A Bid Guaranty in the form of a properly executed

District in the amount of not less than 5% of the
total base bid amount must accompany each
bid. The successful Bidder will be required to
execute an Agreement with the District in the
form supplied in the bidding documents, within
thirty (30) days after Notice of Award is issued.
The Notice of Award shall serve as notice the
Agreement is ready for execution. The Bid
Guaranty shall be forfeited as liquidated damages
if the Bidder fails to execute the Agreement
within thirty (30) days after such Notice
is issued, or fails to provide proper Bond or
other form of Guaranty, as approved. The Bid
Guaranty, if a Bid Bond, shall be executed by a
surety or guarantee company authorized to do
business in Wyoming. The Attorney in Fact who
executes the Bond on behalf of the surety shall
affix a certified and current copy of its Power

High Meadow Ranch Water District

Pursuant to the Wyoming Administrative
Procedure Act and the Wyoming Public Service
Commission’s (Commission) Rules, notice is
hereby given that a public hearing is scheduled
regarding Rocky Mountain Power’s (RMP of the
Company) Application, requesting authority to
change depreciation rates applicable to its depreciable
electric property. The public hearing
is set to commence on Tuesday, August 11,
2020, at 9:00 a.m., in the Commission’s hearing
room located at 2515 Warren Avenue,
Suite 300, in Cheyenne, Wyoming.
RMP is a public utility as defined in Wyo.
Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s
jurisdiction pursuant to Wyo. Stat. §
37-2-112.
On September 11, 2018, RMP filed its Application
with supporting testimony and exhibits,
requesting Commission approval of proposed
revisions to depreciation rates applicable to its
depreciable plant, effective January 1, 2021,
consistent with the Company’s updated Depreciation
Study and pursuant to Wyo. Stat.
§ 37-2-122. The Depreciation Study identifies
changes that have occurred since the Company’s
last depreciation study, measures the
effect of the changes on the recovery of presently
surviving capital and revises the capital
recovery rate.
The Wyoming Office of Consumer Advocate
(OCA), the Wyoming Industrial Energy Consumers
(WIEC) and Powder River Basin Resource
Council (PRBRC) intervened in this matter. On
April 20, 2020, RMP, the OCA and WIEC filed a
Stipulation on Depreciation Rate Changes (Stipulation),
resolving any issues remaining among
the parties. The Stipulation also outlines RMP’s
intention to reserve certain issues for proposed
ratemaking treatment in the Company’s pending
general rate case in Docket No. 20000-578-
ER-20 (Record No. 15464), filed March 2, 2020,
including: (a) the unrecovered plant balances,
decommissioning costs, and other closing
costs associated with Cholla 4; (b) Wyoming’s
allocation of coal plant balances; (c) changes to
decommissioning cost estimates; and (d) wind
repowering.

PROPOSED TEMPORARY TURBIDITY
INCREASE IN THE NEW FORK RIVER
The Wyoming Department of Environmental
Quality (WDEQ) has received a request from
the Wyoming Game and Fish Department, for
a temporary increase in turbidity in the New
Fork River near Boulder, Wyoming. The temporary
increase in turbidity is associated with
proposed stream enhancement and bank stabilization
activities.
Activity in cold water streams like the New
Fork River is normally limited to a ten (10) NTU
increase over background. Approval of this request
would allow an exceedance of this limit
for up to fifteen (15) total working days, subject
to monitoring and reporting. This activity will follow
the procedures in Chapter 1, Section 23(c)
(ii), of the WDEQ Water Quality Rules and Regulations,
which allow for temporary elevated
levels of turbidity in certain circumstances. The
applicant has applied for a U.S. Army Corps of
Engineer 404 permit for the project.

