AN ORDINANCE AMENDING THE ZONING MAP OF THE TOWN OF PINEDALE TO REFLECT THE AMENDMENT OF THE ZONING CLASSIFICATION OF PORTIONS OF CERTAIN LANDS DESCRIBED IN BOOK 1 OF PATENTS, PAGE 181, AS RECORDED IN THE OFFICE OF THE COUNTY CLERK, SUBLETTE COUNTY, WYOMING, TOWN OF PINEDALE, FROM ITS PRESENT ZONE DISTRICT CLASSIFICATION OF R-2A AND R-4 TO THE C-1 ZONE DISTRICT.
WHEREAS, the Town Council has determined that changing conditions within the Town of Pinedale support the modification of the present R-2A AND R-4 zoning on the Parcels described below, Town of Pinedale, Sublette County, Wyoming; and,

AN ORDINANCE OF THE TOWN OF PINEDALE, STATE OF WYOMING, AMENDING SECTION 160-20, TEMPORARY USE.
NOW, THEREFORE BE IT HEREBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING THAT SECTION 20 OF CHAPTER 160 OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
160-20. Temporary Use
A. General. Temporary use permits are for intense short-term activities and structures that may not otherwise be permitted on a permanent basis in the zoning district. Applications may be approved, approved with conditions or denied if the impact of the proposed event is found to materially adversely impact the health, safety or welfare of the residents of the Town. Permits may be renewed after the same consideration process as the initial permit application. A Temporary Use Permit may satisfy the Town’s temporary use approval requirements for the proposed activity; however, any separate business license, food truck permit, state license, liquor license, or other permit required by Town Code or applicable law must be obtained.
B. Permit types, general requirements, and additional information.
(1) Events/uses in public rights-of-way, commercially zoned public property, or commercially zoned private property.
(a) Special events that take place in public rights-of-way, commercially zoned public property, commercially zoned private property or require a street closure must have a temporary use permit. This provision refers to organized gatherings such as races, parades, concerts, farmers' markets, fairs and festivals or other similar events. This also includes limited storage of items during construction. Duration of such permits is limited to the event and staging period. Applicants for permits relating to events requiring street closures or limited access must provide notice to all adjacent property owners within 140 feet of the parcel prior to consideration. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate. Applications must be considered by the Town Council.
(b) The Mayor may, at their discretion, issue a permit to establish, maintain and operate a camp or a camp facility in connection with a special event. In exercising this discretion to issue a temporary permit, the Mayor may consider any facts or evidence bearing on the sanitary, health, safety and welfare conditions on the location or surrounding the area or tract of land upon which the proposed temporary camp or camp facility is to be located. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate.
(2) Itinerant merchants. Itinerant merchants are individual operations selling items for short periods of time as they pass through the area. Itinerant merchants are permitted in commercial districts only. Vendors operating as part of an approved temporary use permit may be covered under that permit upon payment of any applicable fee, and shall not be assessed separate individual vendor fees by the Town unless otherwise required by Town Code. The permit shall not exceed two weeks. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate. Applications may be approved and issued by Town staff.
(3) Food stands and food trucks. As defined in Chapter 475, food trucks and food stands may be issued permits. Food trucks and food stands participating in a permitted fair, festival, or other approved event may be covered under the event’s temporary use permit upon payment of any applicable fee, but shall still comply with Chapter 475 and any applicable business licensing requirements. As part of a fair or festival, the permit shall not exceed 120 hours. Annual permits are not valid during Rendezvous or other special events as designated by resolution. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate. Applications may be approved and issued by Town staff.
(4) Park use. Park use permits may be issued for all Town parks and fields. Permits are "reservations" for specific areas that are requested in the application. Fees for use of Town-owned electric supplies will be collected with the reservation. Itinerant merchants, food trucks, and food stands operating during a reserved park use may be permitted under the reservation permit for an additional fee and then not assessed individual fees by the Town. The permit shall not exceed 24 hours. Applications may be approved and issued by Town staff. Park rules and electrical rules must be adhered to. Failure to do so may cause the permit to be revoked.
(5) Temporary structures. "Temporary structures" refer to temporary buildings (modular) not placed on a foundation to provide office space, extra classrooms, or for security purposes. The applicant must complete a building permit application and meet those requirements as applicable. Temporary structures are not permitted in residential-zoned areas. Permits shall not exceed one year. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate. Applications must be considered by the Town Council.
