Notice is hereby given that the Town of Pinedale, Wyoming, has accepted work as substantially completed according to the plans and specifications set forth in the Agreement between the Town of Pinedale and JBG Flexible, LLC, pursuant to the Contract for TOP Project No. 20-1 Dudley Key Sports Complex - Topsoil, and that JBG Flexible, LLC is entitled to final settlement thereof. On August 26th, 2020, being the forty-first day after the first publication of this Notice, the Town of Pinedale will pay to JBG Flexible, LLC, all amounts and balance due under said Agreement.

Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the High Meadow Ranch Water District, will receive sealed bids until 2:00 PM., Local Time, August 20, 2020, for the following:
HMR Water System Improvements Phase 2
Description of Work:
Install approximately 20,000 LF of new 6” water distribution lines, flushing hydrants, PRV, service connections, water meters, road rehabilitation and appurtenances in Blocks 1-4 of the Barger Subdivision, Sublette County, Wyoming.
Bids must be in one sealed envelope with statement thereon "BID ENCLOSED, “HMR Water System Improvements Phase 2” and submitted to Jorgensen Associates, at 58 S. A Bid Guaranty in the form of a properly executed Bid Bond payable to the HMR Water District in the amount of not less than 5% of the total base bid amount must accompany each bid. The successful Bidder will be required to execute an Agreement with the District in the form supplied in the bidding documents, within thirty (30) days after Notice of Award is issued. The Notice of Award shall serve as notice the Agreement is ready for execution. The Bid Guaranty shall be forfeited as liquidated damages if the Bidder fails to execute the Agreement within thirty (30) days after such Notice is issued, or fails to provide proper Bond or other form of Guaranty, as approved. The Bid Guaranty, if a Bid Bond, shall be executed by a surety or guarantee company authorized to do business in Wyoming. The Attorney in Fact who executes the Bond on behalf of the surety shall affix a certified and current copy of its Power of Attorney from the surety. No other type of Bid Guaranty will be accepted. The District may proceed against a Bid Guaranty unless either:
a) The Agreement has been executed by Contractor and Performance and Payment Bonds have been furnished, as required; or,
b) The specified time has elapsed so that Bids may be withdrawn; or,
c) The Bid has been rejected.
Contract security (performance and payment bonds), see W.S. 15-1-113(d) and 16-6-112, is required.
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".
A mandatory Pre Bid Conference will be held at 10:00 AM., Local Time, Tuesday, August 4, 2020, at the Sublette County Weed and Pest office, 12 S. Bench Rd., Pinedale, Wyoming 82941. The project site may be toured by the contractor at any time and is encouraged.

High Meadow Ranch Water District

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP of the Company) Application, requesting authority to change depreciation rates applicable to its depreciable electric property. The public hearing is set to commence on Tuesday, August 11, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On September 11, 2018, RMP filed its Application with supporting testimony and exhibits, requesting Commission approval of proposed revisions to depreciation rates applicable to its depreciable plant, effective January 1, 2021, consistent with the Company’s updated Depreciation Study and pursuant to Wyo. Stat. § 37-2-122. The Depreciation Study identifies changes that have occurred since the Company’s last depreciation study, measures the effect of the changes on the recovery of presently surviving capital and revises the capital recovery rate.
The Wyoming Office of Consumer Advocate (OCA), the Wyoming Industrial Energy Consumers (WIEC) and Powder River Basin Resource Council (PRBRC) intervened in this matter. On April 20, 2020, RMP, the OCA and WIEC filed a Stipulation on Depreciation Rate Changes (Stipulation), resolving any issues remaining among the parties. The Stipulation also outlines RMP’s intention to reserve certain issues for proposed ratemaking treatment in the Company’s pending general rate case in Docket No. 20000-578-ER-20 (Record No. 15464), filed March 2, 2020, including: (a) the unrecovered plant balances, decommissioning costs, and other closing costs associated with Cholla 4; (b) Wyoming’s allocation of coal plant balances; (c) changes to decommissioning cost estimates; and (d) wind repowering.

FORECLOSURE SALE NOTICE
WHEREAS, on June 13, 2017, David Iparraguirre and Carlos Iparraguirre (collec-tively, the “Iparraguirres”), as mortgagors, executed and delivered to First Bank of Wyoming, Division of Glacier Bank (f/k/a 1st Bank, Division of Glacier Bank) (“FBW”), as mortgagee, a mortgage on that certain real property described in the mortgage as security for payment of a promissory note in the original principal amount of $331,984.00, which was executed by the Iparraguirres and Trident Casing Services, LLC in favor of FBW on the same date. WHEREAS, there have been material breaches of the promissory note and mort-gage, and the Iparraguirres and Trident Casing Services, LLC are thus in default; and
WHEREAS, the mortgage contains a right of foreclosure provision which, by reason of the above-stated default, FBW, as the owner and holder of the mortgage, declares to have become operative; and
WHEREAS, as of July 21, 2020, the total amount due and owing to FBW is $395,688.03, which represents the unpaid principal balance of $331,698.15, plus ac-crued but unpaid interest in the amount of $10,215.14 (with interest continuing to accrue at the rate of $52.11 per diem after July 21, 2020), plus late charges in the amount of $50,209.74, plus additional charges in the amount of $3,565.00. All persons, firms, or corporations who have any claims for work done or materials furnished on said public work are hereby notified that final payment will be made to HK Contractors, Inc. in accordance with the terms of the Contract signed on August 14, 2019. This section does not relieve HK Contractors, Inc. and the sureties on their bond from any claims of work or labor done or materials or supplies furnished in the execution of the Contract.