Department of Environmental Quality, Division
of Air Quality PUBLIC NOTICE: In accordance
with Chapter 6, Section 2(m) of the
Wyoming Air Quality Standards and Regulations,
notice is hereby given that the State of
Wyoming, Department of Environmental Quality,
Division of Air Quality, proposes to approve
a request by Jonah Energy LLC (CMP100053)
to modify the Jonah Federal 5-4 Central Facility
(F013509) with the addition of production and
equipment associated with seventeen wells,
the Stud Horse Butte 14-34, 15-34, 16-33, 16-
34R, 21-4, 53-34, 55-34, 66-34, 67-34, 69-34,
75-34, 77-34, 78-33, 79-33, 79-34, 80-33 and
127-33, with one reboiler overheads condenser,
one TEG flash tank separator and one common
smokeless combustion device to control
volatile organic compound and hazardous air
pollutant emissions associated with the dehydration
unit, condensate tanks, active produced
water tanks and pneumatic pumps, located in
the SW1/4SW1/4 of Section 4, T28N, R108W,
approximately nineteen (19) miles southwest
of Big Sandy, in Sublette County, Wyoming.
Jonah Energy LLC has met the demonstration
requirements under Chapter 6, Section 2(c)(ii)
for this permitting action since current emissions
are less than emissions during the baseline
period. VOC emissions have decreased
11.7 TPY from the baseline period and NOx
emissions have decreased 4.1 TPY from the
baseline period. These reductions have been
added to Jonah Energy LLC’s offset bank to
use for future permitting actions.

the permit application, the agency’s analysis,
and the public notice are available for public
inspection online at https://openair.wyo.gov,
utilizing facility ID F013509 and permit number
P0027864 under permits. Additionally, during

SW1/4SE1/4 of Section 11, T29N, R108W, approximately
fifteen (15) miles southwest of Big
Sandy, in Sublette County, Wyoming. Jonah
Energy LLC has met the demonstration requirements
under Chapter 6, Section 2(c)(ii) for this
permitting action since current emissions are
less than emissions during the baseline period.
VOC emissions have decreased 2.3 TPY from
the baseline period and NOx emissions have
decreased 1.6 TPY from the baseline period.
These reductions have been added to Jonah
Energy LLC’s offset bank to use for future permitting

NOTICE OF FINAL PAYMENT
Pursuant to W.S. § 16-6-116, notice is hereby
given that the Town of Pinedale has accepted
the work on the Ralph Wenz Field Reconstruct
N GA Apron, AIP 03-56-0021-022-2019, State
Project No. APNA43B/APNA43C, as substantially
completed according to the plans and
specifications and rules set forth in the Contract
and that HK Contractors, Inc. is entitled to
final settlement therefore. Upon the 41st day,
after the first publication of this notice, (September
2, 2020), the Town of Pinedale, under
whose direction of supervision the work has
been carried out, will pay to HK Contractors,
Inc. the full amount due under the Contract. All
persons, firms, or corporations who have any
claims for work done or materials furnished on
said public work are hereby notified that final
payment will be made to HK Contractors, Inc.
in accordance with the terms of the Contract
signed on August 14, 2019. This section does
not relieve HK Contractors, Inc. and the sureties
on their bond from any claims of work or
labor done or materials or supplies furnished in
the execution of the Contract.

Resolution
Whereas, the Board of Directors of the Redstone
Upper Green River Improvement District
met and held a public meeting at 8:00 PM on
Thursday, July 16, 2020 for the purpose of
assessing for the maintenance and repair of
bridges, roads, and fences plus administrative
expenses for the 2021 fiscal year starting July
1, 2020 through June 30, 2021.
Whereas, notice of said public hearing was
given in the Pinedale Roundup on July 10,
2020;
Now therefore be it resolved, by the Board
of Directors of the Redstone Upper Green River
Improvement District, that the annual assessment
for the road, bridge and fence maintenance
and repair plus administrative expenses
shall be as follows:
An assessment is of a rate equivalent of
0.8% (.008) of the assessed valuation.