(6) Construction yard and building. A temporary building or yard for construction materials and/or equipment incidental and necessary for current construction in the immediate surrounding area must have a temporary use permit. Permitted uses may not include hazardous materials storage or asphalt/concrete plants. Permits shall not exceed six months. Applications may be approved and issued by Town staff. The Town Council may approve time extensions. No permit on Town-owned property or right-of-way will be issued until the applicant has provided a certificate of insurance naming the Town as an additional insured with a waiver of subrogation for a general liability policy in the amounts of $1,000,000 per occurrence and $2,000,000 in the aggregate. Applications may be approved and issued by Town staff.
(7) Temporary nonconforming manufactured home permit. Upon application of a landowner, the Town Council may by resolution approve and issue a temporary nonconforming manufactured home permit to the landowner. Such a permit may be approved and issued only if the landowner certifies to the Town that the landowner intends to use the nonconforming manufactured home as a place of abode during the construction of a dwelling upon the property. Such a permit may be approved and issued for a maximum of 90 days. The Town Council may approve time extensions.
(8) Other uses. "Other uses" refer to any other uses not listed here that require temporary use of Town rights-of-way, parks or other properties, or short-term activities and structures that may not otherwise be permitted on a permanent basis in the zoning district. Applications must be considered by Town Council unless in an emergency may be issued by the Mayor or his designee.
C. Additional requirements.
(1) Application shall include general information required to conduct business, including contact information, property descriptions, and other such information required for the general review of the application. Include proof of event or liability insurance with an additional insured status and/or Wyoming sales tax license, permits from other agencies (i.e., WYDOT, BLM, USFS, etc.), as applicable.
(a) Including a written description describing the proposed use including number of participants, location and route of use/structures, type of restrooms, parking areas, hours of operation, duration of use, cleanup schedule, road or lane closures or activities within the ROW, safety or emergency plan, signage and other features associated with the use.
(b) A site sketch that includes the layout, dimension, and location of structures, routes, restrooms, parking, signage or other features associated with the use.
(2) Issuance. Once a completed application is received, the Town shall schedule designated applications at the next available Town Council meeting. A permit shall be issued within two days of Town Council approval. For permits staff are authorized to issue without Town Council approval, staff shall rule on the permit within five days of submittal of a completed application. Should the time periods stated for each use be inadequate for the proposed use, the Town Council may grant a longer time period where allowed by this section.
This Ordinance shall be in full force and effect from and after passage on three readings and publication according to law.

Billy Pape, Road and Bridge provided updates on departmental activities. There will be a county auction at the fairgrounds on June 27th. Eric Sackett from Rio Verde Engineering presented the Readon Draw project, and recommended approval of the bid from Wylie Construction for $307,952. Commissioner Bradley moved to award the project to Wylie Construction, seconded by Commissioner Vickrey. Motion carried 5-0. Eric requested guidance on how to proceed with the cattleguard project. The board would like Eric to move forward with proposals. Aaron Seehafer with Rio Verde Engineering presented a change to the county chip seal project. Commissioner Bradley moved to remove the alternate bid for the county chip seal project with the Town of Pinedale for $251,284, seconded by Commissioner Stephens. Motion carried 5-0. Commissioner Bradley moved to approve the county chip seal for $4,728,385, seconded by Commissioner Stephens. Motion carried 5-0. Clayton continues to work on the Rim Road easement.

Amy Crawford, Wyoming Office of Outdoor Recreation & Mountain Man Outdoor Rec Collaborative gave an update of the groups work in Sublette County.
Cassie Crumpton, Treatment Court Coordinator, gave an update on the opioid funding usage and the AcuRecovery training success. Public comment given by Leslie Hagenstein about the benefits of the AcuRecovery.
Scott Cheeny requested permission from the board to dedicate the driving range at the golf course to Mike Vargo with a sign on the corner of the range. The board requested Scott come up with examples of what he visions the sign to be and present it at a future meeting.
Clayton Melinkovich presented a resolution to adopt a portion of Meadowlark Ln. Commissioner White hadn’t reviewed the document and asked to look at it prior to a vote. Clayton informed the board that the lessees of Proactive have not given their approval of the proposed agreement yet. Clayton presented the Fremont Lake Dam operating agreement. Leslie Hagenstein educated the board about the lease of the storage rights behind the dam. Commissioner White moved to approve the agreement as presented, seconded by Commissioner Stephens. Motion carried 5-0. Commissioner White moved to go into executive session pursuant to W.S. 16-4-405(a)(iii) litigation, seconded by Commissioner Stephens. Motion carried 5-0. No action taken after reconvening into regular session. Commissioner Bradley moved to approve the contract with Leo Riley & Co. for the FY26 audit, seconded by Commissioner White. Motion carried 5-0. Commissioner Bradley moved to approve the resolution to adopt Meadow Lark Lane County Road Ext. 23-234-1, seconded by Commissioner Vickrey. Commissioner Stephens recused himself from the vote. Motion carried 3-1, Commissioner White opposed.
