Final payment will be made after the completion of publication of this Notice.  The date of first publication is June 5, 2020 and the date of final settlement will be after July 16, 2020 and when all punch list items are complete. 

Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with Sublette County prior to the above published date of final settlement.

The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the 

Sublette County Courthouse in Pinedale, Wyoming on this date at 9:00 a.m. with David Burnett, Joel Bousman, Mack Rawhouser, Tom Noble, Doug Vickrey, Mike Crosson, County Attorney, Matt Gaffney, County Administrator and Carrie Long, County Clerk.

Chairman Burnett led those present in the Pledge of Allegiance.  

Chairman Burnett requested approval of the Agenda with the addition of an Executive Session pursuant to W.S. 16-4-405(a)(ix) (Information confidential by law) at 11:45. It was moved by Commissioner Bousman, seconded by Commissioner Vickrey to approve the amended agenda.  Motion carried. 

The minutes of the preceding regular meeting on May 5 were approved and ordered filed on motion by Commissioner Rawhouser, seconded by Commissioner Vickrey.  Motion carried.    

Billy Pape, Road & Bridge, met with the Board to update on activities.  He stated he had been contacted about the condition of a small bridge on part of the walking path on Lake Road that was on County property.  He stated the bridge needs some repairs and requested direction from the Board.  Pape was instructed to use resources from Road & Bridge to repair the bridge.  

Mike Jackson, representing Rio Verde Engineering, updated the Board on the Paradise Wash project.

Matt Gaffney, County Administrator, met with the Board to discuss several items.  The first item was the Grant Award Approval from Homeland Security for the Hoback Ranches.  It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve the grant between Sublette County and the Office of Homeland Security.  Motion carried.  

It was moved by Commissioner Vickrey, seconded by Commissioner Noble to release the Request for Proposals for construction regarding the Hoback Ranches Grant.  Motion carried. 

Gaffney also facilitated a phone call with Dessa Dale from ERG Consulting regarding the Land Use Plan Revisions.  Commissioner Bousman was appointed to be the contact person, along with County Administrator, Matt Gaffney.  

Gaffney advised the Board he had been contacted by several department heads regarding the County’s policy of using excess vacation before June 30.  Due to the Covid 19 situation, many vacations and trips had been cancelled and employees were not able to use their accrued vacation.  It was moved by Commissioner Rawhouser, seconded by Commissioner Vickrey to allow a one-time extension to October 31, 2020 as the cut off date for the “use it or lose it” policy.  Motion carried. 

Gaffney requested direction from the Board regarding broadband.  Mike Christie, Information Technology supervisor, also discussed timeline and challenges of switching providers.  Chairman Burnett instructed Gaffney to look into comparable services regarding land lines and internet options but the Board was not prepared to make a commitment at this time.  Gaffney was also instructed to determine the status or requirement of a Century Link contract.   

Dave Doorn, Sublette County Rural Health Care District – met with the Board to report the SCRHCD has a signed MOU with the Sublette Center and a signed MOU with the Town of Pinedale.  Doorn also reported the District had paid the $2.7 million to the Town of Pinedale for land.  It was moved by Commissioner Vickrey, seconded by Commissioner Rawhouser to advertise consideration of a resolution for a Hospital District on the ballot of the General Election to be held on November 3.  Motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Vickrey to approve Accounts Payable for payment.  Motion carried.

John Paravicini, Assessor, met with the Board to advise them about three Notice of Valuation Change from Pinedale Energy Inc for a total amount of $85,033.75.  

Dennis Fornstrom, Planning and Zoning Administrator, met with the Board to request approval of Resolution #20-100391B.  It was moved by Commissioner Noble, seconded by Commissioner Bousman to rescind the motion to approve amended text on May 5.  Motion carried. 

In accordance with the public notice published in the Pinedale Roundup on May 8th and May 15th, 2020, a public hearing was held for the renewal of the following liquor licenses and permits:

It was moved by Commissioner Noble, seconded by Commissioner Bousman to approve the renewal applications for the following Retail Liquor Licenses:  Green River Bar, Boulder Store & Pub, Elkhorn Trading Post, Lakeside Lodge, Daniel Junction, White Pine Ski Area & Resort, Kendall Valley Lodge, Half Moon Lake Lodge.  Motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to transfer the Retail Liquor License from Wind River Properties to Laura’s Place, LLC.  Motion carried.

It was moved by Commissioner Rawhouser, seconded by Commissioner Noble to approve the renewal applications for the following Restaurant Liquor Licenses:  Fort William Recreation Area, Boulder Lake Lodge, and Big Sandy Lodge.  Motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve the renewal of a Retail Malt Beverage Permit to the Rim Station, Inc.  The motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve the renewal of the Limited Retail Liquor License to Rendezvous Meadows Golf Course pending the renewal of the contract with Sublette County.  Motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve the renewal of the Satellite Manufacturer Permit to the Cowboy Country Distilling, Inc.  Motion carried.

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to accept the MOU between Wyoming Game & Fish and Sublette County.  Motion carried.  

Tim Grazin met with the Board during the public comment session to discuss seeding the ball fields in Big Piney.  

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to adjourn to Executive Session pursuant to W.S. 16-4-405(ix) (Information confidential by law).  Motion carried.  

The Board resumed regular session.  No action was taken. 

Meeting was adjourned at 12:50 p.m.
