OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
JULY 5, 2022
The Board of County Commissioners met in regular session in the Commissioners’ Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, KC Lehr, Joy Ufford rep-resenting the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Ste-phens, with the addition of Fire Warden, Shad Cooper after Road & Bridge.
The minutes from the previous regular meeting held on 6/21/2022 were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Vickrey.
Billy Pape, Road & Bridge, updated the Board on activities.
Clayton Melinkovich, Deputy County Attorney, reviewed the Doyle Property purchase with the Board. Commissioner White made a motion to proceed with the purchase, Commissioner Noble seconded the motion. Motion carried 3 to 2 with Commissioners Vickrey and Stephens voting nay. Chairman Bousman signed the purchase agreement and instructed Melinkovich to proceed with the purchase at the agreed price of $1,000,000.
Chief Cooper, Fire Warden, along with Forest Service personnel, updated the Board on the Sandy Fire with 70% containment at 105 acres.
Matt Gaffney, County Administrator, reviewed a grant application to the Federal Natural Resource Policy Account to fund a consultant in the amount of $20,000 to work with the Bridger-Teton and Ashley National Forest and Region Four of the Forest Service on active forest management. The grant would cover $16,000 with Uinta, Sublette, and Lincoln counties splitting the remaining $4000. Commissioner Vickrey made a motion to approve submission of the application Commissioner No-ble seconded the motion. Motion carried.
Emily Paravicini, Treasurer, requested direction from the Board regarding the Ad Valorem exemp-tions. She was instructed to proceed with sending out the applications.
In accordance with public notice published in the Pinedale Roundup on July 1, 2022 public hearing was held for the transfer of funds in the amount of $766,356.42 from the following accounts: Budget Reserve Acct Depreciation Reserve, $486,500.00, Unanticipated Revenue (Wildland Fire), $279,856.42 to supplement the following funds: Communication-Communication Officers, $62,550.00; Law Enforcement-Deputies Salaries, $412,450.00, Emergency Management-Coordinator Salary, $11,500.00; General Accounts – FICA, Insurance, & Retirement, $9,349.70; General Accounts-Workers Compensation, $8,310.84; Fire Warden-Wildland Fire Payroll, $122,218.27; Fire Warden-Wildland Fire Expenses, $2,337.23; Fire Reserve-Wildland Fire, $137,640.38. It was moved by Commissioner White, seconded by Commissioner Noble to approve Resolution 23-100444B, authorizing transfer of county budget funds. Motion carried.
Commissioner Noble made a motion to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii) – Litigation. Commissioner Stephens seconded the motion. Motion carried.
The Board resumed open session with no action as a result of the Executive Session.
Clayton Melinkovich, Deputy County Attorney, along with Dave Doorn and Tonia Hoffman from the Hospital District informed the Board the U.S.D.A. loan had been approved. Chairman Bousman discussed Public Health needs as well as Veteran Services. Hoffman stated the Hospital District had rented space in the Summit Building for Veteran Services until a permanent location could be deter-mined.
Mike Crosson, County Attorney, was not available to meet with the Board. Chairman Bousman di-rected Clerk Long to move his agenda request to the Budget Hearing on July 18th.
Commissioner Noble made a motion to approve the Prevention Contract with Public Health, Com-missioner White seconded the motion. Motion carried.
Michelle Humber, Sublette County Library, along with Andre Irey and Blake Greenhalgh, Mainte-nance, met with the Board to discuss upgrading the sound system in the Lovatt Room with the pro-posal from Absolute Audio Visual, Inc. Commissioner White made a motion to approve the up-grade with Options 1 & 2 in the amount of $145,472.08 and to include the Platinum Warranty. Commissioner Noble seconded the motion. Motion carried.
Commissioner Noble made a motion to appoint Mark Eatinger and Gary Neely to the Museum Board, Commissioner Stephens seconded the motion. Motion carried.
Commissioner Stephens made a motion to appoint Lora Hittle and Deborah Morley to the Library Board. Commissioner White seconded the motion. Motion carried.
Commissioner Noble made a motion to appoint Blake Greenhalgh and Ken Marincic to the Planning & Zoning Board. Commissioner White seconded the motion. Motion carried.

(CMP000768) to modify and operate the Boulder 10-31 PAD (F022455) by updating the production equipment, with two reboiler overheads condensers and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the NW1/4SE1/4 of Section 31, T31N, R108W, approximately ten (10) miles south-southwest of Boulder, in Sublette County, Wyoming. Ultra Resources, Inc. has met the demon-stration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 0.6 TPY from the baseline period and NOx emissions have decreased 1.0 TPY from the baseline pe-riod. These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

HORSE CREEK BOX CULVERT
INSTALLATION PROJECT

SUBLETTE COUNTY, WYOMING
Sealed BIDS are requested for work described in the Project Manual for the Horse Creek Box Culvert Installation Project, dated July 18, 2022, prepared by Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.
BIDS will be received by Rio Verde Engineering until 2 pm local time on Monday, August 22nd, 2022, at which time said BIDS will be opened and read aloud.
The work consists of the removal of an existing timber bridge and the installation of a new double barrel concrete box culvert and miscellaneous appurtenances.
CONTRACTORS shall be required to accompany each bid with a BID Bond with sufficient sure-ty, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the BID. The bond, check or bank draft shall be forfeited as liquidated damages, if the CONTRACTOR, upon the letting of the contract to him, fails to enter into the contract within ten (10) days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The BID Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved. All the above is to be in accordance with 15-1-113 and 16-6-101 to 121, Wyoming Statutes, 2022.
The right is reserved by Sublette County to reject any and all BIDS, and to waive any irregularity or informality in the BID process. BIDS may not be withdrawn for thirty days after the date of opening.
