The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Sam White, Tom Noble, Doug Vickrey, Dave Stephens, Mack Bradley, Jeness Saxton, Clayton Melinkovich, Joy Ufford representing The Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman White led those present in the Pledge of Allegiance.

Commissioner Noble made a motion to approve the agenda with the addition of a second Executive Session pursuant to W.S. 16-4-405(a)(iii). Commissioner Bradley seconded the motion.  Motion carried. 

The minutes from the previous meeting on December 5 were approved and ordered filed on motion by Commissioner Bradley, seconded by Commissioner Vickrey.

Billy Pape, Road & Bridge, updated the Board on department activities.  He also presented proposed rate changes for the landfill and transfer station.  Commissioner Bradley made a motion to approve the proposed changes as presented, effective January 1, 2024.  Commissioner Stephens seconded the motion.  Motion carried.   

Shad Cooper, Fire Warden, presented the monthly fire report. 

Cassie Crumpton, Treatment Court, and Clayton Melinkovich, County Attorney, discussed Opioid funds and possible process of identifying and approving uses of the funds.  Crumpton advised the next steps would be to reach out to agencies that would meet the criteria for participation. 

Lisa Copeland, Information Technology, gave an update on the upgrades in technology and services during the last year. 

Clayton Melinkovich met with the Board to review contracts.  He also requested a raise for a staff attorney.  Commissioner Bradley made a motion to approve the raise.  Commissioner Noble seconded the motion.  Bradley then amended the motion that any future raises be discussed during budget time.  Motion carried. 

Commissioner Noble made a motion to approve the Visitor Center office leases:  Hoback Law (2 year lease at $550 per month), Chamber of Commerce (2 year lease at $470 per month), Friends of Bridger Teton (2 year lease at $650 per month), and Mainstreet Pinedale (1 year lease at $100 per month).  Commissioner Bradley seconded the motion.  Motion carried.

Commissioner Vickrey made a motion to approve the golf cart contract as presented by Melinkovich.  Commissioner Stephens seconded the motion.  Motion carried. 

Melinkovich presented an engagement letter with Rocky Mountain Appraisals for appraisal of 80 acres next to the fairgrounds.  Commissioner Stephens seconded the motion.  Motion carried.

Commissioner Noble made a motion to approve a term extension with Jessica Western, dba Big Goose Creek Resolutions, to February 29, 2024.  Commissioner Vickrey seconded the motion.  Motion carried.

Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(vii) Real Estate.  Commissioner Stephens seconded the motion.  Motion carried. 

Open session reconvened with no action from the Executive Session.

Commissioner Noble made a motion to adjourn to an additional Executive Session pursuant to W.S. 16-4-405(a)(iii) Possible Litigation.  Motion carried.

A Tax Roll Correction in the amount of -$1,711.99 for Hilcorp Energy Company was approved on motion by Commissioner Noble, seconded by Commissioner Bradley.  Motion carried.   

Jeness Saxton, County Administrator, discussed several items with the Board.  She requested direction on whether a meal would be provided for the three strategic planning meetings.  The Board directed her to include a meal. 

The upcoming Congressional Tour dates are August 4 through 7th.  The Board discussed changing the Commission meeting date for August to accommodate Commissioner participation of the tour. 

Andrea Jean, Human Resources, updated the Board on department activities.  She also requested direction from the Board on how and when they would want to conduct performance reviews of department heads. 

Commissioners updated on Old Business. 

The meeting was adjourned at 2:00 p.m.