Laila Illoway asked for a final decision on the Aerial Photography FY27 budget $170,370 for a six-year period. The board had four in agreement to proceed with this on budget, Commissioner Vickrey opposed. Treasurer Paravicini presented excess funds from the Museum board of $56,910.19 and asked if the board wants $20,000 that was moved from the general fund in July 2026 back into the general fund before remitting the difference of $36,910.19 to the board. The board would like the funds to move back to the general fund.
Bill Ames gave public comments regarding the Mule Deer Alliance thoughts about the proposed bike trail on Skyline Drive. Bill would like to deny the proposal from the Sublette Trails Association and ask that they use the alternate route, in addition he would like the board to formulate a letter and send it to the BLM opposing this route. The board will move this conversation to the next meeting and have Jeness see when the comment period on this project ends. Commissioner White would like a detailed account from the Rec Board about the trails request.
Treasurer Paravicini informed the board that there are excess funds for the Airport Board of $35,503.00 and Library Board of $331,206.00. The board directed her to move those excess funds to the general fund. The board discussed the Sheriff’s office budget items that had been flagged during budget week. Commissioner Vickery moved to approve four vehicles, seconded by Commissioner Stephens. Motion carried 3-2, Commissioner White and Bernard opposed. The remainder of the proposed budget stayed the same. Emi Domoto-Riley presented the Rec Board budget with the $12,000 for the Special Olympics included, the board approved the change, making the new proposal $556,187.
Hayley Ruland, Planning and Zoning Administrator, discussed the comprehensive plan with a RFQ (request for qualifications). The board directed her to start the process immediately. Commissioner White moved to adjourn to executive session pursuant to W.S. 16-4-405(a)(iii), seconded by Commissioner Bradley. Motion carried 5-0. No action taken after reconvening into regular session.
The board discussed the Fire Department apparatus and command vehicle line items. The board requested that the $920,439 be taken out of the fire budget reserve at a budget transfer to pay for those two items in FY27 instead of budgeting for these purchases in the Fire Departments budget. The board asked that Fire Chief Cooper present the board with bids prior to making the purchases. Craig Harmon, IT Director, discussed the Hyperconversion Phase I from the Capital Improvements budget. Commissioner White had flagged this line during budget week, to revisit and ask the board if they were interested in including Phase II. Craig advised the board that Phase I is not advisable if the board doesn’t plan to proceed with Phase II in FY28. The board decided to proceed with only Phase I this FY. The Assessor’s budget included a $70,000 vehicle reserve. The board removed this from the budget and advised Laila that if she needs a vehicle, they will pay for it at a budget transfer. The GIS budget includes $170,370 for Aerial Photography. Commissioner White moved to authorize Laila to sign the contract, seconded by Commissioner Vickrey. Motion carried 5-0. The maintenance department budget included $70,000 for a new vehicle purchase. Commissioners Stephens, Vickrey and Bernard were not in favor of granting this request and it was removed from the budget. The board decided to remove $75,000 special prosecution from the commissioner’s budget. $543,672 for a new motor grater in Road and Bridge was discussed. Commissioners White and Bradley were for keeping it and Commissioner Vickrey, Stephens and Bernard wanted to cut it. The motor grater was removed from the budget. The Visitor’s Center Friends of the Bridger Teton Ambassador program FY27 $43,422 and FY26 $14,343 were discussed. The board approved the Visitor’s Center FY27 budget of $186,209. Commissioner White moved having representation on the board, to support the Visitors Center board in supporting the Friends of the Bridger Teton with their FY26 budget request, seconded by Commissioner Bradley. Motion carried 5-0. Commissioner White moved to remove the loader for $410,000 from the Waste Management budget, seconded by Commissioner Bradley. Motion carried 5-0. The general accounts for FICA insurance and retirement increased to $10,000,000, Veteran’s Administration decreased to $95,000, and comprehensive plan increased to $300,000. Commissioner White voted to not fund any NGO (non-governmental organizations) The board removed Mountain Sprouts Childcare $100,000 from the budget and left the remainder of the organizations as presented. The board discussed the Airport board and the way we have historically budgeted for it and Pinedale airport and decided to leave it as is for FY27. The board directed the Clerk to earmark the reserve accounts to include only restricted funds and existing accounts and remove the rest from being earmarked. Clerk Rice informed the board that $4000 needed to be added to the Clerk of Districts Courts Postage line. Commissioners Bradley and White reiterated that we want to keep the mill at 12 and not drop below. The Clerk will revaluate after the cash carryforward is figured at the beginning of July. These discissions will be finalized at the budget hearing July 20th and officially adopted at the July 21st Commissioners meeting.
