The Town Council of the Town of Pinedale met in regular session on Monday, May 23, 2022, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 2 p.m. Council members present: Judi Boyce, Isaac Best (2:15); Tyler Swafford and Dean Loftus. Those in attendance included: Councilman Elect Scott Kosiba; KC Lehr, Sublette County Sheriff; Robert Galbreath, representing the Pinedale Roundup; Joanie Christie, representing Sublette County Chamber of Commerce; Mark Eatinger, representing the GRRPA; Jeff and Lance Biffle, representing Teletractors; Donna Lavin; Town Director of Public Works, Abram Pearce; and Assistant Town Clerk, Amy Sturman.
Mayor Matt Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to accept the agenda as presented. Seconded by Councilman Loftus. Motion passed 4-0.
Motion by Councilwoman Boyce to approve the minutes of the May 09, 2022, regular Town Council meeting as presented. Seconded by Councilman Swafford. Motion passed 3-0-1. Murdock abstained.
Motion by Councilman Loftus to exit regular session and enter executive session to discuss personnel. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Swafford to re-enter regular session. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Swafford to prepare draft revisions to the Employee Guide and Job Descriptions. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Swafford to elect Maureen Rudnick as the Town of Pinedale WAM Voting Delegate. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Loftus to approve hangar lot lease at Ralph Wenz Field for Gage and McLellan. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve billboard lease at Ralph Wenz Field for TMK Holdings. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the Airport Master Plan IFE Contract with Coffman and Associates, Inc. in the amount of $3,000. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Loftus to approve the South Tyler Pathway Change Order No. 3 with Teletractors, Inc. in the amount of $16,500. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Best to approve the Sunrise Engineering PSA Amendment No. 2 for the South Tyler Pathway to reduce the overall fee associated with the original agreement by $3,800. Seconded by Councilwoman Boyce. Motion passed 5-0.
Town Director of Public Works, Abram Pearce reported on the progress of security upgrades.
Motion by Councilwoman Boyce to approve the purchase of phone equipment from Amazon in the amount of $3,549. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Best to approve the Standard Encroachment Agreement for improvements in the Town’s right of way. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Loftus to Approve the purchase of water treatment UV bulbs from Trojan UV in the amount of $3,075. Seconded by Councilman Swafford. Motion passed 5-0.
Sublette County Sheriff KC Lehr reported on calls for service for April 2022.
Motion by Councilman Swafford to approve the Temporary Use Permit application by the Sublette County Chamber of Commerce for closure of N. Madison Avenue from Stuart to Bonneville, from noon until 10 p.m. on September 10, 2022, and use of the Town lot for food vendors during the Wind River Brew Fest. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Best to approve the Temporary Use Permit application by the Sublette County Unified Fire Department for closure of S. Fremont Ave. between Mill St and Charles St., from 9 a.m. until 5 p.m. on June 5, 2022, for hose testing. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Swafford to approve the Temporary Use Permit application from the Rendezvous Pageant Association for closure of N. Maybell between Pine Street and Magnolia from 1 p.m. until 7 p.m. on July 10, 2022. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Best to approve the Temporary Use Permit application from Six Degrees of Unity for the closure of the Boyd Skinner Park Loop on July 8-9, 2022, from 8 a.m. until 10 p.m. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Best to allow Six Degrees of Unity to conduct a concert with an amplified band until 10 p.m. on July 8, 2022, at Boyd Skinner Park. Seconded by Councilman Loftus. Motion passed 5-0.

