Notice is hereby given that Sublette County School District No. 9 has issued a Request for Proposal (“RFP”) from firms/individuals for Design Services in support of Big Piney Middle School Boiler Replacement (“the Project”).

The RFP materials, project information, contract documents, and other important information, will be available by emailing Amy Anschutz at aanschutz@sublette9.org, the District link https://www.sublette9.org/departments/business-office/bidproject-information or download by visiting the SFD website:

A pre-proposal mandatory conference will be held on January  31, 2024 to review existing boiler and site conditions.  All submitted Proposals shall be sealed and must be received by Sublette County School District No. 9, at 115 S. Nichols St., Big Piney, WY 83113, no later than 5:00 pm on February  14, 2024.  Proposals may be delivered in person, via US Postal Service (PO Box 769, Big Piney, WY 83113), or via commercial parcel service (115 S. Nichols St., Big Piney, WY 83113). Proposals will not be accepted via facsimile transmission, email, or any other electronic or telephonic means. Only such Proposals that have been received by the District at the address, time, and date listed above will be considered.

Sublette County School District No. 9 reserves the right to reject any and all Proposals deemed to be not in the best interests of the School District. The School District further reserves the right to cancel or amend the RFP materials and contract documents at any time and will notify all persons requesting proposal documents accordingly.

NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion) to amortize the Energy Efficiency Services deferred account balance, resulting in a decrease of $0.01642 per Dth, effective for usage on and after January 1, 2024. The proposed change is based on customer participation in several energy efficiency programs offered by the Company.

Dominion’s proposal results in an annual decrease of $1.32 or 0.12% before taxes, for a typical residential customer using 80 Dth. However, when combined with other proposed rate changes taking effect on January 1, 2024, the net result is an increase of $10.65 or 0.98% before taxes, for a typical residential customer using 80 Dth annually. Actual bills will vary with usage.

The Town Council of the Town of Pinedale met in regular session on Monday, December 11, 2023, in the conference room of the Pinedale Town Hall.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Tyler Swafford, Dean Loftus, and Judi Boyce.  Those in attendance included: Deputy Greg Allen, representing Sublette County Sheriff’s Office; Mike Jackson, representing Rio Verde Engineering; Sam Bixler; Max Lockett; Ed Wood, Town Attorney; Abram Pearce, Director of Public Works and Riley Wilson, Airport Manager. Attending online were Councilman Scott Kosiba, Maureen Rudnick and Tesa Manning.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to allow Councilman Kosiba to attend the meeting remotely.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilman Swafford to approve the agenda as published. Seconded by Councilman Loftus.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the November 27, 2023, regular Town Council meeting minutes.  Seconded by Councilman Swafford.  Motion passed 4-0-1; Mayor Murdock abstained.

Mr. Lockett asked about Union’s fiber installation schedule; Mr. Pearce will find out.

Mr. Pearce reported that the potholes at the Senior Center had been cold patched and he has scheduled an electrician to look at the Town Hall parking lot lights.

Deputy Greg Allen reported on calls for service for November 2023.

Mike Jackson presented an update on the Orcutt Seep and discussed the next steps for the project. 

Motion by Councilman Swafford to approve the design and engineering for the Orcutt Seep Project.  Seconded by Councilwoman Boyce.  Motion passed 5-0.

Motion by Councilwoman Boyce to approve the consent agenda items as published.  Seconded by Councilman Loftus.  Motion passed 5-0.  Consent agenda items approved were the Main Street Pinedale Temporary Use permit application for the Winter Carnival Cardboard Classic to be held from 1-7 p.m. on Saturday, February 10, 2024, at Burzlander Sledding Hill and waive the fees; the purchase of grass seed and fertilizer for ground maintenance at Ralph Wenz Field from Granite Seed and Erosion Control, in an amount not to exceed $3,000; the purchase of a 20-gallon sump saver for 100LL fuel from American Environmental Aviation, in the amount of $4,050.50; the State of Wyoming Drinking Water State Revolving Fund loan agreement DW253 with the State Loan and Investment Board, in the amount of $1,258,000 and the 0.5% loan origination fee of $6,290; and the Transportation Master Plan Amendment No. 3 to the Jorgensen Associates, Inc. Professional Service Agreement amending the original contract completion date to March 15, 2024.

Motion by Councilwoman Boyce to approve the Professional Service Agreement for Work Order 2023-03 with Ardurra Group, Inc., for the Reconstruct S GA Apron Project at Ralph Wenz Field, in the amount of $346,793.38 contingent upon receipt of grant funds from the Federal Aviation Administration.  Seconded by Councilman Swafford.  Motion passed 5-0. 

Motion by Councilman Swafford to approve the application for federal assistance to the Federal Aviation Administration for the Reconstruct S GA Apron Project.  Seconded by Councilman Loftus.  Motion passed 5-0.

Council discussed an annual hangar lease rate increase.

Motion by Councilwoman Boyce to approve Resolution 2023-16, a Resolution setting rates and fees for use of the airport, Ralph Wenz Field, for the Town of Pinedale.  Seconded by Councilman Swafford.  Motion passed 5-0.

Ms. Rudnick presented the unaudited quarterly financial report.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for a Deferred Accounting Order to record a regulatory asset associated with incremental costs related to third-party liability in excess of $10 million dollars, as more fully described below:

1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

2. On December 18, 2023, pursuant to Wyoming Statutes §§ 37-2-112 and 37-2-115, the Company filed an Application requesting the Commission issue a Deferred Accounting Order to record and defer a regulatory asset associated with incremental costs from increased premiums for third-party liability insurance, specifically wildfires. The deferral is for possible future recovery of costs.

3. RMP states wildfire liability risk, like that associated with the third party claims from the September 2020 Oregon wildfires, are impacting the commercial insurance markets resulting in increased premiums. RMP additionally states that insurance is a required and prudent business expense. The costs identified, accounted for, and tracked are the total-Company insurance coverage costs that exceed the Company’s $10 million allocated costs included in the approved rate tariff.

4. RMP is not currently seeking recovery of these costs from customers. The requested Deferred Accounting Order, if approved, will enable the Company to seek recovery in the future. If approved, deferred costs will be recorded in Federal Energy Regulatory Commission (FERC) Account 182.3. Concurrent dockets, related to or in support of this filing, are pending review by the Commission.

5. The total amount of the potential deferral is unknown. Current liabilities are estimated at approximately $122.4 million. Deferred accounting permits the Company to track the expenses resulting from increased excess liability related insurance premiums for potential future recovery.

6. This is not a complete description of RMP’s Application. Interested persons may inspect the entire Application at RMP’s Wyoming offices and at the Commission’s offices during regular business hours or online at: https://dms.wyo.gov/external/publicusers.aspx.
