Stratospheric Ozone Intrusion Exceptional
Event Demonstration
The Wyoming Department of Environmental Quality – Air Quality Division (AQD) has notified EPA Region 8 that exceedances of the 8-hour ozone National Ambient Air Quality Standard collected at the Moxa, South Pass, Juel Springs, and Big Piney air quality monitoring stations on April 28, 2019 are proposed to be flagged as due to an exceptional event under 40 CFR 50.14, “Treatment of air quality monitoring data influenced by exceptional events.” The AQD has produced a comprehensive demonstration in support of its notification to flag the exceedances cited above. The AQD is soliciting comments from the interested public on this demonstration packet. The demonstration packet is available for public comment and the public will be allowed a period of thirty (30) days to submit written comments.
Notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to flag this data as influenced by an exceptional event.

The Town Council of the Town of Pinedale met in regular session on Monday, August 10, 2020 in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, and Isaac Best. Dean Loftus was absent, excused. Those in attendance included: Robin Clover, representing the SAFV Task Force; Carla Sullivan, representing M.E.S.A; Allison Bolgiano, representing the Children’s Discovery Center (CDC); Becky Gregory, representing the Children’s Learning Center (CLC); Amber Anderson, representing the Pinedale Aquatic Center (PAC); Samantha Harnack, representing Main Street Pinedale; Paul Jensen, representing Rendezvous Pointe; Max Lockett; Bill Jones, representing Jorgensen Associates; Holly Dabb, representing the Pinedale Roundup; Town Employees, Abram Pearce and Grover Laseke; and Town Attorney, Ed Wood.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to approve the agenda after removing “litigation” from the executive session. Seconded by Councilwoman Boyce. Motion passed 4-0.
Motion by Councilwoman Boyce to approve the minutes of the July 27, 2020 regular Town Council meeting as presented. Seconded by Councilman Swafford. Motion passed 4-0.
A representative of each of the following organizations gave a short report on what they do and how they plan on serving Pinedale residents if contracted for services with the Town of Pinedale: M.E.S.A., Main Street Pinedale, Rendezvous Pointe, CDC, CLC, SAFV, and the PAC. Motion by Councilman Swafford to approve entering into a one year contract for services from the PAC in the amount of $18,000; Rendezvous Pointe in the amount of $20,000; CDC in the amount of $17,500; Main Street in the amount of $18,500; CLC in the amount of $10,000; SAFV in the amount of $11,500; and M.E.S.A in the amount of $10,000. Seconded by Councilman Best. Motion passed 4-0.
In response to a citizen’s request to lower the speed limit on Faler Avenue, Director of Public Works, Abram Pearce recommended better signage and better crosswalks.
Pearce presented a proposed change order for the Dudley Key Fields Sports Complex to amend the field size. The change order will be considered at the August 24, 2020 meeting.
Motion by Councilwoman Boyce to approve a contract between the Town of Pinedale and the Wyoming Department of Health for COVID-19 Waste-water testing. Seconded by Councilman Swafford. Motion passed 4-0.
Pearce reported that the construction of the airport PNA Fuel Farm will not be funded by the FAA. Alternative funding sources are being sought to continue trying to complete the fuel farm during the Expand E GA Apron project.
Mayor Murdock discussed the need for a workshop to review and update the Town Priorities.
Mayor Murdock briefed the council on the status of the airport manager recruitment. Staff members are preparing a request for qualifications to seek a contract management team.
Motion by Councilman Swafford to approve the Mayor’s appointment of Oscar Freesen to the Pinedale Planning and Zoning Commission. Seconded by Councilwoman Boyce. Motion passed 4-0.
The Town Clerk reported that the Tim Fixter of Fagnant, Lewis, and Brinda recommended that Town pay periods be altered to discontinue forecasting of hours through the end of the month. Supervisors will notify employees that the change will take place.
The Town Clerk reported that a request to use the Town’s tag line of “All the Civilization You Need” on t-shirts had been made by Chauncy Goodrich of Pinedale Properties. The council reviewed the proposed design. The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library in Pinedale, Wyoming on this date at 9:00 a.m. with David Burnett, Joel Bousman, Mack Rawhouser, Tom Noble, Doug Vickrey, Matt Gaffney, Clayton Melinkovich, Skylar Wilson, Holly Dabb representing the Pinedale Roundup, and Carrie Long, County Clerk present.
Chairman Burnett led those present in the Pledge of Allegiance.
The Agenda with the addition of Andre Irey with Maintenance was approved on motion by Commissioner Vickrey, seconded by Commissioner Rawhouser. Motion carried.
The minutes of the preceding meetings on July 7, July 20, and July 21 were approved and ordered filed on motion by Commissioner Rawhouser, seconded by Commissioner Bousman. Motion carried.
Billy Pape, Road & Bridge – reported on current activities. He stated the Trapper’s Point project should be finished by the end of the week.
Mike Jackson, Rio Verde Engineering – met with the Board to update on projects.
1. Hoback Ranches Drainage Project – Jackson stated the pipe had been ordered based on estimate and after review, determined to add additional culverts and remain within the parameters of the project grant. It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve a change order in the amount of $9275 in order to install 7 additional culverts and 10 additional inlet control structures. Motion carried.
2. Clarks Draw/Sandy Marshall Maintenance Project. It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve a change order in the amount of $29,833.33 in order to purchase and install 10 additional 18”x26’ CMP’s and add one rock drainage feature. Motion carried with Commissioner Noble abstaining from the vote.
Mike Jackson – Clark Draw / Sandy Marshall Maintenance Project; Mike Aultman – match the county puts forth. Change order in the amount of $29,833.33. Still under budget but utilizing all resources. Bousman, Rawhouser. Motion carried. Noble abstained.
Jackson also updated the Board on Skyline Drive (Phase II); Union Pass / Green River Lakes road, Daniel Fire Station; Cottonwood Ryegrass; Paradise Erosion control; Lysimeter Project and Trappers Point.
Andre Irey, Maintenance – Updated the Board on an upcoming expense of replacing a heat extractor for approximately $20,000.
Matt Gaffney, County Administrator – met with the Board to request direction on behalf of the Sublette County Library with respect to their proposed remodel of the Big Piney Library. After discussion, the Board directed Sukey Hohl, Library Manager, to review the proposal with recommendations to be discussed at the next meeting.
Gaffney also discussed Covid-19 workplace and facility safety precautions with input from other department heads and elected officials. The Board requested Gaffney get additional information from the County Health Officer and discuss possible solutions at the next meeting on August 21.