Commissioner Bradley moved to approve bonds for Emiko Domoto-Riley and Daniel Mosquito Improvement District, seconded by Commissioner Vickrey. Motion carried 5-0.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for authority to update tariff Schedule 37, the Standard Rates for Avoided Cost Purchases of Power from Qualifying Facilities (Schedule 37), as more fully described below.
1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
2. On June 30, 2026, RMP filed its Application, requesting authority to update tariff Schedule 37, to conform to the partial displacement differential revenue requirement (PDDRR) approved by the Commission in Docket No. 20000-687-ET-25, use the most recently available March 31, 2026 Official Forward Price Curve (OFPC), and incorporate results from the preferred portfolio from the Company’s 2025 IRP Update filed on March 31, 2026 in Docket No. 20000-676-EA-24.
3. The proposed avoided cost rate is $52.86 per MWh, an increase of $11.21 per MWh for base load QFs. Proposed avoided cost rates for wind, fixed solar, and tracking solar QFs are $44.41 per MWh, $23.42 per MWh, and $26.27 per MWh, respectively. The Application states the higher avoided costs are primarily due to all QF types being assumed to defer market purchases, a deferred cost-effective battery storage resource included in the 2025 IRP Update, and changes in tax laws removing wind and solar as qualifying resources for production tax credits. A reduction of renewable resources to the 2025 IRP Update results in an increase in the use of more expensive resources, and therefore, higher avoided costs.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of Questar Gas Company d/b/a Enbridge Gas Wyoming’s (Enbridge or the Company) filing of its 2026-2027 Integrated Resource Plan (IRP), as more fully described below:
1. Enbridge is a division of Enbridge, Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
2. On June 15, 2026, Enbridge filed its 2026-2027 IRP requesting the Commission acknowledge and accept it for filing. The Company states the planning document supports meeting its customers’ demand and service needs will require investment in production and storage facilities for produced and purchased gas supply, transportation capacity, energy efficiency programs, environmentally responsible technologies, distribution system action plans, transmission infrastructure, and system reliability.
3. Specifically, the Enbridge 2026-2027 IRP guidelines include the intentions to produce approximately 51.2 MMDth of cost-of-service gas; purchase a balanced portfolio of gas of approximately 75.8 MMDth; execute the Distribution System Action Plan to ensure its distribution system is adequate to serve firm customers; produce the categories of cost-of-service gas as determined in the modeling exercise; monitor and manage producer imbalances and override model utilization profiles when producer-imbalance considerations dictate; maintain flexibility in purchase decisions to address actual conditions at time of purchase; review options for additional price stabilization; promote cost-effective energy-efficiency measures; contract to serve peak-hour issues and to secure needed storage and transportation capacity; review hedging practices and options to mitigate price volatility; and continue operation of an on-system LNG facility.
4. Enbridge states it engages in an annual IRP process as part of its commitment to provide safe, reliable, and affordable service. The Company assesses available resources through the utilization of a cost-minimizing linear-programming computer model and communication with regulatory agencies and interested stakeholders as part of the IRP process. Enbridge states the 2026-2027 IRP planning document is dependent on information from many sources supported by the accompanying exhibits.

Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the "Note") dated February 16, 1996, executed and delivered by Trudy A. Fry (“Mortgagor”) to United States of America, acting through the Farmers Home Administration, United States Department of Agriculture, and a real estate Mortgage (the "Mortgage") of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagor, to said Mortgagee, and which Mortgage was recorded on February 16, 1996, at Reception No. 256019, in Book 64, at Page 194 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Sublette County, Wyoming.
The Mortgage contains a power of sale which, by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued.
Written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of June 30, 2026 being the total sum of $19,668.12, plus interest, costs expended, late charges, and attorney fees accruing thereafter through the date of sale.
