PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Rocky Mountain Power (RMP or the Company) for a Certificate of Pubic Convenience and Necessity (CPSN) to remove existing wind turbines, construct new wind turbines and update collector lines at its Foote Creek I wind energy site. The public hearing is set to commence on Thursday, April 25, 2019, at 1:30 p.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On February 5, 2019, the Company submitted an Application together with testimony, and exhibits requesting the Commission grant a CPCN to remove existing wind turbines, construct new wind turbines and update collector lines at its Foote Creek I wind energy site. Specifically, RMP requests the Commission grant a CPCN to [i] construct approximately 12 new wind turbines and replace the Company’s 68 existing wind turbines; [ii] update existing 34.5 kilovolt (“kV”) collector lines; and [iii] other project site upgrades including a switchgear and controls enclosure and limited road realignments necessary for access to the new turbine locations, at the existing Foote Creek I Wind Energy Facility1 (the Project).
All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission Rules and Special Regulations. NOTICE TO LAND OWNERS ADJACENT TO PINE CREEK NO.1 ENLARGEMENT OF THE LEE DITCH

Dear Land Owners:
The Pine Creek Canal No. 1 Enlargement of the Lee Ditch (AKA Lee Ditch), which runs through or is adjacent to your property, is owned by the Pine Creek Ditch Association. Included in this ownership is an easement on your property immediately adjacent to the ditch for the purposes of cleaning and maintaining the ditch. Some landowners do not understand that ditch rights extend beyond the banks of the ditch itself and construct improvements that encroach upon the easement area. This easement area extends for approximately fifty feet on each side of the bank of the ditch but may extend further where the ditch is above or on a slope. Excavation above or below the ditch which will endanger its integrity is not permissible even though such work may be more than fifty feet from the bank.
The Association does not permit encroachments onto its easement. If a landowner erects an improvement within the easement area that interferes with ditch access and cleaning, the Association must take legal action to force removal of that improvement. The Association prefers to be good neighbors and notify landowners to plan their developments such that there is no encroachment on the Lee Ditch easement.

As a reminder, removal of water by individuals without legal water rights from the ditch by various means (pumps, siphons, ditches and various pipes) is illegal. The Pine Creek Ditch Association asks you to voluntarily remove any such equipment from the ditch as soon as possible. The ditch rider will remove such conveyances if encountered.
SHELTER PARK RESIDENTS PLEASE NOTE: Pine Creek No. 1 Enlargement of the Lee Ditch is a separate entity from the Orcutt Ditch. Please check your water right documents to ascertain if you have legal authorization to remove water from the Lee Ditch that runs through or is adjacent to your land in Shelter Park. The Project consists of excavation/backfilling, forming, rebar, doweling, pouring, anchor rod placement and finishing the foundations per the plans and specifications for each of the sites. Due to difficult access to the sites the County will have equipment to assist the trucks to each of sites.

INVITATION FOR BIDS
RV DUMP AND WATER FILL STATION PROJECT
Sealed Bids are requested for work described in the project manual for the RV Dump and Water Fill Station Project for the Town of Pinedale, Wyoming, prepared by and available from Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, 307-367-2826.
Bids will be received by the Town of Pinedale, located at 69 Pinedale South Road, Pinedale, Wyoming, until 2:00 pm local time on May 3, 2019 at which time said Bids will be publicly opened and read aloud.
This project consists of 370 SY of concrete & asphalt removal, 61 LF of 3” waterline, 100 LF of 3/4” waterline, 55 LF of 6” and 50 LF of 4” PVC sewerline, a manhole, connections to existing 8” water and sewer mains, 728 SY of various 6” concrete additions, 93 LF of curb & gutter, installation of an AQUAFLOW and SANI-STAR automated water and sewer systems, full electrical works & lighting to the facility, various water and sewer piping and valving, and other miscellaneous items and appurtenances.
A pre-bid meeting will be conducted on April 29, 2019 at 10 AM on the project site on the corner of the intersection of N. Colter Ave. and Hoback St. in Pinedale, WY.
Pursuant to W.S.16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state”.
Bidders shall be required to accompany each bid with a Bid Bond with sufficient surety payable to the Town of Pinedale for at least 10 percent of the total amount of the Bid. The bond shall be forfeited as liquidated damages, if the Bidder, upon the letting of the contract to him, fails to enter into the contract within 30 days after it is presented to him for that purpose or fails to proceed with the performance of the contract. The Bid Bond shall be retained by the Town of Pinedale until proper bond to secure performance of the contract has been filed and approved. All the above will be in accordance with 15-1-113, 16-6-101 to 121, and the Wyoming Preference Act 16-6-201 to 16-6-206, Wyoming Statute, 2018.
The right is reserved by the Town of Pinedale to reject any and all Bids, and to waive any irregularity or informality in the bidding. Bids may not be withdrawn for thirty days after the date of opening.
