To all persons, firms, or corporations who have any claim for any work done, or any material furnished to Sampson Construction CO., Inc., 1321 Wilkins Cir Casper WY 82601, for the Pinedale CTE Project.

You are hereby notified that Sublette County School District No. 1, PO BOX 549 665 North Tyler Avenue Pinedale, WY 82941, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Sublette County School District No. 1 and the aforesaid Contractor of the work in connection with the Pinedale CTE Project, and that said Contractor is entitled to final settlement therefore.

You are further notified that upon the 7th day of September, 2026, being the 41st day after the first publication of the notice, said Sublette County School District No. 1 will pay Sampson Construction Co., Inc., the full amount due under said contract, and in the event your claim is not filed with Sublette County School District No. 1 prior to said 7th day of September, 2026, same shall be waived.

This notice is given pursuant to Section 16-6-116, Wyoming Statutes, 1982.

Town of Pinedale Anaerobic Pond Covers Replacement Project Notice is hereby given that the Town of Pinedale (Town) is accepting sealed bids for the Town of Pinedale Anaerobic Pond Covers Replacement Project at its wastewater treatment facility (WWTF), 61 Pinedale South Rd., Pinedale, Wyoming.

The Work will include all necessary labor, supervision, equipment, tools, and materials for the replacement anaerobic pond covers. Work includes, but is not limited to, insulated floating covers, sand tubes, perimeter skirt for anchoring, access casing, and walkways. Work to include all associated site work related to the project including, but not limited to, HDPE membrane welding, anchor trench excavation, and backfill. The Town will remove the existing covers before the Replacement Project begins.

Bid documents may be obtained from Town Hall or by contacting abrampearce@townofpinedale.us. The Town of Pinedale will not be responsible for full or partial sets of documents, including addenda, obtained from sources other than the Town.

This project will be funded in whole or in part by the State Revolving Fund (SRF) Program. The use of American Iron and Steel (AIS) requirements as contained in Section 436 of H.R. 3547, The Consolidation Appropriations Act, 2014, and as updated and revised in America’s Water Infrastructure Act of 2018, apply. Davis-Bacon wages (29 CFR 5.5) will be required for this Contract.

The public bidding process will be followed per SRF program requirements. A non-mandatory prebid meeting will be held on Tuesday, September 1, 2026, at 2:00 PM at the Town’s Public Works Facility located at 61 Pinedale South Rd., Pinedale, Wyoming.

Sealed bids will be received at the office of the Town Clerk, Town of Pinedale, located at 205 Entertainment Lane, Pinedale, Wyoming 82941, until September 8, 2026, at 2:00 PM, at which time bids will be publicly opened and read aloud. Bids shall be delivered in accordance with the Instructions to Bidders. Any bid received after the time specified or without accompanying Bid

Guaranty, will not be considered. Questions regarding the bid documents shall be directed to Abram Pearce at (307) 367-4136 or by email to abrampearce@townofpinedale.us.

Bid opening will be public in accordance with Wyoming State Statute (W.S.) 16-6-1001(a)(iii). The Bid Security shall be a minimum of 5 percent of the bid and bonded if it exceeds $150,000 following W.S. 15-1-113(f). Contract Securities must be for 100 percent of the contract price per W.S. 15-1-113(d) & (f) and W.S. 16-6-112. Per the Materials Preference Clause pursuant to W.S. 16-6-106, preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. Pursuant to W.S. 16-6-102, a five percent preference will be granted to certified Resident Contractors. Bidders seeking this preference must submit a current Wyoming Resident Contractor Certificate issued by the Wyoming Department of Workforce Services with their bid. The contract shall be awarded to the lowest responsible certified resident bidder if their bid is not more than five percent higher than the lowest responsible nonresident bidder.

The Town of Pinedale reserves the right to reject any and all bids, to waive informalities, and to accept any bid which in its opinion best serves its interests.

Defining “homeowner” and “primary residence”; providing that no more than one exemption shall apply to a single property or be claimed by a single owner per year; requiring a homeowner to be a resident of Wyoming for at least one year and to have occupied the primary residence for at least six months of the previous tax year to qualify; requiring an initial sworn claim to be filed with the county assessor by the fourth Monday in May; providing for continuing the exemption in subsequent years through annually confirming eligibility; providing a penalty for false claims; clarifying that the exemption applies to the residential structure; and specifying applicability?

The future fiscal impact estimates are derived by using the January 2023 Consensus Revenue Estimating Group (CREG) report, estimating annual growth of 3.5% for properties in future years. This is an estimate of fiscal impact to the State of Wyoming only and does not include an estimate of any impact upon political subdivisions. The proposition references a beginning date of 2025, but if passed in 2026 the earliest applicable tax year would be 2027, with impact to the state beginning in 2028. Fiscal impact will apply to each year so long as the exemption is in place. Future impacts depend on unpredictable economic condition