Resolution of Intent
Be it resolved by the Board of Directors
of the Redstone Upper Green River Special
Improvement District that it intends to order
improvements to be paid for by special assessment,
specified as follows:
1. The improvement proposed is to repair
and maintain roads, bridges and perimeter
fence as needed in the Redstone Upper Green
River Special Improvement District;
2. The improvement proposed is to extend
to the Rock Creek Road and River Road areas;
3. The probable cost is based on the proposed
budget amount as estimated by the
Board of Directors;
4. The assessment will be for the equivalent
at a rate of 0.8% (.008) of the current year total
assessed valuation of each property;
5. The assessment will be paid at the same
time and in the same manner as Sublette
County property taxes for 2020;
6. The resolution authorizing such improvements
shall be considered on July 16, 2020 at
8:00 pm at 58 White Point Road, Cora, Wyoming
82925.

The Town Council of the Town of Pinedale
met in regular session on Monday, July 13,
2020 in the Lovatt Room of the Sublette County
Library.
The meeting was called to order by Mayor
Matt Murdock at 5 p.m. Council members
present: Tyler Swafford, Dean Loftus, Judi
Boyce, and Isaac Best. Those in attendance
included: Max Lockett; Brian Gray, representing
Jorgensen Associates; Holly Dabb, representing
the Pinedale Roundup; Town Employee,
Abram Pearce; and Town Attorney, Ed Wood.
Mayor Murdock led those present in the
Pledge of Allegiance.
Motion by Councilman Swafford to approve
the agenda as presented. Seconded by Councilwoman
Boyce. Motion passed 5-0.
Motion by Councilman Loftus to approve
the minutes of the June 22, 2020 regular Town
Council meeting as presented. Seconded by
Councilman Swafford. Motion passed 4-0-1.
Councilman Best abstained.
Motion by Councilwoman Boyce to approve
the minutes of the July 1, 2020 Special Town
Council meeting as amended to read motion
by Councilman Best to adjourn the meeting.

After a group discussion concerning the
drainage at the Dudley Key Fields Sports Complex
(DKFSC), Councilwoman Boyce moved
to approve Option 2 of the proposed Change
Order No. 2 to raise the soccer field 9”. Seconded
by Councilman Swafford. Motion
passed 5-0.
Motion by Councilwoman Boyce to approve
the designation of the N GA Apron project at
Ralph Wenz Field a capital improvement project
and waive the water fees for HK Contractors,
Inc. Seconded by Councilman Swafford.

Motion by Councilman Loftus to approve
the designation of the DKFSC project a capital
improvement project and waive the water fees
for Teletractors, Inc. Seconded by Councilman

the annual Dana Kepner Flexnet hosting agreement
in the amount of $11,598.68. Seconded
by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to table
approval of the annual generator maintenance
contract from Cummins in the amount
of $8,083 until the July 27, 2020 Town Council
meeting. Seconded by Councilman Loftus.
Motion passed 5-0.
After discussing a request to lower the
speed limit on Faler Avenue from 20 mph to 10
mph, Town Council, with input from the Director
of Public Works (DPW) and Town Attorney, recommended
the speed limit remain at 20 mph
on Faler Avenue but with additional signage
and crosswalk designations added, as well as
requesting more patrols by the Sheriff’s office.
In the meantime, the DPW will consult with the
Town Engineer to see if there are any other options
to address resident concerns and revisit
at the August 10, 2020 Town Council meeting.
Motion by Councilwoman Boyce to approve
the lease assignment of airport hangar lot number
5 from Flying M, LLC to the Mecham Trust.
Seconded by Councilman Swafford. Motion
passed 5-0.
Motion by Councilman Loftus to approve
the Mayor’s appointment of Ryan Wells to the
Pinedale Planning and Zoning Commission.
Seconded by Councilman Swafford. Motion

as a voting member and John Paravicini as a
non-voting member to the Pinedale Park and

Code, to include the authority to sign within
all motions to approve actions or contracts.

Ordinance 670; on second read, amending
Section 114-6 of the Pinedale Municipal Code,
to remove the language addressing underage
persons in premises holding a Town liquor license.

Resolution 2020-14; a resolution authorizing
