The Town Council of the Town of Pinedale met in regular session on Monday, November 27, 2023, in the Town Hall conference room.

The meeting was called to order by Mayor Pro Tem Tyler Swafford at 5 p.m. Council members present:  Judi Boyce and Dean Loftus.  Mayor Matt Murdock; absent. Those in attendance includ-ed: Patrol Lieutenant Dave Siefkes, representing the Sublette County Sheriff’s Office; Max Lock-ett; Peg Weber; Ed Wood, Town Attorney; and Abram Pearce, Director of Public Works.  Attend-ing online were Councilman Scott Kosiba; and Cali O’Hare, representing the Pinedale Roundup.

Mayor Pro Tem Swafford led those present in the Pledge of Allegiance.

Motion by Councilwoman Boyce to allow Councilman Kosiba to attend the meeting remotely.  Se-conded by Councilman Loftus.  Motion passed 3-0.

Motion by Councilman Loftus to accept the agenda as published.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilwoman Boyce to approve the minutes of the November 13, 2023, regular Town Council meeting as presented. Seconded by Councilman Loftus. Motion passed 4-0.

Ms. Weber reported that the Town Hall parking lot is not lit at night and asked about available of-fice space.

Councilman Loftus reported potholes on North Bridger Avenue.

Mayor Pro Tem Swafford declared the Public Hearing regarding the final plat of the Triangle Ad-dition, Angelovic Amendment, open at 5:05 p.m.  No written comments were received by the of-fice of the Town Clerk.

Hearing no additional comments or questions, Mayor Pro Tem Swafford closed the public hearing at 5:07 p.m.

Motion by Councilwoman Boyce to approve the final plat of the Triangle Addition, Angelovic Amendment; the vacation of Lots 3A, 4, 5 & 6(PT) and the creation of Lots 18 & 19, Block 5, Tri-angle Addition to the Town of Pinedale.  Seconded by Councilman Loftus.  Motion passed 4-0.

Patrol Lieutenant Siefkes reported on calls for service for October 2023.

Motion by Councilwoman Boyce to approve the consent agenda items as published.  Seconded by Councilman Loftus.  Motion passed 4-0.  Consent agenda items approved were the Temporary Use permit application in arrears for the Pinedale Elementary School Turkey Trot held Tuesday, No-vember 21, 2023; and ODAL light repair cost by Airside Solutions, Inc., in an amount not to ex-ceed $6,700.

Council reviewed monthly department reports from Municipal Court, Animal Control & Municipal Code Enforcement, Public Works, Water and Wastewater, Planning and Zoning, the Airport, and Travel & Tourism.

Motion by Councilman Loftus to adjourn the meeting. Seconded by Councilwoman Boyce. Motion passed 4-0. The meeting adjourned at 5:42 p.m.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In ac-cordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Divi-sion of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to mod-ify and operate the Stud Horse Butte 84-9 Central Facility (F022916) with the addition of pro-duction and equipment associated with forty-eight wells, the Stud Horse Butte 23-14, 24-14, 35-22, 39-15, 40-22, 41-15, 42-22, 43-15, 44-22, 46-15, 49-15, 51-15, 53-15, 54-15, 55-15, 56-15, 57-11, 57-15, 58-15, 59-15, 60-15, 65-15, 66-15, 67-15, 71-15, 72-15, 73-15, 75-15, 76-15, 77-15, 80-15, 81-22, 89-14, 92-15, 93-15, 93-22, 96-22, 111-15, 112X-15, 114-15, 124-15, 125-11, 200-15, 203-14A, 205-15, 223-10, 15E5 and Stud Horse Butte Rain 311-04-500H, with two re-boiler overheads condensers, two TEG flash tank separators and two common smokeless combus-tion devices to control volatile organic compound and hazardous air pollutant emissions associ-ated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NE1/4 of Section 9, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming.  Jonah Energy LLC has met the demon-stration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 12.4 TPY from the baseline period and NOx emissions have decreased 3.2 TPY from the baseline pe-riod.  These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In ac-cordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Divi-sion of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to mod-ify and operate the Stud Horse Butte 3-36 Central Facility (F012820) with the addition of pro-duction and equipment associated with three wells, the Stud Horse Butte 19-36, 29-35 and 41-35, with two reboiler overheads condensers, two TEG flash tank separators and one common smoke-less combustion device to control volatile organic compound and hazardous air pollutant emis-sions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NW1/4 of Section 36, T29N, R108W, approximately sev-enteen (17) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4278.8 tpy and a decrease in actual NOx emissions of 405.5 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

(CMP000768) to modify and operate the New Fork 11-24 (F015101) by updating the equipment list, with two reboiler overheads condensers and two smokeless com-bustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NE1/4SW1/4 of Section 24, T31N, R109W, approximately eight (8) miles south-southwest of Boulder, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstra-tion in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 848.7 tpy and a decrease in actual NOx emissions of 674.9 tpy.  Therefore, Ultra Resources, Inc. has met the offset requirements for VOCs and NOx.

(CMP000768) to modify and operate the Rainbow 13-32 PAD (F013591) by updating the equipment list, with four reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SW1/4SW1/4 of Section 32, T30N, R107W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming.  Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emis-sions are less than emissions during the baseline period.  VOC emissions have decreased 7.0 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period.  These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

You are hereby notified that Sublette County School District # 1, 665 N Tyler Ave., PO Box 549, Pinedale, Wyoming 82941, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Sublette County School District # 1 and the aforesaid Contractor of the work in connection with the Pinedale Middle School Thermal Renovations and that said Contractor is entitled to final settlement thereof.

You are further notified that upon January 24, 2024, being the 41st day after the first publication of the notice, said Sublette County School District # 1 will pay Shepard Construction Solutions, LLC, the full amount due under said contract, and in the event your claim is not filed with Sublette County School District # 1 prior to said 24th day of January 2024, same shall be waived.
