HEARING

Notice is hereby given that the Town of Pinedale Planning and Zoning Commission will hold a Public Hearing on Monday, August 17, 2026, at 5:00 p.m. in the Main Conference Room of the Town Hall, located at 205 Entertainment Lane, Pinedale, WY 82941. The purpose of the public hearing is to consider the following application:

Pursuant to §160-26 of the Town Code, the Commission will consider a request for variances to allow construction of an Accessory Dwelling Unit (ADU) on the property legally described as Cooley Second Addition, Block 1, Lots 1-5. The applicant is requesting the following variances:

• Article X, R-2 Residential District, §475-67 (Yards) – A variance from the required twenty-foot (20') front yard setback.

• Article X, R-2 Residential District, §475-63 (Accessory Uses) – A variance to allow the proposed accessory structure to be located less than ten feet (10') from the existing primary structure.

The application has been submitted by Charles and Ashley Lederer for the property legally described as COOLEY SECOND ADDITION, BLOCK 1, LOTS 1-5.

All interested persons are invited to attend the public hearing and provide testimony regarding the proposed application. TO All Creditors, Heirs, Devisees and other persons interested in the Estate of Tonda Delee Russell, Deceased.

YOU, and each of you, are hereby notified that on the 23rd day of July, 2026, the Application of Andi Rae Vencill was filed in the District Court of Sublette County as Probate No. 2026-CV-0009165 requesting a Decree of Distribution of real property owned by Tonda Delee Russell, now deceased, who died on April 6, 2023.  At the time of death Tonda Delee Russell owned an interest in real property, located in Sublette County, Wyoming, described as follows; to-wit: an overriding royalty in Federal Oil and Gas Leases WYW144994, WYW144995, WYW144996, WYW0006933, WYW0006934, WYW157988, and WYW130233; and no previous record judicial determination of said decedent's heirs or right of descent and distribution of said real property interest having been had within the State of Wyoming;

IT IS HEREBY ORDERED, that the Application of Andi Rae Vencill, requesting a Decree of Distribution in the estate of Tonda Delee Russell, deceased, as filed in this Court, be and the same is hereby set for hearing at 8:30 o'clock A.M., on the 13th day of August, 2026, in the District Court Room, Sublette County Courthouse, Pinedale, Wyoming.  All interested persons in said estate and proceedings, including creditors, heirs and devisees are hereby given notice of said application and hearing, and Petitioner’s request to have Andi Rae Vencill determined as the sole heir(s) and devisee(s) of Tonda Delee Russell, and entitled to the decedent’s interest in the described property.

Also present were County Attorney Melinkovich, County Administrator Saxton, and County Clerk Rice.

Billy Pape, Road and Bridge provided updates on departmental activities. Eric Sacket, Rio Verde Engineering presented the contract with Wylie Construction for the Reardon Draw project. Commissioner Bradley moved to sign the agreement, seconded by Commissioner Vickrey. Motion carried 5-0. Mike Jackson, with Rio Verde Engineering, provided an update on the Fairgrounds project. Commissioner Stephens voiced his concern about the hours that the lessees of the Golf Course restaurant are closed. The board directed Billy to talk to the lessees and see if they are able fulfill the hours within the lease.

Andre Irey, Maintenance provided updates on departmental activities.

Assessor Illoway presented NOVCs for $2547.00, Commissioner Bradley moved to approve the NOVCs, seconded by Commissioner Vickrey. Motion carried 5-0.

Scott Cheeney presented dedication plaque ideas for the Golf Course to the board. Scott requested that Billy Pape set a large boulder at the golf course, and Scott will have a plaque made. Once those two things are done. Scott will contact the board to come out to the Golf Course to watch it be set up. Chairman Bernard moved to approve the plaque, seconded by Commissioner Bradley. Motion carried 5-0.

Mike Miller and Brian Willnecker with L3Harris gave a presentation on the County’s public safety radio system. Brian discussed the costs of a radio upgrade versus moving the radios to the county’s firewall. Commissioner White asked what the possibility of adding other counties to our infrastructure and charging them part of the price. L3Harris has three counties that are currently interested in joining Sublette radio network. Commissioner White asked if we have the funds within our FY27 budget to do the minimum upgrade and move the radios behind the county’s firewall. Craig Harmon, IT Director, explained that the county is in a good place to move the radios behind our firewall. The board was in agreeance to go the conservative route and upgrade the firewall and investigate having other counties join in cost sharing.

