Hubert Church in Bondurant from 1 pm to 6 pm.

You are hereby notified that, on 1/___/24, the estate of the above named decedent was admitted to probate by the above named court, and that JOHN A. SULENTA was appointed Personal Representative thereof.

Notice is further given that all persons indebted to the decedent or to his Estate are requested to make immediate payment to the undersigned at JOHN A. SULENTA c/o Wood Law Office P.O. Box 130, Pinedale, Wyoming 82941.

WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) dated August 07, 2008, executed and delivered by Jeffrey L.  Anderson and Carrie L. Anderson to Beneficial Wyoming Inc. and a real estate mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by Jeffrey L.  Anderson and Carrie L.
