PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.28151 per dekatherm (Dth), for all General Service Small (GSS) class customers, and a rate increase to $0.05480 per Dth, for all General Service Large (GSL) class customers, effective for usage on and after November 1, 2024. The Company submitted additional applications, requesting rate changes to take effect concurrently with this filing, resulting in an overall rate decrease of $0.24408 per Dth for GSS class customers.
The proposed changes are based on the amortizations of under collected balances of $676,747.14 for GSS and $52,694.56 for GSL as of August 2024, and on a 12-month test year ending October 31, 2025. The Company’s proposal results in an annual increase of approximately $20.44 or 2.43% before taxes, for a residential customer using 80 Dth. However, when combined with other proposed rate changes taking effect on November 1, 2024, the net result is a decrease of $19.53 or 2.32% before taxes, for a residential customer using 80 Dth annually. Actual bills will vary with usage.

The Project consists of the following work: Cleaning, preparing and installing a chip seal with a flush coat (fog coat) for approximately 89,000 SY of curb and guttered streets in the town of Marbleton. Associated to this project is asphalt patch work of approximately Six tons of asphalt. The Contractor will also be required to sweep and remove all chips at the completion of the project.

DESCRIPTION OF WORK
The work includes completing the campus changeover from Medium Voltage ownership. Electrical site work to facilitate new mediumvoltage linesby RockyMountainPower {RMP}. The pathways willcontinue from junction cabinet (SC-3) installedunder phase1 and willroute through the south side of campus and out to a new service point connection (by RMP}. Multiple new junction points will beinstalled. Service laterals will come to a new utility distribution transformer for eachbuilding, also by RMP, Contractor willberesponsible for providingnew pads and vaults for each unit. Sleeves for medium voltage junctions willbe furnished by RMP but installed by this Contractor. New secondary conductors willbeprovided to new exterior service points/ distribution gear; and a new service entrance routed into each building. After service switchover, Contractor will beresponsible to disconnect and remove old transformers and medium voltage cable in their entirety. RMP will take possession of the transformers after removal. Landscaping and hard surfaces shall be repaired/ replaced to match adjacent areas as needed. As an Add Alternate price,Contractor shallremove and replace the conc:rete between Ag/Arts and the Auditorium, replace the stairs into the Auditorium, and provide new asphalt as shown.

This project includes Federal funds and is subject to the wage provisions of Federal Davis-Bacon, and related acts. Payments to the Contractor will not be made until all required documentation has been submitted and approved for the Prime contractor and all subcontractors.
Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of their competency to perform the work contemplated with the bid.
The Big Piney-Marbleton Airport Joint Powers Board reserves the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed Sixty (60) days, and accept the proposal that is in the best interest of the Big Piney-Marbleton Airport Joint Powers Board. NOTICE TO LAND OWNERS ADJACENT TO PINE CREEK CANAL NO. 1, ENLARGEMENT OF THE LEE DITCH

Dear Land Owners:
The Pine Creek Canal No. 1 Enlargement of the Lee Ditch (AKA Lee Ditch), which runs through or is adjacent to your property, is owned by the Pine Creek Ditch Association. Included in this ownership is a prescriptive easement on your property immediately adjacent to the ditch for the purposes of cleaning and maintaining the ditch. Some landowners do not understand that ditch rights extend beyond the banks of the ditch itself and construct improvements that encroach upon the easement area. This easement area extends for approximately fifty feet on each side of the bank of the ditch but may extend further where the ditch is above or on a slope. Excavation above or below the ditch which will endanger its integrity is not permissible even though such work may be more than fifty feet from the bank.
The Association does not permit encroachments onto its easement. If a landowner erects an improvement within the easement area that interferes with ditch access and cleaning, the Association must take legal action to force removal of that improvement. The Association prefers to be good neighbors and notify landowners to plan their developments such that there is no encroachment on the Lee Ditch easement.

As a reminder, removal of water by individuals without legal water rights from the ditch by various means (pumps, siphons, ditches and various pipes) is illegal. The Pine Creek Ditch Association asks you to voluntarily remove any such equipment from the ditch as soon as possible. The ditch rider will remove such conveyances if encountered.
SHELTER PARK RESIDENTS PLEASE NOTE: Pine Creek No. 1 Enlargement of the Lee Ditch is a separate entity from the Orcutt Ditch. Please check your water right documents to ascertain if you have legal authorization to remove water from the Lee Ditch that runs through or is adjacent to your land in Shelter Park.
