Sublette County School District# 1 in Pinedale, W{ is seeking qualified professional assistance to evaluate, design and install playground equipment including safe ground cover for the Pinedale Elementary Early Childhood Playground. AU bids will be evaluated pursuant to Wyoming State Statutes 16-6-102 Resident Contractors; 16-6--203, Resident Labor; and Wyoming State Statutes Chapter 16, Article 7 on Construction Contracts. In addition, pursuant to Wyoming State Statutes 16-6-104, and 16-6-106, preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.
The District reserves the right to waive lrregularlties and Informalities ln the bidding or In any bid, reject any or all bids without further obligation and to accept any bid deemed in the best interest of Sublette County School District# 1. PUBLIC NOTICE
1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase its retail electric service rates by approximately $123.5 million per year or 14.7 percent, to establish an Insurance Cost Adjustment (ICA) rider, to revise the Energy Cost Adjustment Mechanism (ECAM), to approve the Wildfire Mitigation Plan (WMP), and to approve a voluntary Renewable Energy Credit (REC) program. The public hearing is set to commence on Monday, March 10, 2025, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. WYO STAT. §§ 37-l- 101(a)(vi)(C) and 37-2-112.
3. On August 2, 2024, RMP filed an Application requesting authority to increase its Wyoming retail electric utility service rates by 14.7 percent, or $123.5 million per annum; establish an ICA rider to recover excess liability insurance premium costs and support a self-insurance mechanism; revise its ECAM to develop separate cost categories and implement a symmetrical sharing band of 85/15 for Category 1 costs and 95/5 for Category 2 costs; implement a WMP; and implement a voluntary REC program. RMP has requested an effective date of June 1, 2025, for all requests except the proposed revisions to the ECAM, which has a requested effective date of January 1, 2025.

Motion by Councilwoman Boyce to approve the issuance of a letter indicating nonrenewal of the recurring service agreement with Everon, ending the Town of Pinedale’s annual service agreement terminating June 28, 2025. Seconded by Councilman Kosiba. Motion passed 5-0.
Motion by Councilman Swafford to approve awarding the Pinedale Town Hall Paint Contract to Slide Lake Enterprises Corp., in the amount of $36,963. Seconded by Councilman Loftus.

Motion by Councilman Swafford to approve the engineering and surveying fees with Ardurra Group, Inc., to complete a survey and legal description of the Pinedale airport, Ralph Wenz Field, for the development of an annexation map not to exceed $6,000. Motion by Councilman Loftus to approve Ordinance 719, on second read, an Ordinance of the Town of Pinedale, State of Wyoming, amending the zoning map of the Town of Pinedale to reflect the amendment of the zoning classification of a parcel of land described as Blocks 2, 3, and 4 of the Par Avenue Second Addition to the Town of Pinedale, from its present zone district classification of R-2 to the R-4 and R-2A zone districts. Seconded by Councilwoman Boyce.

WHEREAS, the Town Council has determined that changing conditions within the Town of Pinedale support the modification of the present R2 zoning on land described in Section 1 below; and,
WHEREAS, these changing conditions include the fact that this area of the Town is appropriate for R-4 and R-2A zoning and will not adversely affect public health, safety and general welfare; and,
WHEREAS, it has been determined that this issue should best be addressed by the rezoning of the land described in Section 1 below from its present zone district classification to the R4 and R-2a zone district as described in Section 1 below;

PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company) for approval of the Piceance Development as a Wexpro II property, as more fully described below.
1. Enbridge is a division of Enbridge, Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
2. On January 24, 2025, Enbridge filed its Application requesting an order approving the inclusion of the recently acquired properties located within the Piceance Development as a Wexpro II property pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA-12. The Piceance Development is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Piceance Development within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.
3. Enbridge acquired the Piceance Development at its own risk and pending the Commission’s decision whether this acquisition should be included as a Wexpro II property under the agreement. If approved, the acquisition and drilling costs will be passed on to customers. The Company contends that approval of the Piceance Development asa Wexpro II property will provide an opportunity for customers to receive lower cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Dominion at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.
