OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
FEBRUARY 2, 2021
The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library on this date with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Mike Crosson, Matt Gaffney, Clayton Melinkovich, Brady Oltmans representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman led those present in the Pledge of Allegiance.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Stephens with the addition of Mike Christy (Information Technology) and Shad Cooper (Fire Warden) after the Administrator at 9:30. Motion carried.
The minutes from the preceding meeting on January 19 were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Vickrey. Motion carried.
Billy Pape, Road & Bridge Superintendent, met with the Board to update on activities.
Mike Jackson, Rio Verde Engineering, updated the Board on the Skyline Drive and Fremont Lake Road project and presented a proposal of increasing the scope of the project. Chairman Bousman requested direction from the Board regarding the proposed increase in scope. Consensus was to stay with the original MOU and commitment of $1,060,000.
Aaron Seehafer, Rio Verde Engineering, updated the Board on the Orcutt Seep situation and options. Chairman Bousman instructed Seehafer to continue to explore options with the understanding the County won’t be solely responsible.
Matt Gaffney, County Administrator, met with the Board to discuss several items:
• It was moved by Commissioner Noble, seconded by Commissioner Stephens to distribute the $218,044.43 CARES Act – Charitable Relief funds as recommended by Gaffney. Motion carried.
• Mary Lankford and Janet Montgomery, Centennial Committee, presented a Resolution to Declare Sublette County, Wyoming’s Centennial Celebration, From February 15, 2021 to January 2, 2023. It was moved by Commissioner Noble, seconded by Commissioner Stephens to approve the Resolution. Motion carried.
• It was moved by Commissioner Noble, seconded by Commissioner White to approve the proposed property line adjustments for Lot 1 Block 2 and Block 3 Lot 1 of the Faler Addition (454 East Hennick St., Pinedale, the location of the Discovery Center and the eventual sale of the property in the amount of $42,000. Motion carried.
• It was moved by Commissioner White, seconded by Commissioner Vickrey to approve the MOU between the Wyoming County Commissioners Association and Big Horn, Park, Sublette and Washakie Counties. Motion carried.
It was moved by Commissioner Stephens, seconded by Commissioner Vickrey to approve expenditure as requested by Mike Christie from the Unforeseen line item from Information Technology budget. Motion carried.
Christie requested direction from the Board regarding a proposed contract with Luman (formally Century Link). The Board directed Christie and Gaffney to turn the project over to the County Attorney’s office for a negotiation of a 2-year contract.
Todd Hurd, Forsgren and Associates, updated the Board on current projects: Daniel Fire Station, Fair Grounds Roof and the Big Piney Library Remodel.
Billie Hamby, Veteran Services, introduction and explanation of services provided by the department.
It was moved by Commissioner Noble, seconded by Commissioner Stephens to approve Accounts Payable. Motion carried.

It was moved by Commissioner Vickrey, seconded by Commissioner White to approve payroll in the amount of $1,039,838.79. Motion carried.
Upon motion by Commissioner Noble, seconded by Commissioner White catering permits for Elkhorn Trading Post were approved for the following dates: 2/5-2/7, 2/12-2/14, 2/19-2/21, 2/26-2/28. Motion carried.

The Town Council of the Town of Pinedale met in regular session on Monday, February 08, 2021 in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, Dean Loftus, and Isaac Best. Those in attendance included: Brian Gray, representing Jorgensen Associates; Eric Sacket, representing Rio Verde Engineering; Max Lockett; Michelle Costello, representing Clean Wash and Old Stones Smokehouse; Hilda Sexauer, representing Wyoming Game and Fish (WYGF); Cathy Freeman, representing The Cowboy Bar; Shari Morris; Robert Galbreath, representing the Pinedale Roundup; and Town Employee, Abram Pearce. Those in attendance via teleconferencing included: Bill Jones, Spencer Hartman, Tayte Racich, Heather Haffey, and Tesa Manning.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Best to approve the agenda as published. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve the minutes of the January 25, 2021 regular Town Council meeting after amending to reflect Loftus had attended in person. Seconded by Councilwoman Boyce. Motion passed 5-0.
Mayor Murdock opened the Public Hearing for the renewal of Town liquor licenses at 5:03 p.m. Maureen Rudnick reported that no complaints had been received and that the state had approved the renewal of all licenses. Motion by Councilman Swafford that the following liquor licenses be renewed for the period of April 01, 2021 through March 31, 2022. The Public Hearing for the renewal of Town liquor licenses closed at 5:10 p.m.
Councilman Loftus reported receiving several calls regarding snow plowing.
Policies and fees for temporary use, park use, itinerant merchants, food truck, and electrical use applications were discussed. Staff will present draft changes to the council in March. Suggestions should be emailed to the Town Clerk.
Council reviewed options for subdivision and other fees. Staff will present a draft fee resolution for council approval on February 22, 2021.
Motion by Councilwoman Boyce to approve welcome sign maintenance not to exceed $2,500. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Loftus to approve the park use applications for the Pinedale Fine Arts Council Soundcheck concert series on 06/26/2021, 07/04/2021, 07/16/2021, 07/17/2021, 07/24/2021, 08/06/2021 and 09/18/2021. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the award of a two-year janitorial contract with Clean Wash in the amount of $4,077.32 per month. Seconded by Councilwoman Boyce. Motion passed 5-0.
Director of Public Works, Abram Pearce reported that the Planning & Zoning Commission had received a large amount of correspondence and public comments before, during and after the Public Hearing regarding short term rentals held on February 1, 2021. Pearce will compile all the information to submit with the letter of recommendation from the Planning and Zoning Commission prior to the first read of the drafted ordinance.
Pearce reported that the Highland Ditch Association and the Hospital District are researching relocation of the ditch.
Pearce reported that WYGF is drafting a Rapid Response Plan in the event dreissenid mussels are detected in Fremont Lake. Hilda Sexauer, representing WYGF, noted the importance of Fremont Lake and the plan to prevent and mitigate any infestation of the invasive species.
Motion by Councilman Swafford to approve Amendment 9 to the Five Year Generalized Engineering Agreement between Town of Pinedale and T-O Engineers for PNA-2021 Pavement Management Project. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Best to approve the WYDOT 2021 Crack Seal Project Cooperative Agreement for Ralph Wenz Field not to exceed $9,000. Seconded by Councilwoman Boyce. Motion passed 5-0.
Council discussed the 2021 State Loan Investment Board Intended Use Plan updates. Pearce will submit the project list by the deadline of February 15, 2021.
Motion by Councilman Swafford to approve the purchase of a ClorTec Flow Cell in the amount of $2,789.78 from DeNora. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve Resolution 2021-2, a resolution setting dates in 2021 that liquor license holders within the Town of Pinedale may operate for up to 24 hours after amending the dates to be: July 10, 2021, September 18, 2021, October 30, 2021, and December 31, 2021. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Best to approve Resolution 2021-3, Wyoming Water Development Commission Level II Study application. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilwoman Boyce to approve Ordinance 679; on third read, an Ordinance of the Town of Pinedale, amending section 400-14 to modify the fee arrangement for subdivisions. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve Ordinance 680; on third read, an Ordinance of the Town of Pinedale, amending section 400-18 to clarify filing requirements for subdivisions. Seconded by Councilman Loftus. Motion passed 5-0.
