WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of November 24, 2023 being the total sum of $145,497.14, plus interest, costs expended, late charges, and attorneys' fees accruing thereafter through the date of sale;

WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;

(CMP000768) to modify and operate the Antelope 11-4 (F012188) with the removal of production equipment, with one reboiler overheads condenser and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the NE1/4SW1/4 of Section 4, T29N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming.  Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 3.4 TPY from the baseline period and NOx emissions have decreased 0.4 TPY from the baseline period.  These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, Jeness Saxton, Joy Ufford via Teams Meeting representing The Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance. 

The agenda was amended on motion by Commissioner Noble to move accounts payable to the beginning of the meeting and to move Peter Paulin to the next meeting.  Commissioner Vickrey seconded the motion.  Motion carried.

Billy Pape, Road & Bridge, updated the Board on department activities.  The Board discussed out of county dumping and issues with local haulers not declaring that they are dumping out of county material.  The Board directed the County Attorney to address the issue in the new fee schedule for the upcoming year. 

John Lund, Wyoming Game & Fish, along with Brandon Scurlock and Jill Randall, met with the Board to give an update on the migration corridor executive order identification and designation process regarding the Sublette Pronghorn. 

Shad Cooper, Fire Warden, updated the Board on department activities.  He also reviewed upcoming legislation affecting fire departments and volunteers. 

Clayton Melinkovich, County Attorney, and Paul Ulrich, representing Jonah Energy, reviewed the proposed contract regarding the payment schedule for Ad Valorem taxes.  Commissioner Noble made a motion to approve the contract as presented.  Commissioner Bradley seconded the motion.  Motion carried 3 to 2 with Commissioners Vickrey and Stephens voting nay. 

Public Hearing was held for the formation of the Daniel Improvement and Service District.  There was no public comment.  Commissioner Vickrey made a motion to move forward with the Improvement District.  Commissioner Noble seconded the motion.  Motion carried.

Commissioner Noble made a motion to approve a contract with the Department of Corrections to house inmates in the Sublette County jail.  Commissioner Vickrey seconded the motion.  Motion carried. 

Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii) – Litigation.

Open session reconvened with no action from the Executive Session.   

Jeness Saxton, County Administrator, and Mary Martin from Wyoming Extension Service, met with the Board to discuss strategic planning.  After discussion, Commissioner Noble suggested that he, Commissioner Bradley, Mary Martin, Jeness Saxton, and Robin Schambler meet in a separate meeting to determine a plan of action and timeline. 

Bonds for the Big Piney Marbleton Airport Board, Marilyn Jensen (Treasurer, Boulder Mosquito Improvement District), and Tonia Hoffman (Chairman, Hospital District) were approved on motion by Commissioner Bradley, seconded by Commissioner Bradley.  Motion carried. 

The Board reviewed the proposed Planning and Zoning regulations draft.  After discussion Chairman White suggested the document be sent to Jeremy with Whiskey Rock Consultants for review before the document is presented to the public.

You are hereby notified that Sublette County School District # 1, 665 N Tyler Ave., PO Box 549, Pinedale, Wyoming 82941, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Sublette County School District # 1 and the aforesaid Contractor of the work in connection with the Pinedale Middle School Thermal Renovations and that said Contractor is entitled to final settlement thereof.

You are further notified that upon January 24, 2024, being the 41st day after the first publication of the notice, said Sublette County School District # 1 will pay Shepard Construction Solutions, LLC, the full amount due under said contract, and in the event your claim is not filed with Sublette County School District # 1 prior to said 24th day of January 2024, same shall be waived.