Board appointments for the Museum, Library, Planning & Zoning, Visitor’s Center were reviewed. Dan Holgate applied for the museum board and was interviewed by the commissioners. Commissioner Bradley moved to appoint Dan Holgate to the Museum board for a three-year term, seconded by Commissioner Stephens. Motion carried 5-0. Adele Legerski and Katie Cooper applied for the Library Board appointment. Adele was out of town but was represented by Judy Boyce from the Library. The board interviewed Katie Cooper. Commissioner Bradley moved to appoint Adele Legerski to the Library Board, seconded by Commissioner Vickrey. Motion carried 5-0. Chris Lacinic, Maike Tan, and Fran Robinson applied for the two Planning & Zoning Board seats. The board interviewed Chris and Maike, Fran was not in attendance. Commissioner Vickrey moved to appoint Chris Lacinic to the Planning & Zoning Board, seconded by Commissioner Stephens. Motion carried 5-0. Commissioner Vickrey moved to appoint Maike Tan to the Planning & Zoning Board, seconded by Commissioner Stephens. Motion carried 5-0. Mercedes Pepper applied for the open seat on the Visitor’s Center Board but could not attend the meeting. Commissioner Bradley moved to appoint Mercedes Pepper to the Visitor’s Center Board, seconded by Commissioner Vickrey. Motion carried 5-0.

Monte Bolgiano and Emi Domoto-Riley with the Rec Board, and Billy Pape with Road & Bridge discussed the plans for the bike paths. The cost to fix the paths for the Town of Pinedale to take them over is around a million dollars. The board directed Billy to get an RPF for the portion of paths within the town limits and the major repairs that need to be done on the rest of the paths. The board decided to include the million dollars that was quoted by Rio Verde in April 2026 to the FY27 budget and come up with the difference at a budget transfer if needed.

Clayton Melinkovich presented the updated lease agreement with Rendezvous Pointe. Commissioner White moved to approve the lease agreement as presented, seconded by Commissioner Vickrey. Motion carried 5-0. Clayton presented a lease agreement with Proactive. Commissioner Bradley moved to approve the lease between Proactive and Sublette County, seconded by Commissioner White. After discussion, Chairman Bernard moved to enter executive session pursuant to W.S. 16-4-405(a), seconded by Commissioner Vickery. Motion carried 5-0. After reconvening from executive session Commissioner Bradley withdrew his motion to approve the lease with Proactive. Commissioner Bradley moved to have the County Attorney pursue the purchase of county property, seconded by Commissioner Vickrey. Motion carried 3-1, Commissioner White opposed, Commissioner Stephens abstained from the vote. The board directed Clayton to change the purchase offer language in the Proactive lease to say they have until July 30th,2026 to decide to purchase. Clayton presented the easement with Rim Road with the adjustment from the Forest Service limiting the county’s liability under the governmental claims act. The board directed Clayton to contact insurance and make sure we are covered with this new easement before approving it. Clayton discussed the budget increase of about $2700 in the County Attorney’s office for FY27.

