Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Amended Application of Rocky Mountain Power (RMP or the Company) for authority to enter and participate in the California Independent System Operator’s (CAISO) Extended Day-Ahead Market (EDAM), as more fully described below:
1. RMP is a division of PacifiCorp, an Oregon corporation engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
2. On December 30, 2024, RMP filed a “Notice” that RMP was in the process of preparing to enter and participate in the EDAM. The Company filed the “Notice” based upon a Commission directive to file an Application after discussions with the Company at open meetings held on October 10, 2024, and October 17, 2024.
3. On February 18, 2025, RMP submitted an amended filing pursuant to the provision of Commission Rule, Chapter 3, Section 21(f)(i). The Amended Application seeks Commission approval to allow RMP authority to enter and participate in the CAISO’s EDAM stating that the Company’s participation will result in certain reliability, economic and environmental benefits to its Wyoming Customers. The EDAM is an extension of CAISO’s Western Energy Imbalance Market (WEIM) RMP has participated in the WEIM since its inception in November of 2014.
4. This is not a complete description of the Application. Interested persons may inspect the Application at the Commission’s office, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17731).
5. 3. Pursuant to the Bear River Relicensing Settlement Agreement and the Paris Creek Restoration Agreement the Company plans to return flow back to Paris Creek. This results in a reduction in minimum stream flow at the nearby Grace Development to provide additional water for generation to offset a portion of the lost generation from the proposed decommissioning.

PureWest Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 3.4 TPY from the baseline period and NOx emissions have decreased 4.0 TPY from the baseline period. These reductions have been added to PureWest Resources, Inc.’s offset bank to use for future permitting actions.

The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Lynn Bernard, Doug Vickrey, Dave Stephens, Mack Bradley, Clayton Melinkovich, and Jerun Kerback, Chief Deputy Clerk, present. Sam White was absent.
Chairman Bernard led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Bradley, seconded by Commissioner Vickrey.
The minutes from the previous regular meeting held on February 18, 2025, were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner Bradley.
Billy Pape, Road & Bridge, updated the Board on department activities. Commissioner Bradley made a motion to approve the bid for the Industrial Site Extension drainage construction project to Teletractors INC. in the amount of $556,402.50, seconded by Commissioner Stephens. 4-0 Commissioners also gave permission to advertise in the papers for the cattle guard project. Updates were also given on the Fairground’s restroom plans and the bike paths.
Emily Paravicini, County Treasurer, given the ok by Commissioners to move golf course checking account to Bank of Jackson Hole.
Andre Irey, Maintenance, updated the Board on department activities.
KC Lehr, Sheriff, updated board on jail meals and need for another I.T. person.
The Board recognized the 2024-2025 Pinedale Glaciers on the State Champion Victory.
Cassie Crumpton, Treatment Court updated the Board on Leons Graduation recognition.
Peter Paulin, Visitor Center, updated the Board on department activities.

Payroll, in the amount of $1,262,285.17 was approved on motion by Commissioner Bradley, seconded by Commissioner Stephens. Motion carried.
A catering permit for Elkhorn Trading Post 3-15 to 3-16 for the skijoring event. Second catering permit for the Boulder Bar 3-1 for the Cattleman banquet. Third catering permit for the Boulder Bar 3-15 for the Heritage event. The fourth catering permit for the Boulder Bar 3-9 for the Steele Ranch Skijoring was approved on motion by Commissioner Bradley, seconded by Commissioner Stephens. Motion carried.
Laila Illoway, County Assessor, Commissioner Bradley made a motion for Frosty Hittle’s abatement in the amount of $47,285.33. Seconded by Chairman Bernard. Motion Carried
Also presented were two tax roll corrections to the Board: Greylock Production in the amount of -7237.54 and -132.35$ and Enterprise Jonah Gas Gathering in the amount of -$5,251.97. Commissioner Bradley made a motion to approve the tax roll corrections as presented. Commissioner Vickery seconded the motion. Motion carried.
Shad Cooper, Fire Warden, answered questions about storage costs at Pinedale Self Storage.

Dennis Fornstrom, Planning & Zoning, presented a conditional use permit for Little Jennie Ranch. The proposed location is in use and accordance with the resolution, and that the proposed location, use, and the conditions in which is it operated and maintained will not be detrimental to the public health, safety or welfare, or be materially injurious to properties and improvements in the vicinity. Commissioner Bradley motion to approve the conditional use permit. Commissioner Vickery seconded the motion. Motion carried. The board was also updated on the progress from Whiskey Rock Consulting on the regulations.