This proposed Change of Zoning District Boundary would reclassify 28.47 acres from A-1, Agricultural Zoning to a mixture of (I-L) Light Industrial, (CH-1) Highway Commercial, and (MFR) Multi Family Residential Zoning. This parcel is located in T34N, R111W, Section 26, (PT) S/2 NW/4 of Sublette County, Wyo., and lies on the southerly side of US Hwy 191/189 at the Daniel Junction.
3. An application by Jason and Melinda Moyes requesting a Change of Zoning District Boundary pursuant to Chapter VIII, Section 2, of the Sublette County Zoning and Development Regulations. This proposed Change of Zoning District Boundary would reclassify 299 acres from A-1, Agricultural Zoning to (RR-5) Rural Residential 5 Acre, and (RR-10) Rural Residential 10 Acre Zoning. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Wexpro Company to install and operate one (1) 581 hp PSI D21.9L generator engine (ENG002) at the Dry Piney Unit 20 well production facility, located in the NW¼ SE¼ of Section 4, T27N, R114W, approximately nine (9) miles northwest of Calpet, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 1.0 tpy and a decrease VOC emissions of 37.8 tpy. Therefore, Wexpro Company has met the offset requirements for NOx and VOC.

OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
MAY 17, 2022
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman representing the Pinedale Roundup, and Carrie Long, County Clerk, present. Joel Bousman was excused.
Vice-Chairman, Tom Noble, led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner White, seconded by Commissioner Vickrey with the removal of Dennis Fornstrom from the agenda. Motion carried.
The minutes from the previous regular meeting held on 5/3/22 were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner White. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. Commissioner Stephens asked about a free dump day for Sublette County residents. Pape explained he could schedule a free dump day but citizens would need to take the items to the Landfill in Marbleton because the Transfer Station in Pinedale is not equipped to handle the volume of traffic created by a free dump day, potentially causing a violation of DEQ regulations.
Mike Jackson, Rio Verde Engineering, updated the Board on the proposed completion of the Fremont / Skyline Drive project. Jackson stated payment of $965,000 from Sublette County portion is due on 7/1/2022. He also stated the program manager will be seeking additional funding of $1.7 million to finish the project if Sublette County could commit an addition $180K in matching funds. Commissioner White made a motion to plan for and commit an additional $200,000 in the FY23 Budget for the completion of the project in the Fall of 2022. Commissioner Stephens seconded the motion. Motion carried.
Jackson also presented a letter of support for Board approval regarding the proposed marina upgrades at the Lakeside Lodge. It was moved by Commissioner White, seconded by Commissioner Stephens to approve the letter. Motion carried.
Jay Brower, Fair Grounds Manager, requested direction from the Board regarding a handicap ramp for the Community Building located at the Fair Grounds. Brower was instructed to get the building evaluated as to structure and life expectancy and update the Board at a future meeting with estimates for potential repairs or replacement costs.
Todd Hurd, Forsgren Associates, updated the Board on projects.
Carie James, Marbleton Senior Center, and members of the Senior Center Board, met with the BCC with a request to proceed with remodeling plans. Vice-Chairman Noble requested the Senior Center Board obtain an engineer and get an estimate for planning the remodel. He stated the BCC would commit to reviewing the initial expense of an engineer, but would have to wait and see how extensive the work would be before committing to the design or remodel.
A motion was made by Commissioner White, seconded by Commissioner Stephens to approve a letter of appreciation to Peggy Winters and family for four decades of work on the Mosquito Abatement District #1. Motion carried.
Commissioner White made a motion to appoint Bob Jones (3-year term); Mike Henn (4-year term); and Josh Adams (5-year term) to the Mosquito Abatement District #1. Commissioner Stephens seconded the motion. Motion carried.

It was moved by Commissioner White, seconded by Commissioner Stephens to approve a Limited Retail Liquor License for Rendezvous Meadows Golf Course (Sublette County Golf Committee). Motion carried.
It was moved by Commissioner White, seconded by Commissioner Vickrey to approve a Satellite Manufacturer Permit for Cowboy Country Distilling (Cowboy County Distilling, Inc.). Motion carried. There were no protests or discussion regarding the preceding licenses.
Accounts Payable was approved on motion by Commissioner Vickrey, seconded by Commissioner White. Motion carried.