Hayley Ruland, Planning and Zoning Administrator, discussed the Union Wireless tower and explained that the discussion was tabled at the request of the applicant. Hayley presented Romack LLC change of zoning and conditional use permit request for an RV Park at 13139 US Hwy 189, Daniel WY. Mike Jackson, Rio Verde Engineering representing the applicant, answered questions from the board. Chris Lacinic, Planning & Zoning board member, gave input on the application. The applicant answered questions from the board. Commissioner White moved to approve the zoning change A1 to RS as presented by the planning and zoning office, seconded by Commissioner Stephens. Motion carried 5-0. Commissioner White moved to modify the motion to include the condition: That the zone change is conditioned on development of the property of the master plan as presented., seconded by Vickrey. Motion carried 5-0. Commissioner White requested each condition from the Planning and Zoning be discussed and voted on prior to making a motion. Commissioner White moved to approve the CUP with conditions: 1. If a future communal fire pit is anticipated, the applicant will provide the planning and zoning office and Sublette County Unified Fire with a design plan for review and approval prior to construction, seconded by Commissioner Bradley. Motion carried 5-0. 2. A formal operating plan regarding gas cooking appliances will be submitted to planning and zoning office and Sublette County Unified Fire for review and approval prior to the authorized use thereof, seconded by Commissioner Bradley. Motion carried 5-0. 3. The RV Park electrical plan will be reviewed and approved by the Wyoming Department of Fire Protection and Electrical Safety prior to construction. Once issued a copy of said approval letter will be submitted to the planning and zoning office for their records, seconded by Commissioner Bradley. Motion carried 5-0. 4. Motion carried 5-0. 5. All exterior lighting shall be dark skies friendly, seconded by Commissioner Stephens. Motion carried 5-0. 6. Guests will be required to keep their pets on leash, seconded by Commissioner Bradley. Motion carried 5-0. 7. Quiet hours will be from 10:00 PM to 7:00 AM, seconded by commissioner Bradley. Motion carried 5-0. 8. The septic hook-ups will not be used by non-overnight guests for the dumping of waste, for example there will not be a dumping station, seconded by Commissioner Bradley. Motion carried 5-0. 9. This is tied to the Master Plan, any change or modifications to the 12 sites must come back to Planning and Zoning for review outside of the plan that was provided, seconded by Commissioner Bradley. Motion carried 5-0. Commissioner Vickrey moved to require the septic be upgraded to UIC requirements, seconded by Commissioner Stephens. Motion failed 3-2, White, Bernard and Bradley opposed. Commissioner White moved to approve condition 10. The DEQ reviews the numbers on the permit through planning and zoning’s office and as long as DEQ approves the numbers being submitted, we approve the septic system, seconded by Commissioner Bradley. Motion carried 3-2, with Stephens and Vickrey opposed. Commissioner White moved to approve the conditional use permit with the 10 conditions attached as presented, seconded by Commissioner Bradley. Motion carried 4-1, Commissioner Vickrey opposed. Chris Lacinic and Holly Roberts with the Planning and Zoning Board discussed the request for qualifications for the comprehensive plan. The results are due on Monday July 13th. Commissioner Bernard moved to adjourn to executive session pursuant to W.S. 16-4-405(a)(iii), seconded by Commissioner Bradley. Motion carried 5-0. No action was taken after reconvening from executive session.

Julie Belton, Director of Mountain Sprouts Childcare and Cathleen Hyde, Committee Chair addressed the comments that were brought up about Mountain Sprouts Childcare during the budget session.

Jeness Saxton, County Administrator, gave an update on activities.

Clayton presented the revised lease agreement with Proactive. Commissioner Bradley moved to approve the lease between Sublette County and Proactive, seconded by Commissioner Vickrey. Motion carried 5-0.

Commissioner Bradley moved to approve bonds for Elizabeth Rodriguez, Sublette County and Wyatt Best, Shelter Park Improvement District, seconded by Commissioner Vickrey. Motion carried 5-0.

Clerk Rice gave the board an update on the final budget numbers and the amount moved into budget reserves. The board approved 1,003,000 to be added to FY27 for bike paths. The board kept the decision for Mountain Sprouts Childcare for now, until the sale is finalized at which time they would entertain a conversation about funding them.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) Application for Commission review and approval of its 2026-2028 Wildfire Mitigation Plan (WMP), as more fully described below:

1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

2. On July 20, 2026, RMP filed the Application requesting Commission review and approval of its 2026-2028 WMP. Prior to the enactment of Wyoming’s wildfire mitigation statutes, RMP filed an initial WMP which was approved by the Commission under Docket No. 20000-671-ER-24. However, as of July 1, 2025, all WMPs must be filed and reviewed for compliance with Wyoming Statute §§ 37-3-401 et seq. in order to be approved. A WMP outlines actions the electric utility takes to minimize the risk of wildfire and to respond to wildfire events. WMPs must include areas that may be subject to a heightened wildfire risk, a description of the standards for inspecting infrastructure and performing vegetation management, procedures for deenergizing power lines to mitigate potential wildfires, and procedures to restore service after a wildfire.

3. RMP states it has notified all municipalities, conservation districts, and counties in its service territory that the WMP has been filed with the Commission. No rate review or review of prudently incurred costs have been requested in this docket.

4. This is not a complete description of RMP’s Application. You may review the WMP at the Commission or online at: https://psc.wyo.gov/public-resources/wildfire-mitigation (enter Record No. 18211).

5. Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so, in writing, on or before August 21, 2026.
