Mosquito fogging will take place every Wednesday and Thursday from the last week of June until the week of August 11th , beginning at 7:00 PM each evening weather permitting.

• That the following sum of money is anticipated as cash on hand and revenue for the Town of Pinedale for the fiscal year beginning July 1, 2023, and ending June 30, 2024.
Cash on Hand at 06/30/2024: $14,586,058.53 Revenue: See attached budget document.
• The following sums of money are hereby appropriated to defray the expenses and liabilities of the Town of Pinedale, Wyoming for the fiscal year beginning July 1, 2024, and ending June 30, 2025.

The Town Council of the Town of Pinedale met in regular session on Monday, June 23, 2025, in the main conference room of the Pinedale Town Hall.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, and Scott Kosiba. Those in attendance included: KC Lehr, representing Sublette County Sheriff’s Office; Gregory Brickner and Tonia Hoffman, representing Sublette County Hospital District; Brian Gray, representing Jorgensen Associates; Jim Mitchell; Sage Price; Emily Lucke; Max Lockett; Peg Weber; Ed Wood, Town Attorney; and Town Staff Abram Pearce and Chelsea Saunders. Online attendance included Councilman Dean Loftus; Wes Werbelow, representing Ardurra Group; and Town Staff Maureen Rudnick and Spencer Hartman.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to allow virtual participation by Councilman Loftus. Seconded by Councilwoman Boyce. Motion passed 4-0.
Motion by Councilman Swafford to amend the agenda to add D-2 Sublette County Hospital District under Visiting Delegations. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the minutes of the June 9, 2025, regular Town Council meeting as presented. Seconded by Councilman Kosiba. Motion passed 4-0-1; Councilman Loftus abstained.
Sheriff KC Lehr reported on calls for service for May 2025.
Motion by Councilman Swafford to approve the consent agenda items as published. Seconded by Councilwoman Boyce. Motion passed 5-0. Consent agenda items approved were the renewal of the Airport Commercial Auto, Property and Storage Tank insurance policies from Avsurance Corporation, effective July 14, 2025 to July 14, 2026, in the amount of $12,539; a Temporary Use permit application from Emblem Aviation for Rocky Mountain STOL, to be held at Ralph Wenz Field August 14-16, 2025; bulk water and sewer agreements for the US Forest Service for use during the Horse Incident fire; the Incident Only Commercial Agreement from the US Forest Service for grey water dumping and potable water for use during the Horse Incident fire; the Madden Media Marketing Contract for FY2026 marketing, in the amount of $99,000.50; the Madden Media and Wyoming Office of Tourism Co-op Contract for FY2026 marketing, in the amount of $26,000; a Contract for Services between the Pinedale Travel and Tourism Commission and the Sublette County Visitor Center to provide services as named in the agreement, effective July 1, 2025 through June 30, 2026, in the amount of $7,500; the purchase of liquid soda ash from Brenntag Pacific, not to exceed $10,000; Task Order 25-01 with Ardurra Group, Inc., for construction of a New Hangar Design Project at Ralph Wenz Field, in an amount not to exceed $256,143.88 and contingent upon issuance of the FAA grant being submitted for the project; and an application for FAA grant funding for the Construct New Hangar Project at Ralph Wenz Field, in the amount of $300,000 with a local match requirement of $7,500.
Motion by Councilwoman Boyce to approve an FAA request to reallocate grant funding associated with the S GA Apron Project allowing funding to be provided by FAA Discretionary Funds preserving the FAA State Apportionment Funds up to the allowance of the federal provisions of the grant agreement. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilman Swafford to approve a subscription and services agreement with Granicus, LLC., for electronic permitting software and processing, in the amount of $22,881.03 for the launch and an annual subscription rate of $12,342.05. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the Concurrence of Award of Alternate Schedule-Town of Pinedale for the 2025 Chip Seal Project, as part of the MOU with Sublette County, to HK Contractors not to exceed $411,140. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the Town of Pinedale Transportation Master Plan amendments to better align with action plan requirements for federal funding grant submittals. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilman Kosiba to approve a federal grant application submittal to Safe Streets and Roads For All for corridor improvements along US 191/Pine Street, for an 80% federal/20% local match for a total grant request of $4,138,700.
Council reviewed monthly department reports from Municipal Court, Animal Control & Municipal Code Enforcement, Public Works, Water and Wastewater, Planning and Zoning, the Airport, and Travel & Tourism.
Motion by Councilwoman Boyce to approve Ordinance 730, on third read, an annual appropriation Ordinance for the fiscal year ending June 30, 2026. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve Ordinance 731, on second read, an amended Appropriation Ordinance for fiscal year ending June 30, 2025. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilwoman Boyce to approve Resolution 2025-09, a Resolution authorizing the submission of an application for federal funding through the Safe Streets and Roads For All program administered by the United States Department of Transportation for the Town of Pinedale for the purpose of the US 191/Pine Street complete street safety improvement project. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Kosiba to approve Resolution 2025-10, a Resolution approving a Conditional Use Permit for an animal boarding facility/animal shelter pursuant to §160-22 Condition Use Permits at Jones Addition, Block 2, Lots 1-3. Seconded by Councilwoman Boyce. Motion passed 5-0.
